Donald West, who formed the First West Ministry was appointed as the first Vorsitzender of the Empire on the 6 June 2014 by Emperor Stephen. The cabinet is officially known as the His Imperial and Royal Exalted Majesty's 1st ministry. The cabinet is made up of 3 members. Due to Abelden being just recently established, only 3 offices (2 offices and 1 ministry) was established. The government of the Baron Westness lasted for 6 months, which set a precedence that elections should be held every 6 months.

It was succeeded by the First Janiszewski Ministry, formed by the 2nd Vorsitzender, Andrew Janiszewski. This was the first cabinet of the 1st Reichsversammlung.
