The North American Emperor or Sovereign is the head of state of the North American Confederation. The present sovereign is Emperor Oscar. For the early months of the confederation the emperor was wielding absolute power of the nations affairs that crippled its capacity to act on its own. This sparked political tensions between the emperor and Prime Minister Aaron Meek. On 18 March 2011 the constitution went into effect that regulated the power of the emperor.

Constitutional role

The Articles of Confederation defines delegates certain powers to the emperor. Such as the ability to represent the Confederation in all matters abroad, as well as to advise the Confederate Government. The emperor may also engage in provisional relations with foreign nations on behalf of the Confederation. However for perminant relations the Congress must ratify the terms followed by both his and the Prime Minister's signature. Unlike the New European monarchy of which the confederation based its own off of the emperor may not interfere with the affairs of the Confederation’s states at any time without the said State’s consent. Nor does he have the authority to make a declaration of war without the consent of the Congress. However in the event of a defensive war, the emperor may declare a state of crisis or emergency. This state of emergency would not place State Militaries under the Confederate Government's direct control as it would in a time of war.

Pre-Reconstruction

When the North American Confederation was founded in 2010, William rose to the position. The Emperor soon abdicated during the Micras crisis and the rule passed to his brother, though his brother never claimed the position.

Reconstruction

In May 2015, the Emperor and Joseph Marx agreed to reestablish the Confederation under a new provisional government, with the Emperor retaking his position.

Succession

Main article: Line of succession to the throne of North America

Succession to the throne is governed by the Imperial House Law, first adopted by New Europe in 2009. The right to reign over North America is passed by male-preference primogeniture within the House of Hartmann-Peters. The Imperial House Law itself can be amended by the usual legislative process.
