The Duke's Vigilance and Espionage for Internal Lawkeeping, commonly known as The Duke's Veil (Portuguese: Véu do Duque) is the intelligence agency of Marienbourg. It is responsible for the collection, analysis, and exploitation of information and data for intelligence and counterintelligence purposes, national security and public safety. The Duke's Veil is tasked with the protection of national communication networks and Information systems. The Veil relies on a variety of means to gather information, through both overt and covert operations which may include espionage, communication interception, cryptanalysis, cooperation with other institutions, and evaluation of public sources.
The Duke's Veil was founded in late 2024 through Ducal Edict, and is one of the newest public institutions in Marienbourg. Its administration is sui generis as the Duke's Veil reports to both the ministries of Home Affairs and Foreign Affairs, which jointly appoint a Director who runs the institution. However, apart from the appointment of the director (who must satisfy and can only be replaced with the approval of both ministries), the Duke's Veil functions de facto as an independent agency and its budget is defined by the national government independently of the ministries that maintain it.
Currently, the stated priority roles of the Duke's Veil is cyber self-defense, counterespionage, providing intelligence in support of the Conference of Santiago Anti-terrorism Program and in benefit of the Brazilian sector as a whole. It also supports intermicronational sectoral stability through cooperation with several institutions from other micronations of Brazilian origin.
Organizationalstructure
Governance
The Duke's Veil is governed under the laws of Marienbourg. The government sets the necessary laws, regulations and funding needed to keep the Veil operating and to conduct its activities. Under these rules, Veil is accountable to the government of the time and carry out their work in accordance to the government's foreign policy. The Minister-President is ultimately responsible for intelligence and security, with day-to-day ministerial responsibility held jointly by the ministers of Home Affairs and Foreign Affairs, to whom the Veil reports directly. The Ministers of Home and Foreign Affairs together appoints the Lord Director of the Veil to oversee the agency's daily management and work.
Directorate
The Duke's Veil is led by the Lord Director of the Duke's Veil who can be either a civil or a military man. They is assisted by the Vice Director. The Lord Director has a twofold responsibility within Veil. Internally, they oversee the continuous gathering of intelligence, which involves making decisions about risk, resource allocation, and technological adaptation. Externally, the Lord Director also operates as a "secret diplomat", tasked with maintaining vital alliances that support intelligence cooperation. Additionally, they may need to establish discreet communication channels with states where traditional diplomatic relations are delicate.
