The President, officially the President of the Roscami Federation (also known internally as the President of the Federation), is the head of state and government of Roscamistan and the commander-in-chief of the National Armed Forces. The President is the head and highest officer of the executive branch of federal Government. The President is also advised by the Cabinet, though the final say in all decisions rests with him.

History

First Jacobs presidency

The office was established on 18 February 2021, and is the oldest office in the Republic to still be around (alongside the Vice Presidency).

Thomas Jacobs, Commander of the Roscam Liberation Front, immediately after independence became the first President, with his friend Culann Burke as the first Vice President. The original independence constitution stated

the Head of State shall be titled President and shall be concurrently the head of government as well Commander in Chief of the Military.

As the months went by, President Jacobs got more people involved in Roscamistan and annexed more territory to the nation, establishing the Provinces of Mervustan, Galway City and Lochrey. Mervustan was given a devolved administration with James Irwin as first Prime Minister or commonly referred as Premier.

In the beginning of May 2021, James Irwin became the first Chief of the Defence Staff of the Roscamistan Defence Forces, using this to his advantage in the 17thMayCoup, in which James Irwin was frustrated by Thomas Jacobs not obeying the Independence Constitution section on autonomous provinces, and used this as leverage to remove Thomas Jacobs from power. He succeeded in doing such, making Kayden Conboy his Vice President, replacing Culann Burke, who was and still is also a friend of Conboy. The transfer of power also ended the hiatus of the Roscami war of independence.

Irwin presidency

When James Irwin took power, he gave Jacobs only a minor role in Government, as the Minister of Internal Polish Affairs, and consolidated his power in both national and Mervustan governments.

Jacobshowever wanted the presidency back, so he began what is now known as the Struggle against the Irwin regime, in which he planned to do a coup d’état against President Irwin and install himself as Provisional President until order can be restored. However during this time, Irwin was preparing for war as he wasn’t going to give up his power easily. Neither was Kayden Conboy, who himself was eyeing the Presidency if anything were to happen to Irwin.

In early June 2021, Jacobs gained enough influence to be appointed First Vice President, relegating Conboy to Second Vice President, the first position Conboy never regained. In Mid June 2021, a week before the planned counter coup, Irwin sacked Thomas Jacobs as First Vice President, enraging the latter, and set the plan into motion. On 23 June 2021, James Irwin transferred the powers and office of President to Thomas Jacobs, disregarding the line of succession with Conboy first in the line of succession, soon after this Thomas Jacobs sacked Conboy in what is the climax of what is know known as the 2021 resignation of James Irwin.

Second Jacobs presidency

The second Jacobs presidency began on 23 June 2021 properly when Culann Burke was appointed Vice President again. On 25 June 2021, he and the sixth class (year sixs in United Kingdom) pupils has their final day in primary school, a moment of happiness and sadness, and the summer holidays came after that.

In July 2021, Thomas Jacobs invited Evan Irwin to become the second Prime Minister of Mervustan. Evan accepted and became Prime Minister of the Province, though Evan Irwin was not as powerful as his brother and predecessor, James Irwin. This led to the first and one of a few political dynasties in Roscamistan.

Over the summer, Connemara province was expanded and made autonomous, the Aran Islands were annexed to Roscamistan as an autonomous province, Katherine Keadivich became second Minister of Foreign Affairs, Luke O’Reilly became Finance Minister, others joined as well, Northern Province was established, Ennis was annexed as an autonomous province and the Mountains of Clare were ceded to Ireland, Doros Patusky joined Roscami politics.

After the summer, Roscamistan and South Atillaterra formed the Atillaterra-Roscami Confederation, with Thomas Jacobs as Confederate President, with President Mike of South Atillaterra as the Confederate Vice President on 1 September 2021. The Confederation dissolved when Thomas Jacobs allowed the Republic of Hamptonshire and the State of Green Rock join. South Atillaterra was enemies with Hamptonshire, and Roscamistan became friendly with Hamptonshire. Jacobsfounded the Roscami Colonial Empire, comprised of overseas territories and former constituent republics of the Confederation, with himself as Supreme Ruler, not wanting to be titled Emperor.

At the same time, Doros Patusky acquired more positions, becoming Leader of the Roscamistan Freedom Party and Paramount Leader, First Secretary of State, Defence Secretary and Governor of Mervustan, on 21 October 2021, Flannery resigned from his positions, returning 8 days later, gaining his former roles but the First Secretary of State position but gained the portfolio of Foreign Affairs. On 3 November 2021, Evan Irwin was sacked as Prime Minister of Mervustan, and Deputy PM David Moore became Prime Minister of Mervustan in his place, in mid November 2021, Dean Merritt became the new Deputy Prime Minister. The Royal region of Roscam, an autonomous entity of Greater Roscam, was dissolved, and majority of the cabinet was sacked, leaving only a few ministers left. Culann Burke also resigned from the office of Vice President, leaving it vacant and Jacobsin the search for a new deputy, which he found in Doros Patusky on 22 November 2021.

In December 2021, Thomas Jacobs announced he would not be running for President in the February 2022 Roscamistan presidential election, leaving the Presidency to anyone who won it. It was speculated that the fifth Vice President, Doros Patusky was most likely win the Presidency.

Flannery won the election by a majority and became President-elect. The inauguration plans for late February were abandoned in late January when Flannery told Thomas Jacobs that he was going to be in Poland during the election, and the inauguration was slated for late March.

On 17 March 2022, it was announced by the Cabinet Office that First Secretary of State Culann Burke was to be made Acting President on 19 March 2022 due to Doros Patusky’s inauguration being rescheduled for another undecided day.

Burke and Kotoński

On 19 March 2022, Burke was installed as Acting President after taking the oath of office, which was administered by Thomas Jacobs. Jacobs later swore in himself as Vice President on 21 March 2022. After a week on 26 March, Transportation Minister Jan Kotoński, with assistance from Jacobs, removed Burke from office on the grounds of “incapacity to run the republic”. Kotoński was installed as Provisional President, and a pseudo-military cabinet was set up, though Vice President Jacobs was seen as de facto leader of the Republic during this time.

Flannery

On 8 April 2022, Doros Patusky returned from inactivity and was sworn in as President. During his presidency, the houses of the National Assembly were filled and activity was growing. Flannery was overthrown on 11 May 2022 over inactivity by the 11 May Movement, which installed Thomas Jacobs as president again.

Third Jacobs presidency

Duties and functions

The President is the officer in the Roscami Federation formally vested with the status of chief executive. He also signs off on all proposed legislation that conforms with the constitution, and can veto any legislation he wants (all vetoes can be overridden with a 2/3 majority of the National Congress); the President also appoints cabinet ministers and ministers of state.

The defined duties of the President are:

  • To sign or veto legislation, the latter being subject to counter veto by the National Congress
  • Sign international treaties and negotiate peace
  • Declare war
  • Appoint and dismiss officers of the executive branch
  • Appoint the Chief Justice and other members of the Supreme Court after legislative confirmation
  • Create and abolish ministries and non Cabinet agencies in the executive branch
  • Confirm the appointments of territorial administrators and military-governors by the Secretary of State for the Interior
  • Serve as Chairman of the Executive Committee of the Roscami Democratic Patriot Front

Immunity

The President is immune from judicial prosecution in his time in office, unless he is impeached by the National Congress.

Removal

The President may be removed from office by the National Congress if two thirds of its members vote in favour to either for treason or for bribery. The Vice President assumes the duties of the presidency after a successful impeachment. A trial is then held by the Chief Justice in the Supreme Court. If the Supreme Court finds the President guilty by majority vote, then he is formally removed from office.

Acting President

If a President is unable to execute his powers as normal, an acting president is appointed in his place to execute his powers until the President can again. The Vice President of the Federation would assume the office of Acting President when the President is incapacitated. In the event of an inauguration being missed, where both the new/incumbent President and the new/incumbent Vice President would need to swear the office to assume the office, the President of the National Congress assumes the Acting Presidency.

Previously the First Secretary of State would serve as Acting President when there was no president or Vice President, as was the case for Culann Burke after the February 2022 presidential election. Before that office was created, there was no procedure for the succession to the office of President after the Vice President.

During the period from 18 May 2021 to 23 June 2021, Thomas Jacobs declared himself the rightful President, and established a de facto government in exile in Greater Roscam. Jacobs is observed as the first and only President-in-exile from 18 May 2021 to 23 June 2021.
