The politics of the Empire of Elysium functions within a semi-constitutional monarchy where executive power is delegated by legislation and social conventions to a federal parliamentary democracy. From this a elective monarch, currently Grand Emperor Robert II, serves as head of state while the Chancellor of the Empire of Elysium, currently Seán O'Neill since 2024, serves as the elected head of government.
The Empire's parliamentary system sees executive power exercised by His Imperial Majesty's government, appointed on behalf of the monarch, and the Crown itself. This executive branch overlaps and is formed by members of the Grand Senate where legislative power is vested in the one chamber, but two classes. The two classes sit together, but vote separately, and most matters before the Grand Senate require the approval of both classes. While the Empire is a federal union most power is withheld from the constituent countries of the Empire, the Commonwealths.
The Empire's political two-party plus system. Since 2019, with brief intermissions of political unions, the two dominant political traditons have been the Kylite democrats and the Progressive Party. The Kylite democrats have consistently been represented in politics, albeit, first by the Democratic Traditionalists and thereafter by the National Democrats. While coalition and minority governments have been a feature of the Empire's politics, the size of the electorate typically results in the return of majority governments. Since these two political traditions formed there has only been one election, excluding elections featuring union governments, wherein either of the two did not place first or second in the Grand Senate. However, a number of third parties have been a consistent force in the Empire of Elysium, and have participated in the formation of multiple governments.
The constitutional law of the Empire of Elysium is codified in the Codex Magnus Imperii, and is composed of six documents.
Constitutional Development
- 2011, Treaty of Marus Field ratified by the original constituent countries of Elysium.
- June, 2019, First Constitution Created.
- December, 2019, Second Constitution ratified.
- July, 2020, Republic formed following reforms to the Second Constitution.
- December, 2020, the 'November Reforms' are passed to modernize the Second Constitution.
- November, 2021, the monarchy is restored following reforms to the Second Constitution.
- May, 2024, the Second Constitution is repealed and 5 additional constitutional documents created. The 5, in addition to the Treaty of Marus Field, form the Codex Magnus Imperii
The Crown
The Grand Emperor of Elysium, currently Grand Emperor Robert II, is the head of state of the Empire. The Crown is the fount in which ultimate executive power lies, and unlike other constitutional monarchies the Elysiumite Grand Emperor is traditionally political, but nonpartisan. The Crown executes authority in cooperation with an Imperial Chancellor. Powers can be delegated from the monarch personally, in the name of the Crown, and can be handed to various ministers, or other officers of the Crown, and can purposely bypass the consent of Grand Senate.
According to the constitution of Elysium, the monarch has the following powers:
Domestic powers
- The power to issue Edicts
- The power to summon, prorogue and dissolve the Grand Senate
- The power to appear before and propose legislation to the Grand Senate
- The power to sanction and veto laws
- The power to pardon federal criminals
- The power to grant titles and honors
- The power to appoint the Chancellor, public ministers, ambassadors, and other executive agents
- The power to grant commissions during Grand Senate recesses
Foreign powers
- The power to command the armed forces of the Empire
- The power to receive foreign dignitaries
- The power to approve and reject treaties between foreign states
Executive
Executive power in the Empire is exercised by the Sovereign, Grand Emperor Robert II, alongside His Imperial Majesty's Government.
His Imperial Majesty's Government
The Crown appoints a Grand Senator to become the Chancellor of the Empire as the head of His Imperial Majesty's government, guided by the strict convention that the Chancellor who commands a majority of the Grand Senate. Typically, this means the leader of the political party with the absolute majority of seats in the Grand Senate if chosen to be Chancellor. Should no party hold a majority in the Grand Senate, than the leader of the largest party is given the first opportunity to form a coalition government. The Chancellor then nominates to the Crown various Ministers of the Crown who are apart of the Government and act as the political heads of various government departments. Ministers typically are members of the Grand Senate. The Ministers of the Crown (including the Chancellor) and Great Officers of State form the Cabinet of Elysium. Additionally, the Grand Emperor and Imperial Princes are allowed to be present at meetings of the cabinet.
The Chancellor, currently Sir Sean O'Neill, is the most senior minister in the Cabinet. The Chancellor's tenure begins when he is appointed by the Crown, and unlike most parliamentary systems the Chancellor is limited to three consecutive terms of four months. The Chancellor is responsible for chairing Cabinet meetings, nominating Cabinet ministers (and all other positions in His Majesty's government) to the Crown, and formulating government policy.
