Kayutsastan, officially, the Most Serene Republic of Kayutsastan, is a self-declared sovereign nation, or more commonly known as a micronation to outsiders. Kayutsastan was declared in early October 2017 in New York as the People's Republic of Duke. Today, Kayutsastan is a constituent Kingdom of Millania which has land claims in Germany with the larger predominant piece of land located in the United States.

Kayutsastan is officially an absolute monarchy, with Thomas Kap as the current Captain Regent. Teymur Abbasov is the current First Minister, who resides as the advisor to the Captain Regent, and Head of the Almyugan.

History

Dukian Era

Duke was created when founder and Prince Tom Kap was furious at the outcome of american politics in the 2016 presidential election. He then established the People's Republic of Duke, formerly a republic. He was inspired by Austenasia, Molossia, and Sealand. The Lonely Planet book of Micronations also inspired Tom. On 5 October 2017, the Empire of Duke declared independence. One week later, it was called the Republic of Duke. Afterwards, there was a change in the government and it changed its name to the People's Republic of Duke. The Dukian Civil Conflict was a conflict that occurred during the People's Republic period. Afterwards, a parliament was created. Now Duke is a Principality led under Prince Tom Kap.

Governmental crisis of 2018

On 21 July 2018, Duke's current government collapsed due to inactivity, an anti-duke rebel force, and other factors. The government created a provisional government that lasted until 1 September 2018. The following day, the old government reconvened. The provisional government was formed in order to create a system of checks and balances. The officials of the provisional government are to be rewarded by the former President for their commitment. A couple days later it disbanded.

Dukian civil conflict

The Dukian civil conflict arose when Dukian governors argued over multiple laws. The former local governments of Dongyang, Lesser Chatham, and Violet Box organized secessionist movements. The provincial leaders later agreed to peace talks. After two days, the governments met and the conflict was resolved. The conflict mainly took place online and verbally.

Transition into Non-simulationism

When Duke fully became non-simulationist, Donyang and Lesser Chatham (not to be confused with the capital of New Sarasota, Lesser Chatham City) were dissolved. Violet Box was renamed Lilac and integrated into Duke.

Kayutsastani Era

After Duke fell into a long period of inactivity, the Prince formally dissolved the state, reforming it into the short-lived Empire of Kayutsastan. The Empire dropped its cultural roots in Taekism and Kanglap, and began using Arabic culture. After its parliament also fell into inactivity, the Emperor again reformed the state into the Military Republic of Kayutsastan, which would not see much development.

Fourth Act of Union

On 10 January 2020, The Kayut government extended an offer to integrate the Kayut state into the Union of Millania and New Granada. The Crown Prince Nicolás then proposed full autonomy and (to an extent) home rule, which the Kayut government duly accepted. Preparations were made to reform the republic into the now Free Commonwealth of Kayutsastan.

Government and Politics

Kayutsastan is a representative democracy. The government is regulated by a system of checks and balances. In the Kayut system, citizens are usually subject to one (and maybe two, dependent on administrative division) levels of government: federal, and local. In almost all cases, legislative officials are elected by a plurality vote of citizens nationally. There is no proportional representation at the federal level, and it is rare at lower levels.

The Kayut government is composed of three branches:

  • Legislative: The unicameral Almyugan (Admninistrative Council), led by the appointed First Minister (who resides as speaker.) The Almyugan drafts federal laws, and has the power to wield the economy.
  • Executive: The Captain Regent is the commander-in-chief of the Kayut Auxiliary Forces of the military, can veto legislative bills before they become law, and appoints offices, who administer and enforce federal laws and policies.
  • Judicial: The High Court and lower prefectural courts, whose judges are appointed by the Captain Regent, interpret laws and overturn those they find unconstitutional.

The members of the Administrative Council are elected in a Preferential System, which is more representative of voter population. The Kayut High Court, led by the High Justice of Kayutsastan, has one member, who serves for life. The local governments are structured in roughly similar fashion. The Governor of each Region is directly appointed.

Political Parties

Kayutsastan has operated under a one-party system for all of its history. For elective offices at most levels, state-administered primary elections choose the major party nominees for subsequent general elections. Since early 2020, the major parties have been the Kayut Topek, founded in 2020, and the Liberal Party of Kayutsastan, founded in 2017. The Legislative Council consists of three elected officials.

Foreign Relations

Kayutsastan cannot form formal relations, but is allowed to send its own diplomatic missions for trade. Embassy level diplomatic postings in and/or run by Kayutsastan are known as "Legations", run by Legates. Kayutsastan currently has no Legations or diplomatic missions.

Administrative Divisions

  • Chatham is the former capital region and has a population of 4 people. It is located in New York City and is home to the Chatham Tram Network, a model railroad with a tramcar bought in October. Other cities in Chatham are Haiwan and Rahat.
  • New Sarasota is located in Sarasota, Florida. Home to many species of geckos and other animals, it also has a pool and is close to a lake. There is one city which is Donyang and one town witch is Hatshe. Tom's grandma lives in New Sarasota along with his step grandpa.
  • Jazhir, the smallest region, is a peninsula of rocks on a beach in Brooklyn, NYC. It has one village known as Jazhir-by-the-Sea. It is on the Atlantic coast and was formerly situated next to the Kingdom of Auvenum.
  • Klixan consists of a property in Klixbuell, Germany. This is where Tom's grandfather lives and has one town known as Neuklixbuellstadt.
  • Jerak consists of a small part of a forest in Denmark
  • Ilshowk Territory in the Netherlands
  • Garuda Town Territory in Indonesia
  • Nusantara City Territory in Selangor, Malaysia
  • Lakarta Capital Region Territory in Copenhagen, Denmark
  • Watersidia Territory in New York City

Border Areas

Kayutsastan shares borders with many nations; Germany, Kudawan, Malaysia, Indonesia, United States, Hong Kong, Libya, and Denmark. It's most notable and well preserved border is located between Kayutsastan and Kudawan. Cultural similarities are found among the Kudawan and Kayut border, where the Kudanese Kayut dialect is similar to the Lakarta dialect of the Kayut language.

Transportation

Only Chatham has transportation services, consistent entirely of the Chatham H0 Tram, running on model railroad tracks. Currently, the line has 2 stations, however is undergoing a large extension.

Languages

English is the most common language in the nation, and is the language used by the government for day to day business and by Kayutsastani citizens. The second, ceremonial language is Arabic. Regional languages include German and Spanish. A new constructed language named Wascarnesean is also an official language, which is influenced by germanic and Latin languages. It uses its own alphabet as well as romanization. Kanglap is also an official constructed language which was traditionally used by the now extinct Taekist religion. Millanic is also an official language, used as a lingua franca among the Union.

Military

Kayutsastan cannot maintain its own military, but rather leases its own auxiliary contingents to the central government. With an active Auxiliary Force of six active personnel. The auxiliary forces, however, are the only part of the military which consistently trains for combat, engaging in tactical war games such as airsoft during weekends.
