The Most Excellent Royal Vishwamitran Order of Merit is the fourth highest as well as the junior-most order of chivalry of Vishwamitra ranking immediately below the Order of the Crown of Vishwamitra. It was created on 24 October 2022 by Rashtradhyaksh Varuna Sriraya through his royal decree numbered 247-2022 under the various reforms initiated to the federal honours system.

The Royal Vishwamitran Order of Merit is awarded to people who have rendered distinguished service to the state in various fields. It is generally the highest ordinarily conferred order. The highest Vishwamitran order, the Supreme Order of the Hibiscus, is reserved for heads of state or royalty, while the second highest order, the Order of the Foxtail Orchid is mostly reserved for the politicians and the third highest order, the Order of the Crown of Vishwamitra is conferred in recognition of personal services to the Crown.

History

The Royal Vishwamitran Order of Merit was constituted as a federal chivalric order by Rashtradhyaksh Varuna Sriraya on 24 October 2022 as a consequence to this decision to disestablish all existing federal orders and replacing them with appropriate ones. The order has chiefly replaced the Order of the Vishwamitra which usually recognized valuable services to the state in various fields of human endeavour and the Order of Diplomatic Service Merit which recognized outstanding performance in diplomatic and foreign service.

The order was initially proposed to be named as the Order of the Defender of the Realm but was later renamed to its current name after senior cabinet minister and personal counsel to the Rashtradhyaksh, Arthur Lacey-Scott-FitzLacia suggested for the creation of an order to recognize merits of individuals to the state.

Grades

The Royal Vishwamitran Order of Merit is conferred in five ranks:

  • Grand Cordon or Darjah Sri Utama Vishwamitra Bhakti - S.U.V.B.
  • Commander 1st Class or Darjah Sri Prathama Vishwamitra Bhakti - S.P.V.B.
  • Commander or Darjah Utama Vishwamitra Bhakti - D.U.V.B.
  • Member 1st Class or Darjah Prathama Vishwamitra Bhakti - D.P.V.B.
  • Member or Darjah Sadasya Vishwamitra Bhakti - D.S.V.B.

The recipients of the Grand Cordon grade or Darjah Sri Utama Vishwamitra Bhakti bear the pre-nominal honorific title of Tan Sri; while the recipients of the Commander 1st Class grade or Darjah Sri Prathama Vishwamitra Bhakti bear the title of Param Sri. The spouses of the recipients are not entitled to bear any title or style in regards to their spouse's title.

The Grand Cordon grade is limited to 100 living recipients at any time, while the Commander 1st Class grade is limited to 200 living recipients at any time.

Criteria for awarding

The Royal Vishwamitran Order of Merit is awarded to individuals upon individuals who have rendered distinguished service to the state in various fields including:

  • A person who has contributed to the stability and development of the international community.
  • A person who has contributed to promotion of culture or sports.
  • A person who has contributed to promotion of education, science and technology.
  • A person who has contributed to the improvement and promotion of social welfare and equality.
  • A person who has contributed to environment conservation.
  • A person whose services benefit the people in general.

In addition, the order may also be generally conferred upon individuals for their most valuable services to the government of Vishwamitra in various fields of parliamentary service, or diplomatic serrvice. For example, the Grand Cordon of the Royal Vishwamitran Order of Merit (1st class) is awarded awarded to a person who has made outstanding achievements in their position as Prime Minister, Speaker of the Lok Sabha, Chief Justice of Vishwamitra, senior cabinet ministers, etc. The Grand Cordon of the Royal Vishwamitran Order of Merit or the Commander 1st Class of the Royal Vishwamitran Order of Merit (2nd class) are awarded to a person who has made outstanding achievements in their position as Minister of State, members of the parliament, etc.

The order may also be conferred upon foreign dignitaries in recognition of their most valuable services to the state or to the society or community in general. The Grand Cordon grade of the Royal Vishwamitran Order of Merit is generally conferred on foreign heads of state, governments, vice-presidents or other senior dignitaries.

Guide on the order of wear of the different grades of the order

The insignia of the Royal Vishwamitran Order of Merit comprises of:

  • Grand Cordon: It is awarded in a set of breast star, a badge and a blue sash with yellow stripes on both edges which is worn from the right shoulder to the left waist. The badge of the order is a ten-pointed star in gold with an Indian peafowl in its center with the letters "FOR MERIT".
  • Commander 1st Class: It is awarded in a set of breast star and a badge and a necklet which is worn around the neck. The ribbon of the order is the same as the Grand Cordon. The badge of the grade is also same as that of the Grand Cordon grade except for being in silver.
  • Commander: It is awarded in a necklet which is the same as that of the Commander 1st Class grade.
  • Member 1st Class: It is awarded in the form of a medallion worn on the left chest. The medallion is in gold which is hung on a silk cloth of the same design of the riband of the order.
  • Member: It is awarded in the form of a medallion worn on the left chest which is same as the Member 1st Class grade except for the medallion being in silver.
