General Secretariat of the Association of Indonesian Micronations (Indonesian: Sekretariat Umum Asosiasi Negara Mikro se-Indonesia) is one of the principal executive organ of the Association of Indonesian Micronations (AIM). The organ was recognised by the AIM Charter amended in 29 July 2019

The Secretariat main function is to support daily activities of the Secretary General, as the secretariat and its departments also operating under the responsibility of the secretary general. The Secretariat consists of three departments, which is the Archive Department, Correspondence Department, and Public Relations Department. The Charter give no limitation on the number of departments, and the secretary general are allowed to establish new department as needed.

History

Proposal to establish a secretariat was first heard during deliberations to amend the AIM Charter in early July 2019, in particular during proposal to restore the Secretary General office. The move was motivated by member states request to relieve enormous tasks the Chairman must handle, due to the office was the only executive organ of the organisation at that time. Increasing number of member states also allowed the organisation to expand the existing administration, as future appointments to department offices were guaranteed by sufficient number of members.

The proposal received wide support and was included on the final draft of the amended charter that was ratified in 29 July 2019. The first Secretary General in three years, Mustafa Hakim, then presided over the new secretariat.

AIM News Network was founded on 3 March 2020 and run under direct responsibility of the Public Relations Department. AIM Museum was later established in 1 May 2020 and run under the Archive Department.

Close to the end of his tenure in April 2020, Mustafa was criticised by some member states due to no appointment to the secretariat was made by him, as they accused Mustafa denying access for young micronationalists and new member states to learn and practice more on AIM institutions. Mustafa defended his decision by claiming that he could handle all of the work responsibility by himself and needed not to delegate the responsibility to other individuals. Afterwards, he encourage his successor to appoint department staffs in the future.

After accession of Eri Septio Priangga as the secretary general, he made the first appointment to the secretariat after calls by member states and encouragement of Chairman Harjakarta and its head of state Tommy N.. Eri announced his appointments in 2 May 2020 shortly after his inauguration.

Components

Archive Department

Archive Department (Indonesian: Departemen Arsip) is one of the components of the Secretariat responsible to accept new archives and preserve existing archives supplied by member states. The department also responsible to ensure accessibility to the archives stored by the department.

The department is responsible to manage daily activities of the AIM Museum, founded in 1 May 2020.

Correspondence Department

Correspondence Department (Indonesian: Departemen Korespondensi) is one of the components of the Secretariat responsible on organisational correspondence and letters, quality of published resolutions and documents, and to perform secretarial function during General Assembly sessions particularly on sessions' proceedings. The department also have a special task to ensure the quality of Indonesian language and its compliance to the current Indonesian spelling system used in every documents published by the organisation. Unlike other departments, correspondence department has no child agency.

Public Relations Department

Public Relations Department (Indonesian: Departemen Hubungan Masyarakat) is one of the components of the Secretariat responsible to disseminate information about AIM to the public. The department also responsible to ensure accessibility to the stored information database and recent updates of the organisation.

The department is responsible to manage daily activities of the AIM News Network, founded in 3 March 2020.

Appointments

Mustafa Hakim

During his tenure between 29 September 2019 until 30 April 2020, Mustafa Hakim made no appointments to fill the secretariat despite being allowed by the Charter. His decision were criticised later by member states accusing him of denying access to young micronationalists and new member states to learn and contribute to the Organisation close to the end of his tenure in April 2020.

Eri Septio Priangga

After the start of his tenure in 2 May 2020, Eri Septio Priangga immediately appointed 4 individuals as personnel for the departments. He make no appointment to the archive department, resulting on him as the Secretary General to hold direct command to the department.
