Anoushkaa Patranabish (Hindi: अनुष्का पत्रनबिश‎, Bengali: অনুষ্কা পত্রনবিশ; born 2010) is the reigning Rajpramukh of Basistha since 18 March 2022. Prior to her installation, she has served as the Prime Minister of Vishwamitra on two separate occasions and has also been the constitutional head of state serving as the President on two terms. He is the younger sister of the Rajpramukh of Beltola Tanishkaa Patranabish.

Early and personal life

Princess Anoushkaa was born in 2010 as the second child and daughter of Their Royal Highnesses Princess Lipi, the Princess Mother of Beltola and Prince Father Patranabish. She is the younger sister of Tanishkaa Patranabish, the current Deputy Rashtradhyaksh and Rajpramukh of Beltola, and is also a first cousin of Rashtradhyaksh Varuna Sriraya, Princess Sarala, Princess Asmi, and Prince Abhirup.

Early political career

Anoushkaa Patranabish was granted citizenship soon after her birth in 2010. She first rose to political limelight in 2012 after her election as the Vice President of Children's Group. She was re-elected to office in 2014 and was subsequently also appointed as the Minister of Child Welfare in the First Sarala Baishya ministry. Upon the resignation of Prime Minister Sarala Baishya on 27 December 2014, then Parliament Speaker Varuna Sriraya was appointed as the Acting Chairman of the Council of Ministers, while Anoushkaa was designated as the deputy chairperson of the council of ministers. Upon the election of Tanishkaa Patranabish as the Prime Minister the following year, she was re-designated as Minister of Child Welfare in her council of ministers. The same year, her tenure as vice president came to an end in October and she was replaced by newcomer Bishnu Chetry.

The constitutional reforms of December 2015 paved way for midterm polls for the presidency and parliament. Accordingly, Varuna Sriraya was elected as the president while Sarala Baishya was re-elected as prime minister. Anoushkaa was given greater responsibility and appointed as the Minister of Home Affairs in the Second Sarala Baishya ministry. Following the April 2016 general election, which was the nation's first partisan election, she was elected to the parliament as a candidate of the newly-created Children's Group Secular Party and was soon appointed as the Deputy Prime Minister in the Third Varuna Sriraya ministry. The position of the deputy prime minister was re-introduced after a vacancy of more than six years. She was also assigned the charge of the Ministry of Sanitation and Cleanliness Campaign.

First presidency (2016)

With the tenure of incumbent president Tanishkaa Patranabish drawing to an end, the presidential election took place on 2 October 2016 to elect a successor. Accordingly, Anoushkaa was nominated as the joint presidential candidate of the Secular Party and the Freedom Party. Her nearest rival was former president and Independent Party leader Sarala Baishya. In the election, she overwhelmingly secured the majority of the votes of the executive council and was elected to the presidency. She succeeded her older sister Tanishkaa as the president. Upon her election to the presidency, she resigned from her position in the cabinet and was replaced by outgoing president Tanishkaa Patranabish as the deputy prime minister.

After a little more than a month, she faced a constitutional crisis prompted by the resignation of her deputy, vice president Arnab Sil who submitted his resignation to contest the upcoming general election scheduled for December the same year. Upon his resignation, the constitution was evaluated and the parliament chose to designate Bishnu Chetry, then serving as Minister of Home Affairs and Law and Justice as the acting vice president.

In an unprecedented move, on 11 December 2016, prime minister Varuna Sriraya made it aware that an impeachment motion was being tabled against the president, although the reasons were not made known. Accordingly, with the support of merely six MPs, an impeachment motion was carried out against her and she was successfully impeached as the president on 13 December 2016. The presidential line of succession comprising the Vice President and the Chief Justice was flawed due to no permanent appointees holding the position. Eventually, the parliament on the recommendation from the prime minister chose to designate then Acting Governor of South Guwahati province and former president Sarala Baishya as the acting president until a permanent appointee was elected.

Post-presidency (2016–2017)

Upon her successful impeachment as the president, she was appointed as the Governor of South Guwahati and Administrator of Central Guwahati succeeding Sarala Baishya on both positions. She had a short tenure as the governor and was soon elected to the parliament upon the general election held the same month. Upon her election, she was appointed as a minister in the Fourth Varuna Sriraya ministry. She was appointed as Minister of Cabinet Affairs, Regional Affairs, and States. She was also assigned the additional charge of the Ministry of All Party Affairs in February 2017 after the removal of deputy prime minister Tanishkaa Patranabish. She remained as a minister until the resignation of prime minister Varuna Sriraya on 12 April 2017.

Following the resignation of Varuna Sriraya, Sarala Baishya was appointed as the prime minister and the Secular Party, of which Anoushkaa was a member of, chose to sit in the opposition. She was appointed as the Governor of South Guwahati for a second term on 12 April 2017 and a month later, as the Governor of Brihattar Guwahati on 7 May 2017. She continued to serve as governor until her re-election to the parliament in the 2017 general election. The election resulted in a hung assembly requiring all three parties to unite together to form an unity government under the leadership of Tanishkaa Patranabish. She was appointed as Minister of Culture and Cabinet Affairs in the Second Tanishkaa Patranabish ministry on 5 July 2017. On 22 July 2017, then vice president Bishnu Chetry submitted his resignation to the president and an election was scheduled the next day to succeed him. Accordingly, Anoushkaa was nominated for the position and elected unopposed to office. Upon her election as vice president, she stepped down from the union cabinet.

Months into her vice presidency, on 25 December 2017, president Varuna Sriraya announced his resignation to return to politics. She was designated as his direct successor as president and sworn-in into office the same day. She was succeeded by Sarala Baishya as the vice president.

Second presidency (2017–2018)

She became the president for a second term on 25 December 2017 following the sudden resignation of president Varuna Sriraya. As president, she performed her first task by appointing her immediate predecessor as the prime minister and administering oath of office to him and his council of ministers. She discharged similar duties following the general election of March 2018. However, her presidency was cut short by a constitutional coup on 14 May 2018 carried out by her prime minister Varuna Sriraya. She was forced to resign from the presidency in support of the coup. Following the coup, an aristocratic authoritarian government was installed headed by Varuna Sriraya who declared him as Supreme Leader.

Post-presidency (2018–2019)

She was appointed as Deputy Supreme Leader after the coup and heir to the supreme leader soon after she resigned from the presidency. After the Supreme Court annulled the unconstitutional setup, she was sworn-in as the acting head of state by chief justice Sarala Baishya to discharge the functions as the head of state until a permanent president was elected by the parliament. Moments later, the parliament endorsed coup leader Varuna Sriraya as the legitimate President and she was appointed as the Vice President and Chairperson of the Council of Ministers. She was also appointed as Minister of Home Affairs in the executive presidential cabinet on 12 October 2018. She was re-appointed as Vice President in November 2018 and sworn-in for a fresh term on 7 January 2019 along with the president and other officials.

She also briefly discharged the duties as acting president later the same month during the period of absence of the president from the union. As vice president, she was also the deputy speaker of the parliament. She continued to serve on the position until resigning from office on 29 September 2019 and was replaced by Sarala Baishya.

Later political career

Following her resignation as vice president, she was appointed to the Fifth Tanishkaa Patranabish ministry as a deputy prime minister. She was assigned the charge of the Ministry of Finance. In a cabinet reshuffle on 8 November, she was assigned the charge of the Ministry of Home Affairs, however, several crises compelled prime minister Tanishkaa Patranabish to replace her as the home minister. She was appointed Minister of External Affairs on 12 December 2019 and served until being moved back as Minister of Finance on 10 January 2020. By late February that year, it was certain that she would designated as caretaker prime minister as per the requirements of the election commission to ensure free and fair general election.

Caretaker prime minister

On 27 February 2020, the prime minister and the council of ministers recommended the president appoint her as the caretaker prime minister to head the government during the period of election as per the requirements of the election commission. She accordingly became the caretaker prime minister on 3 March 2020 and appointed her council of ministers. Her cabinet appointments included most ministers from her predecessor's ministry including appointing Ankurjyoti Thakuria as Deputy Prime Minister and Anirban Phatowali as Minister of External Affairs. On 9 March, she appointed Bishnu Chetry as Deputy Prime Minister replacing Thakuria who was then appointed Minister of External Affairs in place of Phatowali. She continued to head the caretaker ministry until the re-election of Tanishkaa Patranabish as the prime minister. Anoushkaa resigned as caretaker prime minister on 22 March 2020 paving the way for Tanishkaa Patranabish to be sworn-in as the prime minister.

Post-premiership (2020)

Upon stepping down as caretaker prime minister, she was appointed as the Deputy Prime Minister and Minister of Home Affairs, Elections, Vigilance and General Administration in the Sixth Tanishkaa Patranabish ministry and served until the ministry's dissolution on 30 April 2020. By that time, president Varuna Sriraya had announced his resignation, and Tanishkaa Patranabish was chosen to succeed him as the president and hence as the national leader. On 3 May, the Council of State met virtually and approved the appointment of Tanishkaa Patranabish as the president and national leader and also approved the merger of the position of the president and prime minister into an executive presidency. She was elected as the Deputy President.

Second premiership (2020–2021)

In June 2020, the Council of State approved for establishment of a federal elective monarchy in the nation. Accordingly, president Tanishkaa Patranabish was designated as the first Rashtradhyaksh (federal monarch) by the council of state. She was bestowed the title of a princess of the state of Beltola by her sister Tanishkaa, who was also the ruler of the state of Beltola. She was appointed as the Prime Minister by the Rashtradhyaksh on 8 June 2020. She appointed Prince Abhiraj of Purvanchal as the deputy prime minister and nominated a council of ministers comprising of several senior politicians. She announced major changes to the cabinet structure on 17 June 2020 including re-introducing the position of senior ministers and creating special ministerial positions for the senior members.

As customary, she was mandated to play a key role at the installation of the Rashtradhyaksh on 23 August 2020. However, days before the event, she sought a leave of absence for ten days skipping the event, and was briefly replaced by her deputy Prince Abhiraj as the acting prime minister. She resumed the prime ministerial duties on 31 August. She continued to head the ministry despite the role of the prime minister being reduced to a largely ceremonial office and all executive powers being vested in the Rashtradhyaksh. In January 2021, the Rashtradhyaksh announced for general election to the Lok Sabha scheduled for late February of the same year and accordingly, she was needed to step down as prime minister paving way for a caretaker government headed by Ștefan Marius Snagoveanu to assume charge. She stepped down as prime minister on 28 January 2021.

Post-premiership

In the March 2021 general election, the ruling National People's Congress party went to poll under her leadership and emerged as the majority party. As expected, she was supposed to be re-appointed as the prime minister but to the surprise of all, the Rashtradhyaksh persuaded caretaker prime minister Ștefan Marius Snagoveanu to take over the premiership permanently. Snagoveanu was thereupon appointed prime minister for a fresh term on 6 March 2021 and sworn into office. The period also marked the entry into politics and the subsequent rise of the current prime minister Farhaz Hazarika. Though hesitant, Prime Minister Snagoveanu also succeeded her as the President of the National People's Congress. During this period, she stayed away from mainstream politics and sat as a member of parliament and yet maintained her influence and status in politics.

By July of the same year, it was well-known that Prime Minister Snagoveanu would step down from office in September. Accordingly, then deputy prime minister Farhaz Hazarika was chosen as the next prime minister. Though she emerged as a probable candidate to succeed Snagoveanu, Farhaz Hazarika was able to finally set the mark. He took over as the prime minister on 11 September 2021 and appointed Anoushkaa as a senior minister and assigned her the charge of the Ministry of National Development, Religious and Minority Affairs. The cabinet remained in office for little more than a month until resigning to pave the way for a caretaker ministry to take over before the scheduled general election.

The party returned to power under the leadership of Farhaz Hazarika in October that year and he was re-appointed prime minister. She was appointed as Deputy Prime Minister and Minister of Home Affairs and Royal Household Affairs. She served as a minister until resigning from office a day prior to her scheduled installation as the Rajpramukh of Basistha on 18 March 2022.

Rajpramukh of Basistha

On 12 March 2022, then governor (Rajyapal) of Basistha Ștefan Marius Snagoveanu announced his resignation from the position to the Conference of Rulers citing lack of administrative duties and administrative inconvenience. The Conference of Rulers convened thereupon and approved of his resignation and also approved of re-establishing the monarchy in the state aiming to bring stability and prosperity to the state. Princess Anoushkaa of Beltola was unanimously elected the Rajpramukh of Basistha and was installed on 18 March 2022. She appointed her younger cousin Prince Abhirup of Beltola as the crown prince on 25 December 2022.
