The Council of Ministers, commonly known as simply the Provisional Government and formerly known as the Nationbuilding Council, is an executive body of the Federated States of Gapla that currently serves as its de facto government. It consists of individuals appointed by the President of Gapla and the Deputy President of Gapla to assist in governance through their respective specialties. Its members are known as ministers, but are commonly referred to as governors due to their status as members of Gapla's de facto sole governing body.
Following practical reformations to halt most of the government until Greater Danubia is inhabited by Gapla, the entire government has been replaced by the Council of Ministers, who are appointed based on an application and interview. Applicants are selected if they demonstrate interest in Gapla, understanding of its goals, and a serious willingness to contribute to the planning and settlement of the country.
Currently, the Council of Ministers meets weekly through Google Meet. Discussions include plans for settlement, Gapla's upcoming expeditions into Greater Danubia, relations with the press, Gapla's legal structure, and several other projects, including a podcast, the GaplaTalks, where select members of the Council of Ministers speak on a podcast discussing Gapla and its future plans.
