The County of New Halyards, commonly shortened to simply New Halyards and originally known as the County of Newton, is a political subdivision jointly administered by the Essian Commonwealth and the Democratic Confederation of the Palatinate of Uberquiesenberg in the form of a County, originally established solely a Essian possession. Its close ties to both Esse and Uberquiesenberg make it a region of significance among the micronational community, and has been jointly adminstered since the Treaty of New Halyards was signed in May 2017.
Etymology
The name 'New Halyards' is derived from the Lord-Mayorate of Halyards within Uberquiesenberg.
History
The land which became New Halyards was first established as the County of Newton in March 2017, in celebration of Lord Henry's incoming state visit to the region. From April 27 to April 29, 2017, Henry stayed in the region on a geographical expedition, officially celebrating the first county to be established outside of the initial Declaration of Restoration in January and February 2017. The Counties inaugural Warden was Alexander Gibbs, who recognized his pleasure in the office and served until 25 May.
With inactivity continuing to plague Mercia, Henry and Palatine-Viceroy Newton von Uberquie brainstormed solutions to assist Uberquiesenberg in reviving itself out of its activity paralleled as a Mercian colony. The final agreement became the Treaty of New Halyards, a landmark agreement for both nations which made the two states the closest of allies. The County of Newton was dissolved and subsequently replaced with the jointly-administered County of New Halyards, and Uberquiesenberg became militarily-protected by the Essian Commonwealth.
While the agreement de jure took effect immediately on 25 May 2017, it was not legally placed into full effect until June 12, 2017, when the specifics of the arrangement were passed through legislatures and the County of Newton completed its transitional period.
Government
- III.II - The existing County of Newton, within the territories claimed by Esse, shall cease to exist. These territories, defined within the Essian Declaration of Restoration shall instead be renamed as the County of New Halyards.
- III.III - This County shall be jointly administered by representatives from both respective nations - defined as Co-Wardens - who shall act to serve the interests of both the governments from both these nations.
- III.IV - This County shall serve as a haven of freedom for citizens of both these nations to live freely within without need of documentation that prohibits migration between these nations. Those that live within the borders of this County shall hold joint citizenship of these nations.
- III.V - This County will act as a symbol of friendship and union between Uberquiesenberg and Esse until defined otherwise. Neither shall dispute control of the territory of the other and shall, thus, defend it jointly as a mutual territory of both their states and shall be subject to both their laws with concessions to reprimand inconsistencies that shall be defined by future treaty.

New Halyards is administered jointly by the governments of the Essian Commonwealth and Democratic Confederation of the Palatinate of Uberquiesenberg. Two Co-Wardens are appointed to represent and govern for the heads of state, however at present and since the Treaty of New Halyards was signed, the two heads of state themselves have acted as the Co-Wardens.
Because of the Counties joint political status, it is de jure subject to the legislation of both the Essian Parliassam and the Angelegenheitenort, Uberquiesenberg's National Assembly. Nonetheless, Uberquiesenberg's status as a Mercian concession means that, de facto, New Halyards is also subject to law from the Mercian Parliament House and the remainder of the Mercian government, at least to a degree. The Treaty of New Halyards fails to specifically state this, it being absent from the articles of the Treaty.
The Treaty also de facto establishes free travel between Esse and Uberquiesenberg, being the first agreement of its kind for both states.
