The Ministry of Parliamentary Affairs (Hindi: संसदीय कार्य मंत्रालय) is a ministry in the government of Vishwamitra which is responsible for handling affairs related to the Parliament of Vishwamitra, and acts as a bridge between the government and the opposition. The ministry was formally established on 15 April 2007 and is one of the oldest continuing ministries of the government of Vishwamitra. The ministry is also responsible for handling affairs related to the summoning and prorogation of the parliament, fixing dates for hosting sessions, appointing and nominating members of various parliamentary councils and committees, etc.

The Ministry of Parliamentary Affairs is headed by the Minister of Parliamentary Affairs which is a cabinet rank minister and is occassionally assisted by a junior minister or the Minister of State for Parliamentary Affairs. The first minister was Dhrubajyoti Roy who served between 2007 and 2009, while the current minister is Arthur Lacey-Scott who has been into office since 11 June 2022.

History

The Ministry of Parliamentary Affairs was first created in 2007, but was abolished in 2010 by then Prime Minister Dhrubajyoti Roy, however, the ministry was recreated in July 2015. The ministry remained unused under the second administration of Prime Minister Sarala Baishya between December 2015 and April 2016. In 2020, the Ministry of Parliamentary Affairs was merged with the Ministries of Defence & Law and Justice to form the Ministry of Political, Legal and Security Affairs. However, the three ministries became independent back in 2021.

The Ministry of Parliamentary Affairs have not been in use during the caretaker governments as the parliament remained dissolved during those periods.

Departments

The Ministry of Parliamentary Affairs has the following departments which were created by the Gazette Notification issued on 10 June 2022.

  • Department of Legislative Affairs

The department is mainly concerned with drafting of all principal legislation for the Central Government i.e. bills to be introduced in the Lok Sabha, ordinances to be promulgated by the Rashtradhyaksh. It is also concerned with election laws and is also entrusted with the task of dealing with certain matters like personal law, contracts evidence, etc. The responsibility of maintaining up to date the statutes enacted by Lok Sabha is also with this department.

  1. The drafting of Bills, drafting and promulgation of ordinances and regulations.
  2. Constitution Orders; notifications for bringing into force Constitution (Amendment) Acts in consultation with the Ministry of Law and Justice.
  3. Compilation and publication of unrepealed Central Acts, Ordinances and Regulations of general statutory Rules and Orders, and other similar publications.
  4. Preparation and publication of standard legal terminology for use, as far as possible, in all official languages.

The Minister of Parliamentary Affairs is the head of the Ministry of Parliamentary Affairs who is responsible for the maintenance of the affairs of the ministry and often acts as the principal spokesperson of the government in the parliament. The Minister often holds cabinet rank however in some occasions a minister of state with independent charge has also served as the minister of parliamentary affairs. The first minister was Dhrubajyoti Roy while the current minister is Arthur Lacey-Scott who was appointed on 11 June 2022.

Cabinet ministers of parliamentary affairs are often assisted by a junior minister, or a Minister of State for Parliamentary Affairs.

Abhiraj Kar and Rory McPhail served as both cabinet ministers and ministers of state with independent charge in the ministry, while the former holds the record of being the longest serving minister with 3 years and 18 days as minister. Mohammad Mridul Amin is the only person to have served on all three ministerial positions in the ministry. He served as cabinet minister, minister of state (independent charge), and minister of state for parliamentary affairs.
