The President of the House of Councillors (Portuguese: Presidente da Câmara dos Conselheiros) is the presiding officer, chairman and highest authority of the House of Councillors, the lower chamber or the bicameral parliament of Ebenthal, the Konkrëse. The president of the house is appointed by the Archchancellor among the seating members of his party or coalition. The office has no term lenght, but the Archchancellor can dismiss the officeholder through a party vote. In addition to its duties to the House of Councillors, the president of the house is de facto the deputy archchancellor, and is tasked with assuming the headship of government on an interim basis during the absence of incapacity of the archchancellor.
The President of the House of Councillors presides over the house's debates, determining which members may speak and which bill and amendments are selected for consideration. They are also responsible for maintaining order during debate, and may punish members who break the rules of the house. The president takes part in debate and vote, holding exclusively the power of a second vote to break ties. Aside from duties relating to presiding over the councillors, the officeholder also performs administrative and procedural functions. In addition, they remain a constituency Member of Parliament and represent the Councillors to the monarch, the House of Aristocrats and other authorities.
