List of Elysiumite governments
Since the foundation of the Empire of Elysium in 2015 there have been 25 governments formed. Under the current constitutional arrangement as dictated by the Charter for the Instruments of the Federal Government sees the person who commands a majority of Class II Grand Senate seats (usually the leader of the largest political party) form a government in the name of the Grand Emperor.
The primary body of the government is the Cabinet, a subcommittee of the Privy Council which consists of ministers, secretaries and other officials nominated by the Grand Emperor and Chancellor and approved by the Grand Senate. By convention, members of the Cabinet are members of the Grand Senate.
Ministries are lead by the head of government, who has since 2021, and between 2019 - 2020 been styled as the Chancellor however previously they were styled as the Prime Minister between 2018 - 2019 and 2020 - 2021, and as the Emperor's Hand between 2015 - 2018. The title of Emperor's Hand has been retained and transformed into the office of Lord President while the title 'Prime Minister' has not been retained since it was discontinued in 2021.
To date, Chancellors have led 15 ministries, Prime Ministers have led 10 ministries and the Emperor's Hand has led 1 ministry.
The longest ministry formed was the Nim Ministry at 853 days, the shortest ministry formed was the First Smith Ministry at 1 day both under the First Empire. Under the Republic the longest formed ministry is tied between the Third and Sixth Johnston Ministries at 92 days, the shortest Ministry formed under the Republic was the republican leg of the First Johnston Ministry at 13 days. Under the Second Empire, the longest ministry formed was the Third Doe Ministry at 234 days while the shortest ministry formed was the imperial leg of the Seventh Johnston Ministry at 16 days.
The current government is a Progressive-led supermajority coalition government with Seán O'Neill as Chancellor.

Following the passage of the Treaty of Marus Field, the Emperor's Hand, Riley Nim was chartered with the establishment of the first Elysiumite Ministry.
The Nim Ministry dissolved following the introduction of a directly elected Prime Minister and the election of FPM as Prime Minister.
Sometime during the Nim Ministry, the style of the Elysiumite Monarch changed from 'Emperor' to 'Grand Emperor',
The Nim Ministry is the only Elysiumite government to be headed by a person who was not either Chancellor or Prime Minister but instead by the Emperor's Hand. Subsequently, the Emperor's Hand would become an office subordinate to the Crown.
In response to the growth of the Vox Party, the Democracy Now Party was founded becoming the first ruling party.

Following the election of the first democratically elected Prime Minister, the Vox Party under FPM formed a government.
The First Vox Ministry was the first government formed which had a role in the legislature, building a precedent which would culminate in the creation of a full parliamentary system by July 2020.

Kyle Smith was briefly made Prime Minister following elections in April 2019 before being ousted the day after by the Vox Party.
Smith's ousting resutled in the Tiligate scandal and the subsequent introduction of a constitution, removal of the Vox Government and re-election of Kyle Smith as Chancellor.

FPM became Prime Minister again following the impeachment of Kyle Smith in the makeshift national parliament. The results of 'Tiligate' saw a new constitution implemented by Robert II.
The composition of the Second Vox Ministry is unknown. The Second Vox Ministry is the first ministry to be created before the creation of the Grand Senate and the Chancellorship.
The Second Vox Ministry was the last Ministry to be lead by a Prime Minister until the First Johnston Ministry.

On 25 April 2019, Kyle Smith was elected as Chancellor following Tiligate starting his second term as head of government. In June 2019, Smith was re-elected as Chancellor.
The Second Smith Ministry was the first time that the role of Head of Government was performed by a 'Chancellor' and the first containing a Deputy Chancellor with Gaberial Hackman and Tau Barclay serving as the first and second Deputy Chancellors respectively.
Briefly during July 2019, the Second Smith Ministry was the only Ministry formed in Elysiumite history which did not contain Robert II as the Head of State, with Tau Barclay briefly as 'Tau I' for approximately half an hour on 25 July 2019.
The Second Smith Ministry saw the first government led by the Democratic Traditionalist Party.

Kyle Smith resigned as Chancellor on 2 September 2019 and was replaced by Tau Barclay, the Deputy Chancellor to Kyle Smith was installed to replace Smith.
The Barclay Ministry saw the first member of the Progressive Party (then known as the Progressive-Libertarian Party) commissioned to form a government.
For the first month of the Baraclay Ministry, Chancellor Barclay was forced to govern as a minority government, the apparent unpopularity of his policies caused the Tau Ministry to suffer a fall in support seeing them fall from 50% control within the Grand Senate to 25%. However the disbandment of the split in the Progressive movement, the establishment of the Reformist Party and the creation of the National Coalition resulted in Barclay's Ministry propelling in control reaching 70%.
The Barclay Ministry contained two deputy Chancellors, the first being Adam Johnston, the founder of the Progressive Movement and Kyle Smith, Barclay's predecessor and successor as Chancellor. As Deputy Chancellor on two separate 7 day periods, Adam Johnston served as Acting Chancellor.
On 1 December 2019, Barclay announced he would resign. The Barclay Ministry dissolved upon Barclay's formal resignation and replacement with Kyle Smith.

On 5 December 2019, Kyle Smith was re-elected as Chancellor with a sizeable majority. The Third Smith Ministry saw the formation of the New Elysium Party, the most successful party in Elysiumite history, electorally.
The Third Smith Ministry commanded the highest majority of any Ministry in the Grand Senate until the Third Bainbridge Ministry.
The Third Smith Ministry was reshuffled two times, in January 2020 and February 2020. Kyle Smith resigned suddenly on 14 April 2020 and was replaced by Adam Johnston.
Smith was re-elected as Chancellor on 31 January 2020. The Third Kyle Ministry unexpectedly dissolved whenever Smith resigned on 14 April 2020 being replaced by Adam Johnston.

On 14 April 2020, Adam Johnston was appointed as Chancellor following the resignation of Kyle Smith. Johnston was the the second Progressive to hold that post after Tau Barclay's Ministry. Johnston's First Ministry is one of the most unique in Elysiumite history as it was simultaneously operated as both a pre-parliamentary and a parliamentary cabinet.
Under the First Johnston Ministry, a Republican form of government was created, and as such a parliamentary system as introduced. Under the new constitutional system, the title of Chancellor became the title of the Head of State, while the title of Prime Minister was revived for the Head of Government. As such the First Johnston Ministry was the first government to be headed by a Prime Minister since the Second Vox Ministry and the last to be headed by a Chancellor until the Seventh Johnston Ministry.
The First Johnston Ministry was dissolved following the July 2020 elections and was replaced with the Second Johnston Ministry.

Elections in October 2020 saw the Smith-Johnston Administration renewed. The Progressive Party achieved a majority in the Grand Senate however formed a coalition with the Liberal Party.
The Third Johnston Ministry saw a major reshuffle in November 2020 with the substitution of "Minister" with "Secretary" and the creation of new ministers subordinate to the Secretaries.

The Smith-Johnston Administration's first success of 2021 was winning an unprecedented supermajority in the January 2021. Despite this, the Progressives renewed their coalition agreement with the Liberal Party.
Under the Fourth Johnston Ministry, the primary opposition party, the National Conservatives began to shift more towards the right embracing a proposed restoration of the Monarchy.
The Fourth Johnston Ministry was the only Elysiumite government to ever successfully pass a budget in March 2020.
The Fourth Johnston Ministry was dissolved following the April 2021 elections and was replaced with the Fifth Johnston Ministry.
The composition of the Fourth Johnston Ministry was confirmed by Chancellor Smith and Prime Minister Smith shortly after the election. This Ministry continued the Third Johnston's Ministry's policy of swapping "Minister" for "Secretary", and revived the term Minister for a junior role within a Department.

Elections in April 2021 saw the Progressives lose their outright supermajority, however retained a sizeable majority in their own right. Following the election, the Progressives formed a supermajority coalition with the Liberal Party and the Yedinist Party.
During the Fifth Johnston Ministry, Republicans and Anti-Monarchists won a slim victory in the First Monarchist Referendum, resulting in a slight increase in Republican sentiment for the duration of the Ministry.
The Fifth Johnston Ministry was dissolved following the July 2021 elections and was replaced with the Sixth Johnston Ministry.
The composition of the Fifth Johnston Ministry followed a similar pattern to ministries formed under the Late Smith-Johnston Administration.

The Grand Senate elections held in July 2021 resulted in the Progressive Party maintaining their majority government, although with a slightly reduced majority. Adam Johnston's term as Prime Minister was subsequently extended by another electoral term.
During the Sixth Johnston Ministry there was a brief pause in the ongoing debate within the Monarchy Debate however, Anti-Republican groups remained active as seen by the rise of the successor party to the National Conservatives, the National Democrats led by Doe and the Social Democratic and Monarchist Party.
The Left Alliance, which had been the primary political alliance in Elysiumite politics since October 2020 collapsed at this election and saw a straining of relations between the Progressives and other left-wing political organisations. The straining resulted in outright opposition sometimes as the Social Democratic Party (successors to the Liberals) formed a coalition government in Daeltheria with the National Democrats.
The Sixth Johnston Ministry was dissolved following the October 2021 elections and was replaced with the Seventh Johnston Ministry.
The composition of the Sixth Johnston Ministry followed a similar pattern to ministries formed under the Smith-Johnston Administration.

Following elections in October 2021, the Progressive Party was unable to form a majority government and as such formed a coalition government with the Social Democratic Party as the Seventh Johnston Ministry on 17 October 2021.
The Seventh Johnston Ministry was the last cabinet under the Republic and the first cabinet under the restored Empire as such, the head of state role at the beginning of it's term was "Chancellor" and by the end it was "Grand Emperor", while the head of government role at the beginning of it's term was "Prime Minister" while at the end of it's term it was "Chancellor". The Seventh Johnston Ministry as such was the last to be lead by a Prime Minister and the first to be lead by a Chancellor since the First Johnston Ministry.
Under the Seventh Johnston Ministry, Monarchists successfully won a referendum on the restoration of the Monarchy and the Monarchy was subsequently restored on 29 November 2022. Upon the victory of the Monarchists, Johnston announced that he would resign his position as Progressive Leader and would step down as Chancellor at the end of the next parliamentary term.
The internal leadership election to elect Johnston's successor resulted in no person achieving a majority of the votes however Johnston personally selected, Seán O'Neill, who had won a plurality of the votes as leader on 12 December 2021, however he had lost support within his party and resigned before he could be ousted.
Sensing the political turmoil, Johnston resigned as Chancellor early on the same day O'Neill resigned as Party Leader dissolving the Seventh Johnston Cabinet and ending the final vestiges of the Smith-Johnston Administration.
On 26 October 2021, Prime Minister Johnston confirmed his ministerial appointments which were confirmed by Chancellor Smith.

Following the early resignation of Adam Johnston as Chancellor on 15 December 2021 there was no clear direction to take. The Progressive Party, despite O'Neill's departure was still heavily divided and unable to form a government.
The decision made was to form a call early snap elections and introduce a temporary caretaker cabinet to govern the Empire during the interim between Johnston's resignation in Mid December and the new election in late December. The coalition consisted of the existing coalition between the Progressive Party and the Social Democratic Party with the addition of the Pirate Party. With the notable exception of the National Democrats who remained as the official opposition.
James Christian, Deputy Chancellor, Home Minister and Leader of the Social Democratic Party had made it clear that he had opposed the appointment of Kümmel as Chancellor, believing himself to be the best candidate, the result of this internal power struggle resulted in Christian's resignation and the appointment of Moustapha Hotiet as Deputy Chancellor.
The primary accomplishment of the Kümmel Ministry was the stabilization of the political turmoil that had occurred following the Monarchist Referendum and the introduction of new national symbols.
The Kümmel Ministry was dissolved on 1 January 2022 following the victory of the National Democratic Party in the December 2021 elections.
On 15 January 2021, Chancellor Kümmel confirmed his ministerial appointments.

The elections in the Grand Senate for December 2021 saw a hung Parliament. As expected, the National Democrats formed a coalition with the Social Democratic Party with Elliot Doe, the Leader of the National Democrats being appointed as Chancellor.
The First Doe Ministry began to work upon the foundations allowed through the restoration of the Monarchy in November. Overseeing the passage of a law reintroducing the nobility, introducing Chancellorial term limits to one year and initiating the process of Commonwealth reform through the passage of the Commonwealth Enabling Act which formally gave the federal government complete legislative control over the Empire.
In April 2022, Chancellor Doe was briefly made Regent of the Empire. In May 2022, former Leader of the Opposition and long-running Foreign Minister Thomas Bainbridge defected from the Progressive Party to the National Democratic Party.
On 2 January 2022, Chancellor Doe confirmed his ministerial appointments effective from the previous day.

Following the May 2022 Grand Senate election, Doe lead the National Democrats into their first majority victory since January 2020 and securing for himself a second term as Chancellor. Despite running on the same manifesto and platform, the National Democrats chose not to formally renew their coalition with the Social Democratic Party instead forming a majority government.
The Second Doe Ministry built upon the successes of the First Doe Ministry. The passage of liberal marriage reform laws, honorific reforms and foreign policy reform were among the successes of the Second Doe Ministry.
In June 2022, the Progressive Party and Social Democratic Party members (except Jayden Attlee) left the Second Doe Ministry.
The Second Doe Ministry was dissolved following the National Democratic victory in the September 2022 elections.

Elliot Doe successfully led the National Democratic Party to victory in September 2022 elections securing a third term for himself. Under the new term limits constitutional amendment, this third term would be Doe's last consecutive term, although he would return as Chancellor for a final term in September 2023.
The Third Doe Ministry was successful in enacting legislation which reformed the electoral system, established state broadcasting services and enacted wide reaching constitutional amendments, including the recodification of the Constitution into a new form.
In November 2023, party primaries were held within the National Democratic Party where Doe's successor would be selected. Whoever succeeded Doe as Leader of the National Democrats had a near-guaranteed chance to become Chancellor as the time during the September 2022 and January 2023 elections heralded the height of the National Democratic ascendency. The primaries selected Thomas Bainbridge, the longrunning Foreign Minister, and former Leader of the Progressives as Doe's successor.
Doe resigned as Chancellor on 9 January 2023 and Bainbridge was appointed as Chancellor. Bainbridge would later lead the National Democrats into another supermajority victory in January 2023.
On 27 September 2023, Doe confirmed his ministerial appointments.

In the leadup to the January 2023 elections, Elliot Doe resigned as Chancellor, his successor as Leader of the National Democratic Party, Thomas Bainbridge replaced him on 9 January 2023. Bainbridge, in his initial ministry retained the personnel of the Third Doe Ministry.
As Parliament was dissolved whenever he was appointed as Chancellor, Bainbridge was forced to establish a caretaker government although as it occurred during the height of the National Democratic ascendency, Bainbridge leading his party to victory was expected in the upcoming election.
The First Bainbridge Ministry marked the first time where a Chancellor resigned and was replaced by his chosen successor until the Billung Ministry.
The First Bainbridge Ministry as a caretaker government achieved no major successes apart from victory in the January 2023 elections, it was dissolved following the National Democratic victory in the January 2023 elections.

Thomas Bainbridge's position as Chancellor was solidified following the January 2023 elections. Bainbridge then set about forming a permanent cabinet with himself at the helm.
Despite a general decrease in activity, the Second Bainbridge Ministry was successful in three major legislative accomplishments, namely reform to the way attorneys work in Elysium, reform to the electoral system and the formal inclusion of the Treaty of Marus Field into the constitution of Elysium.

As activity began to falter within the government, on 6 April 2023 the National Democratic Party formed a temporary coalition with the Progressive-Labor Party and the Rhinoceros Party. The new 'national union government' was intended to be a temporary measure in order to restore activity in the federal government.
The Ministry served for the remainder of Bainbridge's term, it's main accomplishment was the creation of the Federal Reform Commission which laid the groundwork for future constitutional reforms that led to the ratification of the Codex Magnus Imperii.
The Third Bainbridge Ministry was dissolved following the victory of the Progressive-Labor Party in the May 2023 elections although the government formed following the elections was another multi-party grand coalition consisting of most of the personnel from the Third Bainbridge Ministry.

The Progressive-Labor Party was returned to power with a majority in the May 2023 Elysiumite Senate election, their first such majority since July 2021. As all political parties had campaigned on the expectation that a Bainbridge-led coalition would continue following the election, the decision was made to retain the coalition but to have Adam Johnston lead it. The ministry consisted of near identical personnel than the Third Bainbridge Ministry with Johnston and Bainbridge swapping leadership roles and the replacement of Johnston as Home Minister with James Christian.
Following primary elections within the National Democratic Party, Elliot Doe replaced Thomas Bainbridge as Leader of the Party, with Bainbridge becoming Deputy Leader. As the preparations for the September 2023 Senate elections began, Thomas Bainbridge unexpectedly broke with the National Democrats forming his own political party on 2 August 2023, as a result Doe replaced Bainbridge as Deputy Chancellor and the coalition grew from a three party arrangement to a four party arrangement.
During the campaigning for the September 2023 elections, all three major parties campaigned on the policy of ending the coalition and upon the victory of the National Democrats they opted to form their own majority government.
On 22 May 2023, Chancellor Johnston confirmed his ministerial appointments.

The September 2023 Senate elections saw a victory for the National Democrats winning a single seat majority in the Grand Senate. Days after the election, Elliot Doe, who had returned to be Leader of the National Democrats was formally appointed as Chancellor once again and appointed a new Cabinet. Doe's cabinet continued the process of constitutional reform, with the foundation of the Tribunal which would eventually draft the Codex Magnus Imperii. The Fourth Doe Ministry's first major challenge came from the Serramwen Crisis where Eugune Smith I had in his capacity as High King of Serramwen broke federal law resulting in his exile from Elysium specifically in regard to the holding of elections. The Fourth Doe Ministry was the final government that was formed prior to the enactment of the Charter of the Instruments of the Federal Government.
The Fourth Doe Ministry faced challenges within the Grand Senate. On 11 November 2023, due to the exile of Eugune Smith, the National Democrats lost their working majority, on 10 March 2023, Maximilian Meister resigned his seat, further bringing National Democrat control of the Grand Senate down to 6 seats although the National Democratic Party held the right to unilaterally fill those seats they did not become a minority government at that time. The seats were filled on 30 April 2024 in the middle of a debate regarding unionization. The final defection came Gabriel Sebastian who defected to the Progressives.
The Fourth Doe Ministry was dissolved following the resignation of Elliot Doe and the appointment of Christoph Billung as Chancellor.

Following the enactment of the Codex Magnus Imperii and the runup to the May 2024 Senatorial Election Elliot Doe resigned as Chancellor. Thereafter Grand Emperor Robert II appointed Doe's successor as Leader of the National Democrats, Christoph Billung to be the next Chancellor on 11 May 2024.
The Billung Ministry was a caretaker government as following the May 2024 Senatorial Election a new ministry was founded.
Despite being the first government formed under the terms of the the Charter of the Instruments of the Federal Government, being between elections the Billung Ministry is backed up by the seats inherited from the Second Doe Ministry despite the fact that Parliament was, for the entire duration of the Billung Ministry, dissolved.
The Billung Ministry was dissolved due to the failure of the National Democrats to achieve a majority in the May 2024 election, negotiations between the three parties in the Second Class of the Grand Senate resulted in Seán O'Neill being selected as Chancellor.

In the aftermath of the May 2024 election, the National Democrats and the Progressives tied. Minutes after the results were announced the Progressives and the Agrarians announced a coalition agreement. However at the urging of Robert II and former Chancellor Doe, a national union government was formed.
The O'Neill Ministry is notable for being the first government formed to contain two Deputy Chancellors serving co-currently, Ruhan Myrkur, who had been serving since the Fourth Doe Ministry was joined by Thomas Bainbridge. The first Prince Imperial under the second Empire, Johann Kümmel was elected under the O'Neill Ministry.
The O'Neill Ministry became notorious for the infighting between members of the three member parties which began within hours of the formation of the administration, with O'Neill himself frequently attempting to form a middle line which drew criticism with critics saying that his plan was to "be radically moderate so I can maintain my ministry". O'Neill himself was portrayed as weak by the Unionist Corporation, which was directed by O'Neill's own acting Deputy Leader and Chief of Staff Adam Johnston.
During O'Neill's State Tour of Norway, Adam Johnston served as Acting Chairman of the Imperial Cabinet from 6 July 2024 until 13 July 2024. During O'Neill's tour, relations between the National Democrats and Agrarians deteriorated to a point that the National Democratic Leader and Commerce Minister Christoph Billung called for a no confidence vote in Deputy Chancellor and Foreign Minister Thomas Bainbridge personally on 7 July 2024, who the next day resigned as Foreign Minister and was dismissed as Deputy Chancellor. Bainbridge was replaced as Foreign Minister by Johann I on an acting basis until a permanent Foreign Minister would be appointed. Bainbridge would become Leader of the Opposition, briefly leading a shadow cabinet before his resignation on 18 July 2024 and the dissolution of the Agrarian Party the following day. Following the dissolution of the Agrarian Party, the Class II Agrarian delegation joined the Progressive Parliamentary Party meanwhile Thomas Bainbridge, the only Class I Agrarian Grand Senator resigned his post.
Chancellor O'Neill announced a ministerial reshuffle on 13 July 2024 which saw Deputy Chancellor Myrkur appointed as Home Minister and himself appointed as Foreign Minister, the first time that the offices of Chancellor and Foreign Minister had been held concurrently by the same person since the Third Bainbridge Ministry.
The O'Neill Ministry saw the third Chancellor from the Progressive Party commissioned to form a government.
