Shounn Virny, who formed the first Virny cabinet was Prime Minister of Sabia and Verona from 1 October 2015 to 22 May 2017. He was first elected at the 2015 general election held on 20 September 2015. The cabinet was officially known as the 7th government. It was the first cabinet to be formed under the 2015 constitution, which created the Parliament of Sabia and Verona. The cabinet was made up of nine members (one of whom was replaced), all either members of the National Artists' Guild (which held a majority in Parliament) or independents.
It was preceded by the Rivière cabinet, formed by the 6th Prime Minister Bertrand Rivière. It was the first cabinet to include a Deputy Prime Minister. Unlike former cabinets, members of the 7th government were officially styled as Secretaries, and the Ministries were known as Divisions. This naming convention remains in use to this day.
On 21 February 2016, Intelligence Secretary Balthassar Valoty was replaced by Boris Tovinski after Valoty's resignation. On 3 March 2016, the cabinet became the first Sabioveronese government to have a ministry dedicated entirely to foreign affairs, as a result of the Alios Agreement signed on 28 February 2016.
On 1 October 2016, the cabinet was replaced by the second Virny ministry, formed in coalition with the Left Alliance after the 2016 general election.
