The Grand Unified Micronational currently has 37 full member states and 2 provisional member state – as well as 10 observers (see Observer state of the Grand Unified Micronational).

Full members are those ratifiers of the Charter that can contribute to discussions and debates, vote in Quorum sessions, and stand for election to any positions in the organisation. Provisional membership is a status granted to newly approved member states or to member states that are found in the process of expulsion. Provisional members do not hold voting rights and cannot stand for election but may partake in Quorum discussions. Only fully "sovereign" micronations may become member states. A nation must have ratify the GUM Charter and fulfil the requirements of the Wrythe Convention and Edgbaston Convention, then they may apply for full membership status. The application will be voted on in Quorum by the other members. The Chair may reject any application. If accepted, they will be granted provisional membership and a second vote for full membership will take place after two weeks.

Each member state is represented by a delegation team from that nation. A full member may have up to three delegates, and only one delegate may be present in any given Quorum session. This is opposed to observers, which may only have one delegate.

The constitutionally recognised founding member states of Grand Unified Micronational were the Kingdom of Camuria, the Democratic People's Republic of Erusia, Scientopia, the Republic of Petorio, Stigistan, Tozland and the Federal Republic of St.Charlie. However, following investigations by the organisation, the Kingdom of Camuria was suspended from membership in late February 2009. It was also later revealed on 30 July 2010, that Erusia was an experiment known as the Lethler Experiment, where it was proven, and indeed, openly admitted by Robert Lethler, that the entire Erusian micronation was a fabrication, used to further his own means.

Withdrawal

Member states, and provisional members and observers, may leave at any time, commonly through a referendum. Most nations leave usually after a controversial event within the organisation.

Expulsion

Members can vote for the expulsion of members for multiple reasons, most often on the grounds of inactivity.

Country codes

The GUM maintains a list of 3-letter country codes for micronations, as an extension to the ISO 3166-1 alpha-3 country codes used by macronational organisations. The codes are set by the Chair, with the consensus of the member states. Codes are kept for former members, whither they optionally left or were expelled. A handful of micronations which have never been member states nor observers also have GUM codes.

Representation

Each member state is represented by a delegation team from that nation. A full member may have up to three delegates, and only one delegate may be present in any given Quorum session. Observers may only have one delegate. In elections, each member state is allowed one vote. Most commonly, the main delegate of the nation will solely decide who to vote for.

Offices

There are a number of offices which individuals may have.

Summits

At summits, usually, but not always, the head of state or head of government attends. Another representative may also be sent.

History

Political systems

The exact political system of a micronation is not limited, however, member states may independently vote against membership of an applying nation for any reason, which includes not supporting a nation's political system.

The majority of member states—21 out of 37–incorporate a monarchy into its political system; this includes 14 constitutional monarchies (and an elective-constitutional monarchy, the system of Posaf), 4 absolute monarchies, a parliamentary diarchy, federal monarchy and a constitutional triumvirate, a political regime ruled or dominated by three powerful individuals known as triumvirs, the political system of Sonderan. Of the remaining, 6 are constitutional republics, 5 are presidential republics, and 2 are semi-presidential republics. Most republics and monarchies operate a parliamentary system. The GUM Quarterly Statistical Report held between October - December 2019, found that 6 out of the total 9 nations (66.7%) were considered multi-party democracies, while two (22.2%) was a two-party democracy, and one (11.1%) was a single-party/dominant-party sate. The most common type of proportional representation is the party-list system.

The most recent GUM Quarterly Statistical Report held between October - December 2019, found that the predominant legislature type was unicameral, with 8 out of 11 (72.7%) surveys nations using unicameral parliaments. 3 nations (27.3%) had bicameral legislatures. The average amount of legislators among the surveyed nations was 8.18; the nation which had the largest legislature by the number of members was Gymnasium State, with 22, while the smallest was Ledilia, with 1.

The same GUM Quarterly Statistical Report also found that only 9 out of 11 surveyed nations (81.8%) had active political parties. Of these, the average number of political parties was 5.44. Nations with the most active political parties were New Eiffel with 12, Posaf with 11 and Millania with 10. Two nations had two-party systems.

GUM Quarterly Statistical Reports

The Quarterly Statistical Report is the chief work of the Secretariat of Statistical Research. Though the Report was assigned to the Secretariat in 2016, the first Report was presented to the organization by Tarik in August 2017. Since then, only five reports were created:
