The Ministry of Social Welfare (समाज कल्याण मंत्रालय) is a ministry of the Government of Vishwamitra which is responsible for planning, research, evaluation, monitoring project formulations, statistics and training relating to the welfare of various social groups in the nation. Its functions also include create, administer and implement comprehensive social welfare programmes to improve the status and conditions and empower the various sections of the society who are often deprived or lack equality.

The ministry was formed for the first time in 2016 under prime minister Varuna Sriraya and was then known as the Ministry of Social and Child Welfare. The current form of the ministry was created on 10 June 2022 as a result of the reorganization of the Ministry of Social Issues and Citizens Welfare.

History

Ministry of Child Welfare (15 April 2007 – 10 July 2016)

The Ministry of Child Welfare was created on 15 April 2007 by Prime Minister Arnisha Phatowali as one of the first ministries of the government post-the foundation of the nation. Deputy Prime Minister Varuna Sriraya was appointed as the first minister and remained in office until 18 April 2008 when Abhiraj Kar was assigned with the charge of the ministry.

The ministry existed until it was reformed into the Ministry of Social and Child Welfare on 10 July 2016.

Ministry of Social and Child Welfare (10 July – 2 October 2016)

The Ministry of Child Welfare was reformed into the Ministry of Social and Child Welfare in a big reshuffle of the government ministries on 10 July 2016 by then prime minister Varuna Sriraya. Abhiraj Kar was appointed as the first minister on 10 July 2016 and remained until the ministry was amalgamated with the Ministry of Group Members Development.

Ministry of Welfare (30 December 2016 – 6 August 2017)

The Ministry of Welfare was created as an independent ministry on 30 December 2016 separating it from the Ministry of Group Members Development. Prime Minister Varuna Sriraya became the first minister of welfare. Later on Mridul Amin and Sanghita Roy served as the ministers of welfare. The ministry was abolished on 6 August 2017.


Organization

The Ministry of Social Welfare is headed by the Minister of Social Welfare who is a member of the union cabinet and is often held by a minister with cabinet rank. The Minister of Social Welfare is assisted by a junior minister or the Minister of State for Social Welfare. The current minister is Liam Alexander who was appointed on 11 June 2022.

Departments

The Ministry of Social Welfare is divided into six subdivisions or departments with each department being tasked to perform specialised functions related to the area under the ministry. The departments were created by an order of the Rashtradhyaksh through a gazette notification issued on 10 June 2022. The current departments are:

  3. Department of Human Rights and Grievances Redressal
  4. Department of Community Development
  5. Department of Welfare of Women and Child
  6. Department of Welfare of Transgender and LGBT people
