Himprakash Deka DSMM (Hindi: हिमप्रकाश डेका, Assamese: হিমপ্রকাশ ডেকা) is a retired Vishwamitran politician who served as the Governor of Madhya Guwahati between 2018 and 2019 and as the Chief Minister of Purvanchal on two occasions in 2017 and between 2019 and 2020. He served as a minister of state in the union cabinet on several occasions. He has also served as the inaugural Mayor of Rajagriha in 2020.
Personal life
Himprakash Deka was born in 2003 as the elder son of his parents. He is the elder brother of Tusharjit Deka, former minister. He is currently pursuing his degree of Bachelor's of Science in Computer Science. He is a personal friend of Rashtradhyaksh Dhrubajyoti Roy and Kamrupa governor Bhargab Jyoti Medhi.
Career
Ministerial positions
Himprakash Deka joined micronationalism in 2016 upon gaining interest on the concept after being introduced to it by his tenant Bhargab Jyoti Medhi. He was elected to the parliament in April 2016 and was appointed to the union council of ministers in July 2016. He was appointed as the Minister of State for Cabinet Affairs under the premiership of Dhrubajyoti Roy. In a cabinet reshuffle which took place on 2 October 2016, he was moved to the Ministry of Sanitation and Cleanliness Campaign as the minister of state. Following the re-election of prime minister Dhrubajyoti Roy in the November 2016 general election, he was re-appointed to the council of ministers as a minister of state. He was re-assigned the portfolios of the Minister of State for Sanitation and Cleanliness Campaign. On 18 February 2017, he was assigned the additional charge of the Minister of State in the Ministry of States, a position he held till the dissolution of the council of ministers on 12 April 2017.
Chief Ministership
Himprakash Deka was nominated as the official candidate of the Independent Party for the position of the Chief Minister of Purvanchal in the 2017 assembly elections. He was able to win handsomely in the election and was elected as the Chief Minister of the state on 11 April 2017. He was formally appointed as the chief minister the same day by outgoing governor Arnab Sil to succeed Saikat Seal. He served as the state's head of government till the abolition of the position of the chief ministers on 5 July 2017 in a cabinet decision of prime minister-elect Tanishkaa Patranabish.
In a cabinet decision on 20 July 2019, the position of the chief ministers were re-create, d by a presidential ordinance. Several members of parliament were appointed as the chief ministers of the states by the President. Himprakash Deka was thereupon appointed as the Chief Minister of Beltola on 20 July 2019 and he served in office until his resignation on 28 October 2019. Meanwhile, consequent to the appointment of Manoj Chetry, then chief minister of Purvanchal as the Lieutenant Governor of Basistha on 25 October 2019, President's Rule was imposed in Purvanchal. The Congress Party high command recommended the name of Himprakash Deka to be the next chief minister of Purvanchal on 27 October 2019 while he was serving on the same position in Beltola. He relinquished his office in Beltola and assumed the same in Purvanchal on 28 October 2019. He is till date the only person to have served as the chief minister of Purvanchal on two separate occasions. He continued to serve as the chief minister of Purvanchal till the abolition of state governments on 5 March 2020.
Governorship
After the abolition of the position of chief ministers in July 2017, he served as a backbencher member of parliament. On 23 April 2018, he was entrusted with greater responsibilities after being appointed as the Governor of Madhya Guwahati succeeding Rajdeep Deka whose tenure had come to an end. He served as the governor of the state until his own retirement upon completion of tenure on 4 February 2019. He was succeeded by his predecessor Rajdeep Deka who was appointed as the state's governor for a second term.
Mayorship
With the introduction and designation of capital cities for the states on 26 July 2020, Deka was appointed as the Governor of Rajagriha. On 11 November 2020, the positions of the governors of the cities were renamed to mayors and he became the Mayor of Rajagriha. He served in office until being replaced by Florian Corre on 1 December 2020.
