The Department of Narcotics, also referred to as the High Council and abbreviated as DoN is a department of the Government of Koss, responsible for regulating, documenting, studying and researching narcotics within the State of Koss. It was created by Anax Lucas Campos.

Project Manicomio is an endeavour by the DoN which surveyed the community about drug laws in their areas and resulted in the 420 Friendly Guide of Micronations.
