The medal was established for conferring upon civilians, military officers, foreign heads of state and officials as a token of appreciation and good faith for their contributions in nation building throughout the past one year.

Order of wearing

The commemorative medal is worn after the state decorations after the Civil Service Medal which is the junior-most of all the decorations. This medal and its ribbon is worn next to the Commemorative Medal of the 20th Birthday of the First Prime Minister but before the Commemorative Medal of the Crystal Jubilee of the Foundation of Vishwamitra.
