The Council of Ministers (Portuguese: Conselho de Ministros) is the collective decision-making and chief executive body of government of the Duchy of Marienbourg composed of the government ministers appointed by either the Duke of Marienbourg or the Minister-President on his behalf, who presides over the council. The Minister-President is formally appointed by the Sovereign among the members of the major party or coalition in government. He is responsible for forming the council, also referred to as cabinet, having the prerogative for defining the political guidelines adopted by the council and for coordinating and overseeing the work of the council. The power to create or extinguish ministerial portfolio rely solely with the Monarch, or with the people by the means of a referendum. The Monarch can appoint and dismiss ministers individually and dissolve the council at his will.
