The Heaminister of the Essian Commonwealth (in Essian: Heaministere Essium Commenssalochum) was the head of government of the Essian Commonwealth. The office was created in January 2017 as a direct result of the Declaration of Restoration, and was first established in the 2017 Constitution, its present powers and duties being determined by the 2018 Constitution.

Before the creation of the Premiership, the Essian Commonwealth was governed unilaterally by the Lord Protector. The office was established in the 2017 Constitution shortly after the nation's restoration, and James Reginald Frisch was thereafter decreed to be the inaugural Heaminister. The office was designated with a myriad of new privileges in the 2018 Constitution, in addition to being separated from the Parlamenzalochas as a largely independent executive office. The officeholder largely determined his cabinet, and therefore the number of ministries in his government.

The final Heaminister is Tarik Kârjasary, whose government was established following his election in January 2018.

Role

As with all offices except the Essian Monarchy, the Heaminister was given limited powers upon the office's conception in the 2017 Constitution, however powers were delegated to him/her by the Monarch's own merit, a large portion of which was defined through the the Codes a Clementine. Nonetheless, the Heaminister was one of few offices in the Essian Commonwealth to be specifically mentioned in that Constitution, being mentioned three times as the "Speaker." During its entire existence under the 2017 Constitution, the Heaminister was considered the Commonwealth's de facto head of government.

The definition of the Heaminister changed significantly with the ratification of the 2018 Constitution. The Heaminister was no longer an elected office - by the time the new Constitution was ratified, two premieral elections had been held - but instead was appointed in a style similar to that of a traditional Prime Minister, by election in the Parlamenzalochas with consent from the Lordship. The Heaminister's office was no longer flexible based on the Monarch and their Codes, but was given concrete Constitutional duties.

The Heaminister is expected to form a government upon his ascent to the office, composed of ministers placed in charge of ministries, and including the appointment of a Wiceminister, the Heaminister's practicing Deputy.

History

Upon the formal establishment of the office in the 2017 Constitution that March, Lord Henry searched for candidates to hold the office. James Reginald Frisch, known for his experience in a Speakership by way of the Mercian Parliament House, became the forerunner in this candidate search, and was eventually selected and appointed on 20 March, when he formed what is retrospectively known as the First Frisch Term, a bipartisan arrangement of the Federalie Partite a Essia and Lennonist Partite a Essia (though this later became a coalition of the Green Party of Esse and the Democrats). In a landslide election that June, Frisch was reelected with a supermajority of votes, forming the first partisan government in Essian history through the Green-monopolized Second Frisch Term. This term lasted nearly five months, becoming the most productive period in Essian history politically, culturally, and diplomatically.

Frisch resigned amidst growing inactivity in his government. Shortly following, Lord Henry appointed himself to serve as Heaminister until the January 2018 election. At the conclusion of that election, Tarik Kârjasary was inaugurated as the Commonwealth's third Heaminister. The resulting administration, the Kârjasary Term, wrote and ratified the 2018 Constitution only three days into its term, officially ending elections for the premiership and vastly redefining the office.

Election and term length

The Heaminister served largely at the pleasure of both the Parlamenzalochas and the Monarchy. Elected by the Parlamenzalochas, most commonly following a general election, the Heaminister was formally appointed by the Monarchy. His government was confirmed by the Parlamenzalochas. The Heaminister could be removed from office by the Parlamenzalochas, as could any minister in his government, through a vote of no confidence.
