The Second Tanishkaa Patranabish ministry (Hindi: द्वितीय तनिष्का पत्रनाबिश मंत्रिमंडल) was the 10th union council of ministers which was formed after the 2017 general election. The ministry was formed on 5 July 2017 and headed by Tanishkaa Patranabish who was also chosen to be the leader of the unity government. The ministry was also the first all-party government in the national history. The ministry remained in office until its dissolution on 25 December 2017 when prime minister Tanishkaa Patranabish had resigned to pave way for Varuna Sriraya to take over as the prime minister.
History
The general election which took place on 5 July 2017 resulted in a hung assembly with none of the three political parties, viz. the Friends Society Secular Party, the Friends Society Independent Party and the Friends Society Freedom Party being able to secure the required majority of seats in the parliament. The Secular Party emerged as the single largest party while the other two parties, the Independent Party and the Freedom Party formed the Independent Alliance. The Secular Party won 15 seats of the total 30 seats while the remaining of the 15 seats were won by the Independent Alliance.
Despite of being a ceremonial figurehead, President Varuna Sriraya chose to play a very important role in the government formation. He invited the leaders of the three parties and asked them to form a unity government which shall work towards the progress and development of the nation. Accordingly, he also invited Tanishkaa Patranabish of the Secular Party, by virtue of being the leader of the single largest party, to form the government and asked the outgoing prime minister Sarala Baishya, who was the leader of the Independent Party and outgoing deputy prime minister Arnab Sil, the leader of the Freedom Party to join the government as deputy prime ministers.
After the leaders accepted the proposal of the President, they agreed to form a unity government for the progress of the nation. The government was appointed on 5 July 2017 and sworn-in on the same day. This also marked the return of Tanishkaa Patranabish as the prime minister after two years.
Composition
The council of ministers which was formed and sworn-in on 5 July 2017 composed of Prime Minister Tanishkaa Patranabish, two Deputy Prime Ministers Sarala Baishya and Arnab Sil, six ministers of cabinet rank, four ministers were minister of state with independent charge and six ministers of state. Notable of the cabinet ministers included former president Anoushkaa Patranabish who had earlier resigned from her position as Governor of Brihattar Guwahati, Asmi Patranabis who had also earlier resigned as Governor of Uttar Guwahati, ministers from the previous government Abhiraj Kar, Anirban Phatowali, Bhargab Jyoti Medhi and former Beltola Governor Sanghita Roy.
On 23 July 2017, Anoushkaa Patranabish resigned as a cabinet minister upon her election as the Vice President succeeding Bishnu Chetry who was in turn inducted into the council of ministers as a cabinet minister on 6 August 2017.
A major cabinet reshuffle took place in September 2017 when sitting cabinet ministers Bhargab Jyoti Medhi and Sanghita Roy had resigned and were later appointed as governors. Uttar Guwahati Governor Kalyan Dey, MoS (I/c) Saikat Seal were appointed as cabinet ministers; Basistha Lieutenant Governor Mridul Amin, Abhisekh Jha, Sampriti Paul and Rohit Roy were appointed as ministers of state.
On 3 November 2017, Kalyan Dey was found guilty of actions against the state and was expelled from the council of ministers and stripped off his citizenship, thus becoming the first and only sitting cabinet minister to face such punishment.
