The Second Farhaz Hazarika ministry was the 25th Council of Ministers of the State of Vishwamitra headed by Prime Minister of Vishwamitra Farhaz Hazarika. The ministry was formed on 22 November 2021 following the November 2021 general election which resulted in the National People's Congress winning majority of the seats. The ministry dissolved on 12 May 2022.
Background
General elections were held in Vishwamitra on 14 November and 20 November 2021 in two phases, initially planned for three phases. The all-time dominant National People's Congress contested from 19 of the 20 constituencies of the House of the People and was able to win unopposed from 15 constituencies. Elections were held in Basistha Rural constituency of Basistha on 14 November, and to Dhirenpara constituency of Madhya Prant, and National List and Chandril constituencies of Kamrupa on 20 November 2021. The results were declared the next day on 21 November. Out of the four contested constituencies, the National People's Congress won two seats being the Basistha Rural and Chandril constituencies. While the newly formed Green Socialist Party won the rest two seats, being the Dhirenpara and National List constituencies. In Dhirenpara, the GSP candidate Su Yi-An defeated former Union Minister Abayat Ibtiyaz who earlier served as the Member of Parliament from Rashtra Niwas.
Following the Green Socialist Party winning from two seats of the Parliament, its leader David Brooke was recognized as the Leader of the Opposition. On 22 November 2021, Rashtradhyaksh Varuna Sriraya approved the constitution of the 14th Parliament and later in the day, appointed Farhaz Hazarika as the Prime Minister for the second time.
Composition
The Second Hazarika ministry comprises of ten ministers including Prime Minister Farhaz Hazarika. Former Prime Minister Princess Anoushkaa who served as Senior Minister in the Hazarika I government was named as the Deputy Prime Minister, while Michal Nowacki was named as Senior Minister. Cabinet ministers in Hazarika I government, Ested Vlasyn, Charles Burgardt and Rory Leonard retained their positions while Jayden Dagsa was promoted as a Cabinet Minister. Three first-time MPs, former Chief of Defence Staff Arturo Lara, Privy Councillor Tyler Mullins and Grand Chamberlain W. Pranit Singh were inducted as Ministers of State. Cabinet Minister Charles Burgardt was elected for the parliament for the first time as well.
Prominent among those who were not inducted into the ministry were former Acting Prime Minister Prince Abhiraj, long-time minister and royal Tanvi Sridasa, former ministers Arnab Deka, Matthew Xia, Ezri Ambriz and Abayat Ibtiyaz. Ibtiyaz also became the only former minister to be defeated by an opposition candidate.
On 22 December 2021, Culture & Information and Broadcasting Minister Jayden Dagsa resigned from the cabinet and his portfolios were temporarily transferred to Senior Minister Michal Nowacki. The first reshuffle of the council of ministers took place on 3 January 2022 with the induction of Thomas Bainbridge.
