The Association of Asian Micronational States (AAMS) is an continental union consisting of micronations of Asia. The association was formally established on 8 June 2023 following the signing of the declaration with the aim and objective to promote Asian cooperation at a continental level and to ensure coordination among different regional organizations.

The membership of the Association is limited to micronations located primarily and principally in Asia. The Plenary of the member states is the highest organ of the association which is responsible for the affairs of the association. The Plenary also elects the Secretary-General who is the highest and chief administrative officer of the association and the principal representative of the Association at all functions and events.

History

The initial proposal to form a common intermicronational organization for the Asian micronations was made in 2020 by the Prince Elector of the Metropolitan Electorate of Fidelis Rameses Javier Casten to other potential national leaders, namely Mirdov Kron of Jusin, Gat Mahayap of Kaleido and Varuna Sriraya of Vishwamitra. However, citing administrative inconveniences and flaws, the project was disbanded.

In mid 2022, the Rashtradhyaksh of Vishwamitra Varuna Sriraya flagged off the initiative to form an organization common to Asian micronations along with the leaders of other states including Zenrax, Roselia, Yusienia, Arsalania, Queensland, Kaleido, Astronesia, Orientia among prominent. The organization was proposed to be named as the "Asian Micronational Union" (AMU) and was proposed to be formed on 1 July 2022. However, due to sudden changes in plans and further disinterest by the founding members, the Asian Micronational Union plans declined leading to the project being disbanded. However, Suryadeva, then Emperor of Astronesia made several efforts to revive it, the plans were unsuccessful.

Finally in April 2023, being influenced by the 2023 summit of the Arab League, a few founding members of the AMU joined hands resolving to form a common organization which was named as the "Association of Asian Micronational States".

Foundation

AAMS was officially founded on 8 June 2023 by five founding member states, namely Arsalania, Kaleido, Mayursia, Queensland and Vishwamitra after signing the AAMS Declaration. The declaration was signed by the respective heads of state of the five nations, namely, Supreme Leader of Arsalania Arsal Abbas Mirza; King of Kaleido Sanghaya; King of Mayursia Suryadeva; Supreme Head of the Nation of Queensland Albert; and Rashtradhyaksh of Vishwamitra Varuna Sriraya.

The declaration laid down the aims and objectives behind establishing the association including the common desire to establish a foundation to promote regional cooperation in Asia in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the Asian region. The nations also considered that the micronations in Asia share a primary responsibility for strengthening the cultural and social stability of the region and ensuring their peaceful and progressive national development, and that they are determined to ensure their stability and security from external interference in any form or manifestation in order to preserve national identities in accordance with the ideals and aspirations of their peoples.

Charter

The Charter[2] of the Association of the Asian Micronational States (AAMS) is the highest and sole legal document of the association which describes the aims, objectives, principles, and provisions of the association. The Charter has been drafted by Varuna Sriraya, Rashtradhyaksh of Vishwamitra.

The charter consists of a preamble and ten articles. The articles are listed below:

Structure

The organization of the Association is largely simple and less complex.

Secretary-General

Article V of the Charter lays down the provisions for a secretariat which is headed by the Secretary-General of the Association. The Secretary-General is the highest and chief administrative officer of the Association and the principal representative of the Association at all functions and events.

The Secretary-General is elected by the Plenary of the member states by a two-thirds (2/3rd) majority for a tenure of one year which is renewable. The name of the Secretary-General has to be proposed by one or more member states and be voted upon by the plenary. In order to become the Secretary-General, a candidate must fulfil the following:

  1. must be citizen of a member state.
  2. must be an Asian by nationality, or heritage, or adoption.
  3. must not be the head of state or government of a member state.

The Secretary-General is responsible for the administration and the affairs of the association and is responsible for the allocation of businesses, tracking and maintaining the records of all member states, the businesses and other activities of the organisation, etc. They shall also play the role of the mediator-general during a crisis between two member states or more.

Plenary of member-states

Article IV (4) of the Charter lays down the provisions for a plenary of the member states. The plenary of the member states comprise of the delegations from the member states. It is the highest organ in the association and is responsible for approving the admission of new states, hosting of summits, conferences, meetings; discussion on proposals made by the member states; amending this Charter; election of the Secretary-General, etc.

Councils

Article VII of the Charter creates provision for various councils to be constituted by the plenary. The Councils on Foreign Affairs, Legal Affairs, Culture, Education, etc. may be constituted by the Secretary-General, in addition to other councils as they may deem as necessary from time to time, with the approval of the Plenary. The membership of the councils shall be composed of the heads of state and governments of member states; heads of state and governments of observer states; heads and representatives of observer organisations; eminent statesmen and citizens of member states, etc.

Members

Article III of the Charter lays the provisions for membership in the Association of Asian Micronational States.

Requirements

The provisions for the requirements for a nation to become a member state of the association are laid forth in Clause 1 of Article III. These include:

  • having principal and primary territories in any geographic region of Asia and be able to verify those claims upon being asked by other member states of the association.
  • having a stable and functional government.
  • having a democratically constituted government based on the will of the people and not rely on a system of government which is deemed as inappropriate by the member states, such as. Nazism, Fascism, etc.
  • having existed for a considerable period of time and is able to produce enough evidence pertaining to claims on its history, territories, etc.
  • respecting the sovereignty, independence, territories, symbols, etc. of the other member states.

Admission of new states

A nation which fulfils the requirements laid forth in Clause 1 of Article III and has ratified the Charter is eligible to become a member state of the association provided that their application is supported and endorsed upon by not less than two other member states of the organisation and decided upon by a simple majority vote by the member states.

Dismissal of member states

A member state ceases to be a part of the association if it is found that the member state has violated the preamble, the objectives and the principle of the Charter; has disrupted the peace and prosperity in the region; has used force against any member state; and has adopted a stance which is deemed a violation of the basic membership requirements.

The proposal of dismissing a member state from the association is needed to be made by not less than two other member states and supported by two-thirds of the total member states of the association. A member state also ceases to be a part of the association if they voluntarily renounce the charter and its membership in the association. A state also ceases to be a part of the association if it legally ceases to exist as a sovereign state.

Non-members

The provisions for non-members and observers are mentioned under Article IV of the Charter. Two types of non-member observership have been mentioned, one for nations and one for organizations.

Requirements

Nations

A nation which has ceremonial territorial claims in the region under the provisions that:

  • The Head of State or Head of Government of the nation, whosoever is the executive in the nation, permanently resides in Asia.
  • The nation has a considerable standing population who are Asians or of Asian descent.
  • The nation has an inseparable and immense influence of Asian culture, traditions and heritage on the nation’s functioning.

Any nation, thus, fulfilling either of the provisions provided above is be eligible to become an observer nation of the association, provided that their application is endorsed by not less than three other the member states, and determined upon by the Plenary by a simple majority.

Organizations

Any intermicronational or regional organisation is eligible to be an observer organisation in the association under provisions laid in Clause 8 of Article I - Objectives of this Charter, provided that the Plenary decides on the status of the organization applicant by a simple majority.

Powers and functions

The observer nations do not have any power and functions similar to the full member states of the organisation, except for:

  • attending conferences, summits, and meetings of the association.
  • initiating proposals for the organisation, under the provisions, that said proposals need to be endorsed and moved before the plenary by two full member states on behalf of the observer.

Summits

A meeting or summit of the Heads of State and Heads of Government of the Association is held at the interval of every six months or as determined by the Plenary. The bi-annual meetings shall be hosted by the member states who shall be the Chair of the Association during the duration between the two summits. No member state can consecutively host two summits in a year.

The decision on the host, chair of the Association shall be determined upon by the Plenary of the member states. The Secretary-General shall be responsible for the allocation of businesses to be discussed at the meetings.
