Elysium, officially the Republic of Elysium and known as the Empire of Elysium until July of 2020, is a micronation with claims in North America and Europe. Elysium's capital is the city of Josephina, an city located in the Commonwealth of Elyria.

The Republic was originally founded as the Republic of Elyria, a unitary and republican state, in 2011. The current federal model was created after the First Unification, in which various micronations in the Upcountry of South Carolina united to form the Empire of Elysium. Since then, Elysium has admitted a number of new members, although some did not join as new Commonwealths. Leo and Salibaic are the only major examples of a Commonwealth leaving the union, although both of these states are largely inactive now. The government is described as a mix of American federalism with a German-style semi-presidential system; in addition, the nation holds regular Senatorial elections. The nation is primarily Presbyterian and Baptist, with a strong atheist minority.

Elysium has operated under a system of a federal semi-presidential republic since the abolition of the monarchy in 2020. The head of state is a directly elected Chancellor. The head of government is a parliamentary elected Prime Minister. There is five Commonwealths which make up Elysium. The various Commonwealths each vary in government, with two being a monarchial parliamentary democracies, one being a semi-presidential system, one being a Semi-direct democracy, and another being a traditional gubernatorial system. The Grand Senate is the unicameral federal legislature that selects the Prime Minister. Robert Smith and Adam Johnston, both of the Progressive Party, are the Chancellor and Prime Minister, respectively.

Elysium is derived from Elyria, which was the predecessor to Elysium. When the many smaller nations voted to join a Empire and choose a name, Elysium was the most popular choice, leading to it becoming the name.

The official name of Elysium is the Republic of Elysium, although most documents just refer to the nation as Elysium. Internally, the “Republic of Elysium” is often times shorten to “the Republic”; in addition, some conservatives, particularly in Elyria, still refer to the nation as Imperial Elysium, usually by mistake.

The history of Elysium has been divided into 3 parts:

  • Pre-unification, which lasted from the establishment of Elyria in July of 2011 to the unification of 5 nations to form Elysium in September of 2015;
  • Early Elysium, lasting between the formation of Elysium to the election of Kyle Smith in Elysium's first election in 2018;
  • Globalization, which has been ongoing since 2018.

A historical flag of Elysium, which saw use until 2019.

Elyria was founded on 1 July 2011. Following Elyria's founding, Brain Gmeisa was elected the first President, with Robert Smith being appointed the Head of Political Development by Gmesia and Sir Riley Neusa appointed Head of Land Development. Soon after founding Elyria, Brain became inactive. Two years later, Robert was elected President (although at this stage Robert was already running the nation in all but name). The next two years were devoted to gaining more people and opening relations with other micronations.

In September 2015, the nations of Elyria, Valor, Quincet, Romulus, and Sakguwea united in order to form the Empire of Elysium. The new nation also created the position of Emperor. Following the creation of the position, an election was held; Robert won this election and assumed the position of Emperor, making him one of two people to hold the position. Soon after unification, half of Sakguwea decided to leave and form the Republic of Sakguwea, with the remaining half staying in Elysium as the region of Sakguwea. Brock, the President of Sakguwea, threatened war with Elysium if Elysium did not stop claiming the other half of Sakguwea. Eventually, a peace settlement was reached in which both nations would respect each other's sovereignty and work together; the treaty would later lead to the creation of the Atlantic Alliance and later on Vox Populi.

Early Elysium

The early government of the Empire of Elysium consisted of the Emperor, the Emperor's Hand, Parliament, and a basic court. The Emperor's Hand was a position appointed by the Emperor; they were in command of Elysium's military, and in addition they managed the regional affairs of Elysium and approved of all laws proposed by the Emperor. Parliament consisted of representatives of the 5 nations that comprised Elysium, while the court consisted of judges appointed by the Emperor.

During the reign of Sir Riley as the Emperor's Hand, he pushed for further democratization of the Empire, mainly resulting in the expansion of Parliament; he also formed the first Cabinet of ministers. Riley also founded the Democracy Now Party, which was Elysium's first political party; the party was a libertarian centrist party. Sometime during this period, he was caught up in a scandal, where he nominated his siblings to cabinet positions; this eventually lead to the formation of the Vox Party, a far-right Christian theocratic party, and the resignation of Riley in 2018.

Following the resignation of Riley, the structure of Elysium's government was changed drastically. The structure, meant to be more democratic, consisted of the Emperor, a Prime Minister, which was elected by the people, an Imperial Council (which assumed the same responsibilities of the Cabinet) and Parliament; FPM was elected as the first Prime Minister. During her tenure, not much was done besides the Theocracy Acts (which were repealed during the tenure of Kyle Smith) and her appointing Kyle Smith to the position of Minister of Defense.

FPM was ousted from her position the same year following the Parliament scandal. This scandal followed the election of Smithites, followers of Kyle Smith, to Parliament; FPM used the transition period to have her party impeach numerous members that affiliated with the Smithites on false charges. As a result, the Smithites created the Imperial Party, a centre-right to right-wing party that was the predecessor to the Nationalist Democrats, and used it to pressure the Emperor to end FPM's administration; this goal was eventually achieved following Robert using Imperial Orders to end her administration and to call for a snap election.

Immediately prior to the snap election, the Emperor formed the office of Chancellor, which took the place of the Prime Minister as head of government, and a Grand Senate, which was elected via direct vote. In the first Chancellor elections, Kyle Smith won in a landslide against FPM.

Kyle Smith’s First Administration

Upon Kyle Smith coming into power he, alongside Emperor Robert Smith, where swift to increase democracy within Elysium and to increase democracy and Elysium’s population. The first action the two took was to repeal FPM’s theocracy act due to “its oppression of religious minorities”. He also opened up Elysium to global citizens leading to large population growth. Furthermore an official constitution was put in place for the first time which came with Elysium’s first bill of rights, including clauses against official religions. The new constitution also included provisions to hold more regular elections. Soon after these reforms the Democracy Now Party and Vox Party both died off, but a new party the Progressive Party was rising unexpectedly. The new Progressive Party was led by Adam Johnston, Elysium’s first global citizen, and gained support among many global citizens within the nation. In Elysium’s first Grand Senate election the Progressives one three seats, the Imperial Party one, and a small third party WissenTech won one. Kyle Smith and Adam Johnston worked together to pass bi-partisan legislation including laws preventing regulations being placed on forms of marriage (outside of an age and consent requirement). Although the Imperial Party and Progressive Party would often times debate each other, and in the second Chancellor election the Progressives nominated a candidate to run against Kyle Smith. Xavier Jackson, a Senator in Elysium, was nominated to challenge Kyle Smith. While at first many expected a close race Kyle Smith went on to open up a major lead after a number of prominent endorsements, including one from each Governor of Elysium and the Emperor himself. In the end Kyle Smith won 95% of the vote, to this day the highest margin of any election and Xavier Jackson won 5%. This election also marked the only one in which more people voted for “abstain” than the second place candidate. After this performance the Progressive Party lost control of the Senate in the second election, with the Imperial Party taking control.

During the second half of the First Kyle Administration he focused primarily on minor administrative reform and expanding Elysium’s foreign affairs. During this time a rising star in the Grand Senate appeared in the form of Tau, leader and founder of the Libertarian Party of Elysium. The new party on September 8, 2019, joined with the Progressive-Libertarian Party to rival the Democratic Traditionalist (formally the Imperial Party). The two parties where largely balanced and the Grand Senate often time swung back and forth due to defections in a narrow Senate, the Progressive-Libertarians even briefly overcame the Democratic Traditionalist. During the third Chancellor election Kyle Smith sought a third term, and asked Tau to be his deputy chancellor to which tau agreed. About a month into his third term Kyle Smith resigned stating: “it takes a heavy heart to say this but as of today, I am resigning from the chancellorship. For the past month, I’ve not been active at all. I apologize. Elysium deserves a better chancellor that is more active. Right now I can not give that to you. I wish the best for Elysium under the new chancellor. As of right now, tau is the new chancellor. I served this country well, and I wish to the serve more, Yours truly, chancellor Kyle.”

Tau Administration

Following Kyle Smith’s resignation Tau was sworn in as Chancellor due to being deputy. Almost immediately there was a backlash from the Democratic Traditionalist who won historic margins in the Grand Senate elections, temporarily flipping Elyria the home region of the many progressive officials including Tau. Tau’s nomination for Deputy Chancellor, Adam Johnston, narrowly passed. Tau started his term by pursing economic growth, including the creation of digital markets. About through the midway point of his first term Tau pursued neoliberal economic policies and made it easier to register corporations as well as cutting corporate taxes. This would lead to a spilt in his party and his administration which nearly cost him the nomination of his party in the fourth Chancellor election. In order to appease his parties progressive base he made Adam Johnston, a major leftist, co-leader of the party. Going into the fourth Chancellor election the Democratic Traditionalist decided not to nominate a candidate and supported the independent campaign of Christopher Miller, who lost to Tau by a margin of two votes, mostly due to low turnout.

During his second term Tau oversaw the creation of Vox Populi, a foreign alliance which he claimed was created for the purpose of bringing nations closer togethe; however, leaked documents revealed he wanted to use the organization to attempt to force other nations into Elysium. Upon leaving the Chancellorship, Tau himself leaked the documents and attempted to pin the blame on the incoming administration, although after a matter of a week or two discussion over it died down and the claims were debunked. Before he left his Chancellorship, Tau would oversee the creation of a new constitution, which was later ruled illegal, which mildly increased democracy and in the eyes of many increased bureaucracy. After a standoff in a Grand Senate debate with the Emperor, Tau’s popularity dropped down to 14%, leading to him to call a snap election in which he himself refused to run. In the fifth Chancellor election, a wide selection of candidates ran; despite this, Kyle Smith came back and won with over 60% of the vote. The next closest competitor was Adam Johnston, who received 15.3% of the vote.

Second Kyle Smith Administration

Kyle Smith, alongside other Democratic Traditionalists, were swept into power due to the unpopularity of Tau. Tau’s Libertarian-Progressive Party broke up, with the libertarian wing joining with the DTs to form the Reformist Party and the progressive wing creating the second iteration of the Progressive Party, lead by Adam Johnston.

Kyle Smith started his term by undoing a large amount of Tau’s reforms. The first thing he did was break from the former Democratic Traditionalist policy of right-wing economics and nationalize Elysium’s agricultural and fishing industries, marking a shift in Elysiumite conservatism to being more moderate. Kyle Smith would also reset Elysiumite corporations, although he kept Tau’s tax reform in place. Kyle Smith’s administration also created The Unionist, Elysium’s state-owned newspaper. Finally, Kyle undid much of Tau’s reforms, most notably creating the Imperial Council and doing away with the EEC.

Kyle Smith’s Reformist Party and Adam Johnston’s Progressives made an electoral coalition due to an economic recession, which would result in the merger of the parties into the New Elysium Party; to this day, it is the largest political party in Elysiumite history. The NEP was led by Robert Smith, Kyle Smith, Adam Johnston, and Spooky Johnston. While at first the Pacoist Party gave some resistance, scandals led to the party being dissolved. The Progressive Party was then challenged by the Elysium Verdant Party, a right-wing environmentalist party; the Progressives adopted their environmental policies, leading to the party dying out.

Kyle Smith’s administration was brought down after the region of Ringston, under the leadership of far-right governor Gabe Hackman, declared independence and left the union. While Kyle’s popularity increased, he felt ashamed and resigned, stating that he failed Elysium again. Adam Johnston, the Senate Majority Leader, was selected by the Grand Senate to become Chancellor.

Adam Johnston Administration, Pre-Republic

Adam Johnston was the first democratic socialist to become Chancellor. Immediately, he got to work to undo the work of pervious administrations and expanded Elysium’s national industries, repealed Tau’s tax code, and created various public services, including Radio Elysium. Although Adam put his sights on doing what Tau could not, making Elysium a republic. Instead of attempting to fight Emperor Robert on the issue, Chancellor Adam decided to convince Robert Smith reform by reform and talk by talk. The first reforms Adam did included creation of a MPP voting system and reintroducing the Elysium Election Committee. Adam Johnston’s government also created provisions which made Elysium’s national industries use green technology. On the ninth anniversary of Elysium, Adam Johnston and Robert Smith made a joint address, announcing the two had agreed to make Elysium a republic; a few weeks later, the constitution was reformed. Before its ratification, Adam Johnston passed one last act in the republic, which broke up the NEP for being a political monopoly. The second Democratic Traditionalist, third Progressive Party, a new Liberal Party, and the Evolutionary Party were all made as a result of the dissolution of the NEP. The Yedinist Party of Elysium and Communist party were also created at this time.

Smith-Johnston Administration, Republic

After the ratification of the constitution, Elysium was reformed to have a local Chancellor, who is directly elected and acts as head of state, and a Prime Minister, who is leader of the largest party or coalition in the Grand Senate. Ten days after the ratification of the constitution, the first elections were held, in which the Progressive Party won in a massive landslide. Former Emperor Robert Smith, who recently began to classify himself as a leftist, won the Chancellorship and Adam Johnston won the Premiership.

Adam Johnston’s Progressives have since then won two elections. Until the most recent election the primary opposition to the Progressives was the Democratic Traditionalist, although after the new leader Johannes Tyrurkstein attempted to make the party more libertarian a branch of hardline Elyrian conservatives broke off from the party and formed the National Conservative Party of Elysium under leadership of Elliot Doe. Soon after its creation a Majority of DT Senators defected, and eventually the Democratic Traditionalist where absorbed into the National Conservatives. In the most recent election Adam Johnston won a historic victory with 66% of the vote.

Since the ratification of the constitution, Adam Johnston has primarily focused on growing Elysium’s economy, particularly in the agricultural sector.

The Republic consists of five Commonwealths, the largest of which is Greater Elyria-Princeton. Before the institution of federalism within Elysium, there were no internal divisions. Over time, many Commonwealths have come and gone and some have merged into each other, the most notable example of which being the merger of Greater Elyria and Princeton

Elysium’s capital is Josephina, a city within Elyria. Josephina was established as the capital of the Republic following the reforms of July 2020, which turned Elysium into a republic; prior to this, Elysium had no capital. There are no other major cities in Elysium.

Territories are federal-led regions of Elysium. As of now, there are no territories, following Greymont ascending to commonwealth status.

Government and politics

Elysium is a federal semi-presidential republic. Elysium's head of state and highest official is the Chancellor, who is directly elected every two years. Robert Smith was elected Chancellor in July 2020 and was re-elected in April 2021. The head of government, and leader of the Grand Senate is the Prime Minister held by Adam Johnston. The single legislative body of Elysium is the Grand Senate, which is made up of twenty-eight members. Elysium has a single court of three justices known as Union Court. The government derives its power from the Constitution of Elysium. The federal government, officially the Union Government of Elysium, is officially headed by the Prime Minister and Chancellor mutually. Various appointed Ministers, Advisors, and the Deputy Chancellor.

Federal structure

Executive branch

The executive branch of Elysium is composed of a number of both elected and appointed offices. The highest office the Chancellor is elected every two years using a system of STV. The current Chancellor is Robert Smith of the Progressive who defeated Elliot Doe of the Elysiumite Nationalist Democrats. The Chancellor oversees the highest affairs of the nation such as the process to select a Prime Minister, and approving legislation passed by the Grand Senate. The Chancellor also holds the power to issue executive orders, approve Ministerial appointments, appoint advisors, command the Armed Forces, and propose legislation to the Grand Senate among other powers. The Deputy Chancellor is elected on the same ballot as the Chancellor, should the Deputy Chancellor resign the Chancellor nominates someone to become Deputy Chancellor and the Grand Senate approves the nomination. The Prime Minister shares executive power with the Chancellor and runs the day to day affairs of the government. The Prime Minister is elected through parliamentary means and as such is the leader of the majority party or coalition. The Prime Minister leads the cabinet, appoints Ministers, issues Executive Decrees, call emergency sessions in the Grand Senate, dismiss Ministers, and call for emergency elections in the Grand Senate. The various Ministers are responsible for the oversight of their respective Ministries and reporting to the Prime Minsiter. Cabinet Ministers

  • Foreign Minister, the Foreign Minister is responsible for maintaining relations with other nations.
  • Home Minister, the Home Minister is responsible for overseeing the domestic affairs of the Union this includes regional development among other issues.
  • Finance Minister, the Finance Minister is responsible for the regulation, expansion, and observation of the economy.
  • Attorney General, the Attorney General is responsible for representing the government in court, and training public attorneys.
  • Environmental Minister, the Environmental Minister advises the government on waste policy.

Legislative branch

The legislative branch is a unicameral institution and is composed of only the Grand Senate. The Grand Senate is made up of twenty-eight Grand Senators, more commonly referred to as Senators, and elections take place using a system of MMP. Fourteen Senators are elected in constituencies using single transferable vote, three are reserved for locals, and the remaining eleven seats are disrupted to make the Senate proportional. By-elections occur for constituency seats, list seats parties fail to fill, or if a Senator defects from the party they where elected under they're subject to a by-election. The Grand Senate is also a parliamentary institution and as such the Prime Minister is the leader of which ever party, or coalition, has a majority in the Grand Senate. As of the 2021 II Senatorial Election the Progressives hold an outright majority. The functions of the Grand Senate, besides deciding the Prime Minister, include proposing, debating, and passing legislation. Upon the passage of legislation the act must be then signed into law by the Chancellor, veto's are a rare occurrence and usually only occur if the Chancellor believes the act to be unconstitutional or unfeasible. Other functions include electing the Speaker, approving Commonwealth Constitutions, passing resolutions, approving petitions, and impeaching officials. The Grand Senate is also divided into various committees with the job of holding Ministers and civil servants accountable. The final major function of the Grand Senate is to hold Grand Senate Questions, more commonly known as GSQs and PMQs, every other week. The Prime Minister, Ministers, Opposition Leader, Shadow Cabinet, and various political party leaders may be questioned during GSQs.

Judicial branch

The judicial branch is composed of the Union Court and of the Regional and Circuit Courts. The Union Court's three justices are elected every year and justices are not allowed to seek re-election. Upon declaring candidacy Judicial candidates are required to renounce and political party affiliation and political parties may not campaign for the Justices. Traditional forms of campaigning such as attack ads are also not allowed in judicial elections. The Judges upon being elected choose amongst themselves one to act as Chief Justice who selects a jury, breaks tied votes, and leads court functions. This role also comes with the responsibility of ensuring records are maintained.

Political parties

Senatorial elections are active events due to everyone who has held citizenship for over two weeks being able to vote. Senate elections occur every three months, as such there is four elections in just one year. Until recently elections for the head of government occurred on a six month basis. Chancellor elections occur every two years although used to occur every six months until the monarchy was abolished. Most Chancellor elections, while a major cause of activity, are less active than Senate elections due to the incumbent almost always having a major lead by election day.

Political parties in Elysium are very active with a large emphasis on party poltics. The oldest existing party is the Progressive Party established on 24 April 2019, although the predecessors to the Nationalist Democrats where founded on the same day. Elysiumite political history is divided into Four Ages, namely: The Age of Independents (2011-2017), The Political Age (2017-2019) The Third Political Age (2019-2020) and The Fourth Political Age (2020-present). Since the third party age the political system has revolved around a major party of the left, a major party of the right, and various smaller parties.
