Senedd Aenopia (English: Parliament of Aenopia), colloquially known as Senedd and formerly known as Y Senedd of Aenopia, is the unicameral legislative branch of the Empire of Aenopia. Senedd is a democratically elected body and is the primary law making institution within Aenopia. Duties of Senedd include the approval of new acts, management of various aspects of Aenopia including its domestic and foreign affairs and representation of the people of Aenopia on a national level. Senedd's position as the primary governing body of Aenopia grants it executive power over various governmental bodies in Aenopia, such as the Aenopian government. Senedd consists of five democratically elected seats representing the seven territories of Aenopia, and is modelled on Senedd Cymru. In addition, Senedd also utilises the Westminster system of legislature.

Senedd is comprised of five Members of Senedd. Members are elected to serve for a maximum term of four months by First-past-the-post voting, however Senedd can be dissolved early. MS are elected to Senedd during general elections typically hosted in March, July and November. The largest party in Senedd forms the majority, with other standing parties forming the opposition. The leader of the majority party is automatically appointed as First Minister of Aenopia. The incumbent First Minister is Leon Montan of the People's Party of Aenopia.

Aenopia was initially led solely by the sovereign with absolute power from its independence until the first attempts were made to form a democratically elected parliament in 2020. Various attempts to form an Aenopian parliament failed throughout 2020 and 2021 as a result of various factors, particularly inactivity. Senedd was successfully convened or the first time following the conclusion of a successful election in March 2022, and has since assumed many roles involved in the running of Aenopia, with many formerly held by the monarch.

History

Pre-history

The Empire of Aenopia was established as an absolute monarchy following its independence from the Empire of Emosia on 16 August 2019.[1] Because of this, Simon Reeve showed little interest in the concept of establishing an Aenopian government, citing activity and productivity as a primary reason. Unlike an absolute monarchy, a democracy would require constant activity from a majority of its members, which Reeve initially cited as being a primary factor in the dissolution of smaller states.

Despite this, Reeve established the first Aenopian political party in July 2019, initially as an advocate of Aenopian independence and an Aenopian democracy.

Establishment and 1st Parliament

Y Senedd was formally established by Simon Reeve in August 2020 with the first elections scheduled for the same month.[2] However, interest in seat dwindled, resulting in Reeve opting for a 'you ask, you get' policy to establish the 1st Parliament. The first session was convened on 16 August 2020. Following the first session, Senedd rapidly fell into inactivity as MS gradually departed, with only 2 of the original 6 MS remaining in power when parliament ws dissolved in October 2021. This was further influenced by Reeve's tenure as the Chair of the Cupertino Alliance from February to August 2021, with minimal time being devoted towards Aenopia and Senedd.

Revitalisation

In March 2022, the first successful election since the establishment of Senedd Aenopia in July 2020 was held.

Composition and seats

New Llandudno serves as the symbolic location of Y Senedd, however the elected chamber typically convenes via digital platforms whilst the Monarch serves from the capital of Aenopia.

Senedd is comprised of five democratically-elected seats representing the territories and dominions of Aenopia and 1 seat representing the Monarch. Each territory is represented by 1 democratically-elected seat. Members of Senedd are elected in general elections, which occur every four months.

Monarch

The Monarch is the highest and only unelected seat in Senedd. The monarch maintains absolute power over Senedd and Aenopia, and actively engages in the legislative process as the head of Senedd. The monarch maintains the ability to dissolve the Elected Chamber at will, appoint Members of Senedd and increase or decrease the number of seats.

Elected chamber

The Elected Chamber is the only democratically-elected portion of Senedd and is comprised of five seats representing the territories and dominions of Aenopia. Members of the elected chamber are elected every 6 months as part of general elections under the first-past-the-post system. In addition to being comprised of Members of Senedd, the elected chamber is led by the First Minister. As is convention in the Westminister system, the party or coalition of parties that has the majority in the elected chamber forms the majority party with the leader of that party or coalition becoming the First Minister. If the majority party loses the confidence of either the Monarch or the greater elected chamber, they are expected to call a new election or resign.

The number of seats in the elected chamber is determined by the Monarch, however members of Senedd may appeal for an increase or decrease in seats. The minimum number of seats required in Senedd must not be less than the number of territories and dominions of Aenopia, which currently stands at five. In addition, the number of seats must be of an odd number to allow for one party to obtain the majority. A coalition majority may be formed if two parties hold a majority of seats, however this may only happen if both parties agree to a coalition. The Monarch can authorise another election if at least one of the parties disagrees to a coalition.

Functions

The process of passing legislation in Y Senedd.

The principal function of Senedd is to pass legislation. Any member of Senedd may introduce a proposed law, which is subsequently introduced and discussed in the elected chambers. Following the voting process, all passed legislation is ratified by the Crown.
