The Ministry of Education and Youth Development (Hindi: शिक्षा एवं युवा विकास मंत्रालय), formerly known as the Ministry of Human Resource Development is a ministry in the government of Vishwamitra which deals with the direction, formulation and implementation of policies related to education, literacy, skill development and promotion of literature in the nation. The ministry was merged with Ministry of Culture, Environment and Natural Resources, and Information and Broadcasting to form the Ministry of National Development on 12 August 2023.
The Ministry of Education was headed by the Minister of Education who was a cabinet rank minister and was occassionally assisted by a junior minister or the Minister of State for Education. The first minister was Tanishkaa Patranabish who served between 2007 and 2009, while the final office-holder was Arsal Abbas Mirza who served between 2022 and 2023.
In August 2023, the Ministry of Education was merged with few other ministries to form the Ministry of National Development and became the Department of Education under the ministry.
History
The Ministry of Education was one of the original ministries created and traces its origin to 2007. The ministry was created alongside the Ministries of finance, parliamentary affairs, and sports by the first prime minister Arnisha Phatowali on 15 April 2007.
However, on 2 October 2015, in a resolution initiated by the cabinet of then prime minister Tanishkaa Patranabish, the ministry was abolished due to lack of its basic functionality and was replaced by the Ministry of Culture. On 6 August 2017, under prime minister Patranabish's leadership, the ministry was re-established as the Ministry of Human Resource Development as a bulk portfolio, created as a result of the merger of the ministries of Culture, Information and Broadcasting, Sports and Youth Affairs, Skill Development. The major motive of the creation of the bulk portfolio was to accomodate former vice president and acting president Bishnu Chetry who was earlier appointed as a cabinet minister in the union council of ministers and with all major portfolios being assigned on other senior ministries, the need to make special arrangements arose. However, within a month of the creation of the ministry, three of its departments which were formerly independent ministries were bifurcated and once again became independent. Those included viz., Ministry of Culture, Ministry of Information and Broadcasting, and Ministry of Sports and Youth Affairs.
During the period between June 2020 and January 2021, the ministry became a department under the Ministry of Human Resource, Culture and Youth Affairs. In January 2021, the Ministry of Human Resource Development was renamed back to its original name as Ministry of Education. Between March and May 2022, the ministry was briefly merged with two other ministries to form the Ministry of Education, Culture and Youth.
On 10 June 2022, the Ministry of Science, Technology and Innovation was merged with the Ministry of Education and became two independent departments in the ministry as, the Department of Science and Technology and the Department of Innovation.
The ministry was merged with Ministry of Culture, Environment and Natural Resources, and Information and Broadcasting to form the Ministry of National Development on 12 August 2023.
