The Presidency of Juclandia is one of the institutions of Juclandia, with the main duty of chairing the sessions of the Great National Assembly. It was initially founded by a Constitutional amendment in 2010, when the monarchy was declared, where it was defined as the Presidency of the State Council, and was given the power to chair sessions of the State Council (which, in the old Constitution, it had the role of a privy council) and of the Great National Assembly, back then a unicameral legislature. After the Constitution of 2011 was written, the role of the Presidency wasn't changed. In 2012, when an amendment was passed by referendum, Juclandia adopted a bicameral system and a new role for the Presidency emerged, while it was also renamed to simply the Presidency of Juclandia. Its powers were highly risen after another constitutional amendment in April 2013, when the Presidency was given ipso facto the royal prerogatives, all of them requiring the counter-signature of the President or the Vice President to come into effect. This way, the monarch, which constitutionally has very important royal prerogatives as well as reserve powers, has merely become a figurehead.

The Presidency consists of two persons, directly elected for an yearly term, renewed each August:

  • President of Juclandia (also called President of the Council of State)
  • Vice President of Juclandia (also called Vice President of the Council of State)

By law the two positions are equal in power, the members of the Presidency having to consult together and take any decision collectively, in the name of the Presidency. However, only one of them is required to countersign the royal decrees, which is usually the President.

After the adoption of the 2015 Constitution, the term of the Presidency was extended to two years.

History

The Presidency was originally created by the a constitutional amendment in 2010 which abolished the republican system and replaced it with a monarchy. The Presidency led the State Council of Juclandia, which was similar to a Privy Council and has limited legislative powers. In 2012, the Council of State became the upper house of the Great National Assembly, and the President remained its presiding officer, while the Vice President became the presiding officer of the lower-house Assembly of Deputies.

Under the 2015 Constitution, the Council of State is a quasi-legislative body that represents the co-operatives of Juclandia, which gained a prominent role in the country's culture, economy and politics ever since they were founded in 2012. The Presidency de facto exercises royal prerogative not reserved to the Council of Ministers.
