Rachel Kioya, who formed the Kioya Ministry, was appointed as Vorsitzender by Emperor Stephen on 25 March 2015. Kioya was a member of the Imperial Family and therefore did not associate herself with any parties. She was the first independent Vorsitzender.

It was preceded by the Second West ministry, formed by the Duke of Pleston, and succeeded by the Billbrough ministry, formed by Damian Billbrough.
