The Abeldane Constitution of 2015, also called as the Abeldane Basic Laws is the first and current constitution of Abelden and it defined all basic laws, the government, the symbols of the state and diplomacy of Abelden. The constitution was enacted by the Monarch, Stephen I & II, through an act on the 5 October 2015, through the approval of the Abeldane citizens through a referendum. It acts as the basic law for governing Abelden and all powers that lie on the Monarch, the government and the founders. The government remained the same after the constitution was enacted as the constitution only defined everything important (the powers, the government system etc.), thus the reason why it is also called the Basic Law of Abelden.
The constitution set all the powers of the Monarch and the Founders, which dictated all their powers and the power of the Founders to amend the Constitution, except for the Abeldane Monarch. The Monarch is basically responsible for creating acts/laws for the Empire, thus the word 'absolute' comes in, but only with the approval of Abeldane people and the Reichsversammlung. He/She also had the power to veto any Acts of the Parliament through the constitution.
The constitution defined the powers of the Founders of Abelden and has unlimited powers according to the constitution. They may be able to depose the Monarch, only if it is not the Founder who is the Monarch, and they have the power to dismiss any government officials and enact any acts without the consent of the Abeldane people and the Reichsversammlung. The preamble also declares that it is "impossible" to dissolve Abelden or become a part of any nation and that no person has the power to do so, including the Founders.
Abeldane government prior to the Constitution
Before the 5 February 2015, Abelden had no basic laws that dictated all the powers of the Monarch and the system of government. The Monarch, Stephen I & II, had an absolute power, but had plans on creating a constitution that would serve as the basic laws of Abelden. It was only in the 2 October 2015 when the constitution was finished by Emperor Stephen and The Former Empress Rachel I.
All ministries were responsible to their own specific assigned portfolio and no change happened after the constitution was enacted, except for the Ministry of Foreign and Commonwealth Affairs which the power was shared with the Monarch and the Minister.
Adoption
The constitution was adopted on the 5 October 2015 throughout Abelden and the Abeldane Commonwealth, except Legatia and Bosmansk. The constitution acts as the de jure and de facto constitution of Abelden and Legabelden and the de facto constitution for the rest of all the members.
No change was done to any of the laws or government ministries when the constitution was adopted. The constitution was enacted after a referendum was done on the 5 October 2015 with a majority of approval by all the Abeldane citizens. With the results of the referendum, the Emperor enacted the Constitution Act that official adopted the new constitution.
