Foreign relations with other micronations is an important part of Aenopian interaction with the wider micronational world.
Empire of Aenopia

Within the MicroWiki community, Aenopia is regularly viewed as an active and influential nation. Formed on 1 July 2019[1] and becoming independent on 16 August 2019,[2] Aenopia is an active nation within the community as a member of organisations such as the Foreign affairs are handled by the Ministry for International Affairs and the Crown. As part of this, Aenopia actively engages in both formal and informal diplomacy with other nations through these means and others, for which are formally conducted by the Crown. As of August 2020, Aenopia has signed formal documents with thirty one other sovereign states, and recognises the existence of 221 other nations, without the requirement of the signing of treaties to legally bind this. Aenopia is also a signatory state of five intermicronational treaties and conventions, namely the Wrythe Convention, Edgbaston Conventions and the La Salle Convention. Aenopia has played a crucial part in the creation of several minor treaties, such as Sough2020–which has received over 30 signatories–and the Intergalactic Treaty and the Sough Convention on Global Climate Change of 2019.

An important part of Aenopian foreign affairs includes participation in international organisations, with Aenopia being a member of numerous influential organisations in the community including the Cupertino Alliance[3] and Grand Unified Micronational[4][5] whilst also being a member of minor organisations including the Micronational Olympic Federation and Union Against Micronational War. Aenopia is also a founding member of numerous organisations including the North Atlantic Defence Union,[6] International Aerospace Community and United Defense and Cooperation Treaty Community.[7][8] Former organisations which Aenopia was a member of include the Konmalehth, Organisation of Active Micronations,[9] Aenopia initially joined the latter organisation on 1 July as the successor state to New Cymru, despite not being a sovereign state at the time. During its time as a member of the OAM, Aenopia was an active and influential member, with Simon Reeve serving as the Speaker of the Chamber until his departure from the OAM on 20 August 2019. Despite leaving the organisation in August 2019, Aenopia's membership within the OAM continued to influence its foreign affairs, with longstanding friendships with ex-member states including Ponderosa Hills, Lytera, Plushunia and formerly New Eiffel standing to this day. Aenopia's membership within the OAM also influenced the formation of the North Atlantic Defence Union and influenced Aenopia's admission as a member state of the Grand Unified Micronational.

Aenopia is usually ranked highly within influence surveys, having previously been ranked as modestly-to-highly influential in over 4 surveys conducted during 2020. Aenopia was voted as the twenty ninth most influential nation in the community in the Microwiki Influence Survey with 33 points[10] and is recognised as a small power according to the survey. Aenopia was also ranked joint thirteenth out of 42 Members in the GUM Member States Positivity Survey, with a score of 3.7,[11] however this later fell to 3.5.[12] Aenopia would later be ranked as the most influential member of the Cupertino Alliance during the Cupertino Member Positivity Survey with 115 points,[13] having previously been ranked second during the October 2020 survey.[14][15]

Recognised nations

An example of an Aenopian Diplomatic treaty, this being the Aenopia-Posaf Mutual Recognition Treaty. This has since become the standard template for Aenopian treaties.

Recognised nations are sovereign states which have been formally recognised by the Aenopian Government as sovereign bodies, however lack a formal treaty unlike bilateral partners. As of May 2021, Aenopia unofficially recognises 224 sovereign states. Recognised states are typically chosen based on requirements including 6 months of continued sovereignty, a defined territory separated from digital sources such as the internet, professional conduct within the community and occasionally pre-existing relations based on organisational participation.

Although de facto recognising most member states of international organisations, only a few are formally recognised. Recognised states are usually published as a royal decree commissioned by the Monarchy of Aenopia, however foreign affairs will be gradually transferred to the Foreign Affairs Minister and Y Senedd in the future.

Bilateral relations

The Overseas Office is the primary body for international affairs, including foreign relations, treaties, organisational participation, trade and localised issues including border disputes.

As part of its policy on international affairs, Aenopia and are conducted under the prerogative of the monarchy. Bilateral relations are usually established with the signing of a treaty of mutual recognition or other methods of diplomatic relations treaty typically provided by the Aenopian government. As of September 2021, Aenopia has signed formal documents with 45 other sovereign states and formerly maintained relations with 11 other sovereign states. Aenopian foreign affairs are typically dictated by a stringent set of requirements.

Aenopia is a prolific and active member of numerous influential micronational organisations, most notably the Cupertino Alliance and Grand Unified Micronational. Representatives of Aenopia currently or have previously held prominent positions within numerous organisations, such as the Cupertino Alliance, Organisation of Active Micronations, North Atlantic Defence Union, and Konmalehth. Aenopia is also a founding member of smaller organisations including the International Aerospace Community, UDCTC and NADU, whilst also being a former member of numerous organisations including the Commonwealth of Sovereignties, Organisation of Active Micronations and Konmalehth.

Aenopia is an influential member of the Cupertino Alliance after initially joining as a member state on 24 February 2020.[3] Aenopia formally ratified the Charter of the Cupertino Alliance on 15 February 2020[74] after applying to the Alliance on the same date. The sole representative of Aenopia, Simon Reeve, formerly served as the Chair of the Board from 15 February to 15 August 2021, having previously served as Minister of MicroWiki Affairs[75] from 30 May 2020 to 15 February 2021 and as Lieutenant Chair from 27 September 2020 until 15 February 2021. The primary delegate of Aenopia, Simon Reeve, was initially appointed as Minister of MicroWiki Affairs on 30 May 2020. On 27 September 2020 he was elected as the second Lieutenant Chair of the Cupertino Alliance. On 5 November 2020 Simon announced his candidacy for the Chair of the Cupertino Alliance under the Ross2021 campaign during the 2nd Cupertino Alliance chairmanship election alongside running mate Matthew Xia.[76] Ross was later declared as the automatic winner of the 2nd Cupertino Alliance chairmanship election on 4 January 2021 after rival candidate Roscoe dropped out,[72][77] later assuming office on 15 February 2021.

Aenopia is regarded as one of the most active and prominent members within the Cupertino Alliance, partially due to its longstanding membership and former positions in offices including Chair of the Board, Lieutenant Chair and Minister of MicroWiki Affairs. This is further reflected by Aenopia's ranking on Cupertino Member Positivity Surveys, initially being ranked 2nd out of 24 nations with 91 points and a mean of 3.72,[13][14] and later 1st during the December 2020 survey with 115 points.[15] In addition, Aenopia has attended 85 out of 115 sessions since its inception as a member on 24 February 2020, making it one of the most active nations in the Alliance.

Since its inception as a member of the Grand Unified Micronational on 27 November 2019, Aenopia has been an active and prominent member of the organisation. Aenopia was previously accepted as an Observer on 6 October 2019 and as a Provisional state on 10 November.

Six individuals have represented Aenopia since its inception as a member, whilst three delegates currently represent Aenopia within the GUM; Simon Reeve, Leon Montan and Brennan Sullivan. William Efton, Trevor and Zabëlle Skye formerly served as Aenopian delegates, with the former appointed on 8 April 2020 and the latter on 7 November 2020. Efton served as a delegate until his resignation on 1 October 2020 as part of his wider departure from the community, whilst Smith served until his own resignation in December 2020. Trevor was appointed as a delegate on 22 August 2020, however was replaced by Smith on 7 November 2020. Ross currently serves as the Events & Summits Secretary and assumed the position on 11 July 2021. Aenopia has attended almost every Quorum since its inception as a member state as of 9 February 2021.[j]

North Atlantic Defence Union

NADU initially started as a group chat formed by Leon Montan on 3 August 2019 consisting of Simon Reeve, Leon Montan and Alex Halbesleben in order to choose the host of the 2020 OAM Games after the cancellation of the 2019 OAM Games previously.[175] The group later evolved into an informal group chat between the 3, and later on Astral of Astropolis and a personal friend of Ross after the departure of Alex. Following the departure of Alex Halbesleben, the Ponderosa, Aenopia, Astropolis Pact (later known as the PAA Pact) was established. As part of this pact, free movement and trade were agreed by the states as part of a treaty. This treaty later became the Charter of the North Atlantic Defence Union. The North Atlantic Defence Union was officially formed after the signing of the charter of NADU (created by Ross himself) on 13 September 2019. Ross would assume the position of Chair following the formation of NADU on 13 September 2019. is position as chair would lead to the rapid development of NADU, with the organisation's membership peaking at 12 members by the time of dissolution in December 2019. He would also spearhead the creation of numerous projects such as the Sough Convention on Global Climate Change, 2019 summit and treaty created in October 2019. This would later lead to the Sough2020 convention and treaty also led by Ross.

In late November 2019, activity in NADU decreased. Members started to focus on other projects, most notably the Cupertino Alliance (for which Aenopia would later join in February 2020) whilst founding member Astropolis fell into inactivity. Attempts by Ross to restart activity through meetings were mostly unsuccessful. On 4 December 2019, Ross released a poll asking members to decide the fate of NADU, with members given the option of either A) dissolving the organisation; B) reforming NADU back into the PAA pact, or C) continuing to run NADU as it was.[176] Over 7 respondents were recorded over the course of 7 days, with 42% voting to reform NADU back into the PAA pact. This was the last sign of activity from NADU, with Simon opting to leave the server later in December due to prolonged inactivity.

After the creation of the Sough2020 global climate change convention in October 2020, Ross publicly announced his intentions to reform NADU in the Microwiki@Discord server on 21 October 2020 after ex-member Cole Baird suggested the reformation of NADU.[177] A server was created on 28 October 2020, and was announced in the TOES group chat on 29 October 2020. Unlike its 2019 predecessor, the primary goals of 2020 NADU are to foster diplomacy in a similar manner to the GUM or Cupertino Alliance. This eliminates the defence doctrine initially employed by the predecessor, primarily due to changes in founding member Aenopia's foreign policy and involvement in micronational war. On 31 October 2020, Simon, again serving as intern chair, announced that ex-member states and their successor states could redeem their membership back without reapplying in order to encourage growth within the organisation. The first session held by Ross as part of the newly reformed NADU was held on 4 November 2020 and included the admission of 3 nations as provisional members.

On 10 February 2021, Ross formally announced his resignation as chair of NADU in order to focus on the Cupertino Alliance, with Prime Minister Cole Baird of Wegmat confirmed as his successor.[178]

Others

Aenopia was formerly a member of the Organisation of Active Micronations and Konmalehth.

In the past, Aenopia served as a prominent member of numerous organisations, namely the Organisation of Active Micronations and Konmalehth. Aenopia was an important and influential member of the Organisation of Active Micronations (originally named New Eiffel Union of Micronations [179]), initially joining the OAM on 1 July 2019 as the successor state of New Cymru, which joined on 10 May 2019. Ross served as the Speaker of the Chamber from his appointment on 10 May 2019 until his departure on 20 August 2019. Aenopia finally withdrew from the Organisation of Active Micronations following internal disputes and instability within the organisation on 20 August 2019. 6 days later, the Organisation of Active Micronations (2019) was dissolved after other influential members such as Phokland, New Eiffel and Emosia left. This followed after less than a month after the similar withdrawal of the Kingdom of Lytera.[180][181][182]

Aenopia is also a founding member of the United Defense and Cooperation Treaty Community[7][8] and International Aerospace Community. The International Aerospace Community was formed as part of a partnership between the Commonwealth of Essexia on 21 January 2021 to serve as a formal platform for national aerospace programs.[183][184] As of 8 February 2021 the IAC has over 10 member states representing 10 aerospace organisations.[185] with member states cooperating on 4 projects.[186][187] Aenopia was also a member of the Konmalehth from February 2020 until its dissolution on 18 July 2020.[188] At the time of dissolution, Simon Reeve was the Vice Chair of the West. Aenopia is also a founding member of the United Defense and Cooperation Treaty Community.[7][8] The United Defense and Cooperation Treaty Community was formed on 10 March 2021 and serves as the primary defence body of the social group TOES, similar to the United Nations Security Council. Aenopia represents the Aenopian Defence League within the UDCTC.

Treaties and conventions

Aenopia is a major signatory of 7 international treaties, covering a broad range of subjects including climate change and pollution, sockpuppeting, raiding, territorial disputes and misleading territorial claims. The first treaty signed by Aenopia was the Intergalactic Treaty on 1 July 2019. Initially created by New Cymru on 3 June 2019, the treaty condones intergalactic claims on extraterrestrial bodies and was signed by 7 nations.[189] The contents of the treaty were largely surpassed by the Edgbaston Convention which covered unrealistic claims; Aenopia later became a signatory of the Edgbaston Convention on 17 August 2020.[190] As part of its duties as a member state of the Grand Unified Micronational, Aenopia is a signatory of the Wrythe Convention after initially ratifying the treaty on 11 July 2019.[191] The treaty condemns sockpuppeting, identity theft, and false claims within micronationalism.[192]

Other treaties signed by Aenopia include the Sough Convention on Global Climate Change Volume I and the La Salle Convention.[193][194] The Sough Convention on Global Climate Change Volume I was a treaty produced by members of the North Atlantic Defence Union as a result of the NADU Climate Summit 2019 hosted on 25 September 2019. The treaty was signed by 4 member states after initially ratification on 25 September 2019 in the Aenopian city of New Aberdare. The treaty entered into force on 1 October 2019. The convention also covers deadlines set by NADU parties covering the abolition of negative emission-producing everyday objects. Aenopia was the original signatory and creator of the convention and signed the convention on 25 September 2019.[195] The original Sough Convention on Global Climate Change would later lead to the creation of the Sough2020 convention and treaty from October to November 2020. This was also created by Simon Reeve and would be heavily influenced by Aenopia like its predecessor. Unlike its predecessor, Sough2020 was digitally attended and signed by over 30 nations

Sough2020

Aenopia was the leading member and creator of the Sough2020 convention and associated Sough Convention on Global Climate Change Volume II treaty.[196] This was a digital summit focusing on the creation, signing and ratification of the Sough Convention on Global Climate Change Volume II: a treaty aimed towards micronational action regarding climate change, pollution and negative human interactions with the natural world. The convention was conceived by Simon Reeve on 9 October 2020, partially in response to the La Salle Convention from the beginning of October 2020 and inspired by the Paris Agreement of 2016. The treaty has been translated into 5 languages.[197][198][199][200]

Sough2020 was initially conceived on 1 October 2020 however the convention wasn't formally declared until 9 October 2020. In total 6 meetings took place between 11 October 2020 and 21 November 2020,[201] this period lasting 42 days in total. Despite the fact that creation of the treaty began on 1 October 2020, final compilation and editing took place on 22 November 2020 with the treaty being presented on 26 November 2020.[202] The contents of the Sough Convention on Global Climate Change Volume II will formally take effect within signatory states on 1 December 2020. As of 26 November 2020, 31 nations took part in the Sough2020 convention, including notable nations such as Aenopia, Misberia, Vishwamitra, Australis, Naveria and Plushunia.

When I first started this convention on 1 October 2020, I was doubtful that the convention would be successful, considering the fact that another individual was running a convention on their own. We've had our ups and downs, with a brief uncertain period when 3 nations left at the same time however we have pushed through regardless. Berard-Malloy Convention on Territorial Disputes

The Berard-Malloy Convention on Territorial Disputes is an international treaty dedicated to territorial disputes between sovereign states, in which Aenopia played a critical role in its creation. The treaty defines territorial disputes, territorial waters and assists in the creation of a committee for settling territorial disputes.

The treaty was initially conceived during a Cupertino Alliance session on 11 June 2021; planning for the treaty would not begin until 19 June 2021. The entire treaty was produced over the course of 13 days by Simon Reeve, Carson Snyder and Mike Lewis, during which 7 articles were produced. The treaty was presented to delegates during the Cupertino Digital Summit 2021 on 2 July 2021.

Aenopia is an active participant and one of the first nations to take part in the GUM Sister Cities Program, when the cities of New Llandudno and New Aberdare were paired with foreign settlements on 26 January 2020.[203][204] A total of three Aenopian cities take part in the program, these being New Aberdare, New Llandudno and New Tenby respectively. New Llandudno was formerly paired to the cities of Songo, New Leeds and Villicus until the dissolution of Misberia and New Eiffel on 24 February 2021 and 1 November 2020 respectively.

Aenopia is also an active participant in the Cupertino Alliance's Twin Towns program.
