The Highest People's Congress (pol. Najwyższy Kongres Posłanników Ludowych) is the unicameral parliament of the Republic of Upper Shwartz Morgen Lorgen Land. It exercises the highest legislative authority. It consists of 5 members. It is chaired by a Marshal who is elected at the first meeting of the new parliament.

Overview

The operation of the parliament is defined in Chapter III of the Constitution of the Republic of GSMLL. The sitting of a congress is for a two-year term. However, it may be extended for no more than six months. A term of Congress is divided into 4 sessions. Each year members of parliament meet on Easter and Christmas sessions. The Highest People's Congress exercises the highest legislative power. It also approves some of the president's decisions. It elects a president from outside its members. It can also dismiss him if he breaks the law. Article 15. a. Of the GSMLL Constitution requires that members of Congress must be at least 18 years old.

History

The Congress of the Republic of Upper Shwartz Morgen Lorgen Land was first legally established in 2012 under the GSMLL Bill of Rights. The 2014 Constitution provided that its members would be appointed by the president for a six-month term. The only such situation took place in 2020 in connection with constitutional reforms. The current GSMLL constitution provides that the Highest People's Congress is elected in 4 adjectival elections. The exact number of members is defined by the Electoral system Act. The current Congress consists of 5 members.

Structure

The meetings of the Congress are chaired by the Marshal elected by the members from among themselves. He is also the chairman of the Supreme Council of the Republic of Upper Shwartz Morgen Lorgen Land.

The Supreme Council

The Supreme Council is a standing committee that organizes the work of parliament. It sets the dates of meetings and their course. Currently, it consists of 2 members of the Congress (including the Marshal). Performs some legislative functions of congress when not in session. It can then issue regulations that are necessary for the functioning of the state. To remain they in force, the Supreme Council presents them to the next parliamentary meeting for approval.
