The Kingdom of Serramwen, more commonly known as Serramwen, is a micronation in North Carolina. The nation was created by the current monarch and founder Eugene I on January 7th of 2021. The micronation is a Constitutional Monarchy, with Eugene I as head of state. The capital is Qrethull and the largest city is currently also Qurethull. The official language/s of Serramwen is English. The constitution of Serramwen was introduced in January of 2021 and signed by Eugene I on January 7th of 2021. It exists solely online and has a small citizen base.

History

Foundation

Before it's creation, Serramwen was part of North Carolina. The nation was founded and on January 7th of 2020 by our Founder/Monarch Eugene I. It was founded because of the fascination and interests of the micronational ideas and communities. The constitution was signed on January 7th of 2021.

Politics and Government

Overview

The government of Serramwen is derived from a constitutional monarchy, however, it operates in many ways as an absolute monarchy, the government is based on the feudal systems of Europe. As most power derives from the Monarch and is granted to the other systems of government. For in depth details and specifics about government refer to the nation’s founding documents.

Monarch

Most things are based on the monarch's royal prerogative. The Monarch has immunity from suit and legal process in any civil cause in respect of all things done or omitted to be done by the Head of State in a private capacity and; immunity from criminal proceedings in respect of all things done or omitted to be done by the Head of State either in an official capacity or in a private capacity, is entitled to immunity from taxation in respect of the Civil List. The monarch has the power to appoint or dismiss such officers and other members of the Head of State’s household as the Head of State considers necessary, suspend laws, as the Legislature is granted under the Monarch, the monarch grants peerages within the legislature, approves the royal budgets, a. appoint as the Prime Minister the person elected to that office by the House of Commons; accept the resignation of the Prime Minister when tendered by the Prime Minister, signify or not Assent to all Bills which, in accordance with this Constitution and the law and custom of Parliament, have passed through their stages in Parliament and are presented to the Head of State for Assent; confer such honours, awards, decorations and distinctions upon such persons deemed fit by the Monarch; grant pardons to convicted criminals. Personal powers include the authority to give advice and make comments upon affairs of state and the governance of the Kingdom Of Serramwen to the Prime Minister and to other Ministers;confer honours, awards, decorations and distinctions that are within the personal gift of the Head of State; make public statements in right of the office of Head of State; create any Ministry, Department or bureau to aid in his or her duties or to aid in his or her prerogatives.The Monarch at any time for any purpose may dissolve parliament in whole or in part for any reason. The Monarch may, at any time, declare national holidays or any other national observances. The Monarch also holds right to appoint anyone other than the Heir who is de facto a member to the Privy Council.

Cabinet

A Chancellor of the Exchequer, The Chancellor of the Exchequer is the government’s chief financial minister and as such is responsible for raising revenue through taxation or borrowing and for controlling public spending. He has overall responsibility for the work of the Treasury.

A Lord Chancellor and Secretary of State for Justice The Lord Chancellor and Secretary of State for Justice has oversight of all Ministry of Justice (MoJ) business. His specific responsibilities include:Oversight of all portfolios and Ministry of Justice Functions of the Lord Chancellor, Judicial policy including pay, pensions and diversity Corporate services

A Secretary of State for Foreign and Commonwealth Affairs, The Secretary of State has overall responsibility for the work of the Foreign & Commonwealth Office;Strategy Directorate, intelligence policy,honours

A Secretary of State for the Home Department, The Secretary of State has overall responsibility for all Home Office business, including:security and terrorismlegislative programme and expenditure issues.

A Secretary of State for Defence, The Secretary of State for Defence has overall responsibility for the business of the department. Responsibilities include: strategic operations and operational strategy, including as a member of the National Security Council,defence planning, programme and resource allocation,strategic international partnerships: US, France, Germany, Saudi Arabia and the Gulf, NATO, nuclear operations, policy and organisations,strategic communications.

A Secretary of State for Health and Social Care, The Secretary of State is responsible for the work of the Department of Health and Social Care, including: overall financial control and oversight of NHS delivery and performance oversight of social care policy.

A Secretary of State for Business, Energy and Industrial Strategy, The Secretary of State has overall responsibility for the Department for Business, Energy and Industrial Strategy which brings together responsibilities for business, industrial strategy, science, innovation and energy. This includes:developing and delivering a comprehensive industrial strategy and leading the government’s relationship with business, ensuring that the country has secure energy supplies that are reliable, affordable and clean, ensuring the Kingdom remains at the leading edge of science, research and innovation, and tackling climate change.

A Secretary of State for Education, The Secretary of State is responsible for the work of the Department for Education, including:early years, children’s social care, teachers’ pay, the school curriculum, school improvement academies and free schools further education apprenticeships and skills, and higher education.

A Secretary of State for Housing, Communities and Local Government, The minister is responsible for the overall leadership and strategic direction of the Ministry of Housing and the Communities & Local Development departments.

Legislature

Overview

The Legislature works just like the United Kingdom’s House of Commons and House of Lords, however, the only difference is that the House of Lords is the more senior and more powerful chamber and that you must hold land and be granted peerage into the chambers by the Monarch. Both chambers administer themselves as the Monarch grants and is the primary legislative bodies within the nation.

House of Lords

The House of Lords is the upper house of parliament and consists of members that have been both granted a landed title of nobility and a grant of peerage from the Monarch and holds the distinction of “Peer(s) Of The Realm” or “Lord(s)/Lady(ies) of Of Parliament” and serves the Monarch as the chamber is needed. The Monarch leads this chamber's day to day business directly.

House Of Commons

The House of Commons is the lower chamber and works the same way as the House of Lords, the only difference is that there is a set of specific titles held by these members called Marquess titles that are granted by the Monarch and shall hold the distinction of “Member(s) of Parliament”. The chamber is led by the Prime Minister with advice from the Monarch.

Law and Order

Supreme Court

As the Supreme Court is also vested under the Monarch all supreme justices are appointed by the monarch, and also may be removed by the Monarch. The functions of the supreme court and other inferior courts have their own respective jurisdictions.

Military

Overview

The Monarch is the Supreme Commander in Chief of the military forces of the Kingdom Of Serramwen and may call out those forces to execute the law, suppress riots and insurrections, and repel invasion or any other royal prerogative.

As an undeveloped micronation, Serramwen currently does not have an economy or currency, the nation recognizes the US dollar as its only currency until a currency is minted.

Culture and Media

Overview

The national identity of Serramwen is tied to many traditional American values. The nation was initially founded upon a basis of opposition to current American politics, and out of frustration with the decisions the US government have made.It's citizens are all tax paying, law abiding citizens who live peacefully alongside the people of their much larger host nation. The culture of Serramwen reflects it's ethnically diverse population and features an eclectic assortment of art, music and cuisine. Being a predominantly secular state, most citizens of the Monarchy are followers of various spiritual beliefs, and all religions are openly accepted. The government of Serramwen upholds the highest possible standard of human rights, tolerance, sexual orientation and diversity. The country guarantees universal equal rights to citizens and visitors of all walks of life. Like its neighbor, English is the dominant language.
