Dracul, officially known as the Commonwealth of Dracul, is a micronation comprising 2 states, that was established on September 25, 2017 in Houston, Texas. Dracul is a pleasant nation known for its barren, inhospitable landscape and optional military service. The hard-working, democratic, devout population have civil rights, enjoy the freedom to spend their money however they like, and take part in free and open elections.

The Commonwealth of Dracul takes its name from the Prince of Wallachia, Vald Dracula III. This is attributed to why Vlad III is a national hero of Dracul. Dracul was established on September 25, 2017 in Houston, Texas by Dmitri Howie, Stephen Luke, and Mark Millner. The plan of a micronation began after Stephen Luke researched micronations on YouTube and several internet forums. The three ultimately envisioned a great micronation, capable of growing beyond current accomplishments. This was to prove that any micronation could go as far as they wanted. The idea, originally proposed by Stephen Luke, was eventually welcomed by the two friends Howie and Millner.
The exact reasons for why Vlad III was chosen is still unclear, however, it is known that Stephen Luke was born in Romania, while Dmitri Howie claimed bloodline to Vlad III. It was this very fact that led many to believe why the two primary founders chose Vlad III and Romanian heritage for their micronation basis. Mark Millner, co-founder, began his connection with Dracul as an average citizen, then joining the Draculian Navy. After several months of dedication and assistance in ceremonies, Howie and Luke made the decision to grant Millner "Founding Father" Status. Millner's popularity soared as he was seen as flag bearer in most photos and ceremony events on Dracul 1 Television.
The three founders ultimately concluded that this country project would not only be for entertainment purposes, but advocacy as well, such as suicide awareness and anti bullying causes. An advisory for the initiation of the first suicide awareness campaign was set to begin September 1, 2019. Several nations, including the Grand Duchy of Westarctica and Republic of West Who, quickly joined in, wanting to help in any way possible. Positions in the campaign ranged from information gathers to simple advertisers.
Simulated Rebellion Invasion
April 10, 2018, a small group of Draculian Citizens had a disagreement with the government over the treatment of religious citizens. The small group voiced that the religious peoples should be targeted, imprisoned, and killed by the Dracul Intelligence Agency. The Federal Government did not take kindly to this proposal and prohibited the small group’s attempt at singling out religious peoples. The small group eventually formed on April 2018, under the name of “Dracul Confederacy” and attempted to take control of the Capitol in North Dracul. The Dracul Army, Navy, and Air Patrol quickly responded, with the operation led by Army Colonel Shaun O'Hare. By May 9, the small group had eventually disbanded and were declared “defeated” by the Federal Government. The leader of the Group, Al Fare, was banned from the community and had his citizenship revoked. Since the simulation, Dracul has vowed to act in a realistic manner and avoid all "war" conflicts.
On October 25, 2018, both states began seeking candidates for their Governor positions. January 7, 2019, elections are held to elect the first governors of the North and South Dracul States. Victory declared by Eric Harvey Williams, Jr for North Dracul, by a vote of 66.67 percent. Kassie Bushong secures a South Dracul victory, by a vote of 100 percent.
Department of State Revision
January 12, 2019, the Department of Foreign Affairs is dissolved and replaced with the Department of State, with Secretary of State Tyler Hibler as the second Secretary under that Department. On this date, Dracul also becomes a member of the I.C.A.N. Security Council, with Ambassador Valeriano Anibarro as the first Dracul Ambassador to I.C.A.N., who later became Dracul's first Deputy Secretary of State.

The Draculian national anthem is a combination of the Polish and Yugoslavian anthems. The lyrics were written by Founder Stephen Luke in 2019, after the nation went most of its infancy without words.

The relatively small government is similar in structure to the United States in that it has three main branches: the Executive, Legislative, and Judicial branches. These all serve the same function as their counterparts within the US gov't. The Daculian gov't also juggles the competing demands of Spirituality, Welfare, and Defense.
The power of the Executive Branch is vested in the President of the Commonwealth of Dracul, who also acts as head of state and Commander-in-Chief of the armed forces. The President is responsible for implementing and enforcing the laws written by Parliament and, to that end, appoints the heads of the federal agencies, including the Cabinet. The Vice President is also part of the Executive Branch, ready to assume the Presidency should the need arise. The Cabinet and independent federal agencies are responsible for the day-to-day enforcement and administration of federal laws. These departments and agencies have missions and responsibilities as widely divergent as those of the Department of Local Defense and the Social Security Administration. Including members of the armed forces, the Executive Branch employs more than 10 Draculians.
Under the Constitution, the President is responsible for the execution and enforcement of the laws created by Parliament. Executive departments — each led by an appointed member of the President’s Cabinet — carry out the day-to-day administration of the federal government. The President also appoints the heads of more than 5 independent federal commissions, such as the Federal Reserve Board, as well as federal judges, ambassadors, and other federal offices. The Executive Office of the President (EOP) consists of the immediate staff to the President, along with entities such as the Office of Management and Budget and the Office of the Commonwealth of Dracul Trade Representative. The President has the power either to sign legislation into law or to veto bills enacted by Parliament, although Parliament may override a veto with a two-thirds vote of both houses. The Executive Branch conducts diplomacy with other nations, and the President has the power to negotiate and sign treaties, which also must be ratified by two-thirds of the Senate. The President can issue executive orders, which direct executive officers or clarify and further existing laws. The President also has unlimited power to extend pardons and clemencies for federal crimes, except in cases of impeachment. With these powers come several responsibilities, among them a constitutional requirement to “from time to time give to the Parliament Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient.” Although the President may fulfill this requirement in any way he or she chooses, Presidents have traditionally given a State of the Union address to a joint session of Parliament each January (except in inaugural years) outlining their agenda for the coming year. The Constitution lists only three qualifications for the Presidency — the President must be 21 years of age, be a citizen, and must have been part of the Commonwealth of Dracul for at least 2 years. And though millions of Draculians vote in a presidential election every four years, the President is not, in fact, directly elected by the people. Instead, on the first Tuesday in November of every fourth year, the people elect the members of the Electoral College. Apportioned by population to the 2 states — one for each member of their Parliamentional delegation — these Electors then cast the votes for President. There are currently many electors in the Electoral College. By tradition, the President and the First Family live in the Bran House in Houston, Texas., also the location of the President’s Oval Office and the offices of his senior staff. When the President travels by plane, his aircraft is designated Grand Force One; he may also use a Air Patrol helicopter, known as Grand One while the President is on board. For ground travel, the President uses an SUV.
The primary responsibility of the Vice President of the Commonwealth of Dracul is to be ready at a moment’s notice to assume the Presidency if the President is unable to perform his duties. This can be because of the President’s death, resignation, or temporary incapacitation, or if the Vice President and a majority of the Cabinet judge that the President is no longer able to discharge the duties of the presidency. The Vice President is elected along with the President by the Electoral College — each elector casts one vote for President and another for Vice President. The Vice President also serves as the President of the Commonwealth of Dracul Senate, where he or she casts the deciding vote in the case of a tie. Except in the case of tiebreaking votes, the Vice President rarely actually presides over the Senate. Instead, the Senate selects one of their own members, usually junior members of the majority party, to preside over the Senate each day. The Vice President has an office in the West Wing of the Bran House, as well as in the nearby Eisenhower Executive Office Building. Like the President, he also maintains an official residence, at the Commonwealth of Dracul Naval Observatory in Northwest Houston, Texas. This peaceful mansion has been the official home of the Vice President since 2017 — previously, Vice Presidents had lived in their own private residences. The Vice President also has his own vehicle, operated by the Commonwealth of Dracul Secret Service, and flies on the same aircraft the President uses — but when the Vice President is aboard, the craft are referred to as Grand Force Two and Grand Two.
Executive office of the President
President of the Commonwealth of Dracul is faced with scores of decisions, each with important consequences for Dracul’s future. Perhaps the most visible parts of the EOP are the Bran House Communications Office and Press Secretary’s Office. The Press Secretary provides daily briefings for the media on the President’s activities and agenda. Less visible to most Draculians is the National Security Council, which advises the President on foreign policy, intelligence, and national security. There are also several offices responsible for the practicalities of maintaining the Bran House and providing logistical support for the President. These include the Bran House Military Office, which is responsible for services ranging from Grand Force One to the dining facilities, and the Office of Presidential Advance, which prepares sites remote from the Bran House for the President’s arrival.
The Cabinet is an advisory body made up of the heads of the executive departments. Appointed by the President and confirmed by the Senate, the members of the Cabinet are often the President’s closest confidants. In addition to running major federal agencies, they play an important role in the Presidential line of succession — after the Vice President, Speaker of the House, and Senate President pro tempore, the line of succession continues with the Cabinet offices in the order in which the departments were created. All the members of the Cabinet take the title Secretary, excepting the head of the Justice Department, who is styled Attorney General.
The Legislative Branch consists of the House of Representatives and the Senate, which together form the Commonwealth of Dracul Parliament. The Constitution grants Parliament the sole authority to enact legislation and declare war, the right to confirm or reject many Presidential appointments, and substantial investigative powers. Parliament, as one of the three coequal branches of government, is ascribed significant powers by the Constitution. All legislative power in the government is vested in Parliament, meaning that it is the only part of the government that can make new laws or change existing laws. Executive Branch agencies issue regulations with the full force of law, but these are only under the authority of laws enacted by Parliament. The President may veto bills Parliament passes, but Parliament may also override a veto by a two-thirds vote in both the Senate and the House of Representatives.
Oversight of the executive branch is an important Parliamentional check on the President’s power and a balance against his discretion in implementing laws and making regulations. A major way that Parliament conducts oversight is through hearings. The House Committee on Oversight and Government Reform and the Senate Committee on Homeland Security and Government Affairs are both devoted to overseeing and reforming government operations, and each committee conducts oversight in its policy area.
House of Representatives
The House of Representatives is made up of elected members, divided among the 2 states in proportion to their total population. The presiding officer of the chamber is the Speaker of the House, elected by the Representatives. He or she is third in the line of succession to the Presidency. Members of the House are elected every two years and must be 17 years of age, a Draculian citizen for at least one year, and a resident of the state (but not necessarily the district) they represent. The House has several powers assigned exclusively to it, including the power to initiate revenue bills, impeach federal officials, and elect the President in the case of an electoral college tie.
The Senate is composed of Senators, 2 for each state. They have been elected to four-year terms by the people of each state. Senator’s terms are staggered so that about one-third of the Senate is up for reelection every two years. Senators must be 17 years of age, Draculian citizens for at least one year, and residents of the state they represent. The Vice President of the Commonwealth of Dracul serves as President of the Senate and may cast the decisive vote in the event of a tie in the Senate. The Senate has the sole power to confirm those of the President’s appointments that require consent, and to ratify treaties. There are, however, two exceptions to this rule: The House must also approve appointments to the Vice Presidency and any treaty that involves foreign trade. The Senate also tries impeachment cases for federal officials referred to it by the House. To pass legislation and send it to the President for his signature, both the House and the Senate must pass the same bill by majority vote. If the President vetoes a bill, they may override his veto by passing the bill again in each chamber with at least two-thirds of each body voting in favor.
Where the Executive and Legislative branches are elected by the people, members of the Judicial Branch are appointed by the President and confirmed by the Senate. The Constitution, which establishes the Judicial Branch, leaves Parliament significant discretion to determine the shape and structure of the federal judiciary. Even the number of Supreme Court Justices is left to Parliament — at times there have been as few as one. The Constitution also grants Parliament the power to establish courts inferior to the Supreme Court, and to that end Parliament has established the Commonwealth of Dracul district courts, which try most federal cases, and 2 Commonwealth of Dracul courts of appeals, which review appealed district court cases. Generally, Parliament determines the jurisdiction of the federal courts. In some cases, however — such as in the example of a dispute between one or more D.R. states — the Constitution grants the Supreme Court original jurisdiction, an authority that cannot be stripped by Parliament.
Supreme Court of Dracul
The Supreme Court of the Commonwealth of Dracul is the highest court in the land and the only part of the federal judiciary specifically required by the Constitution. The Constitution does not stipulate the number of Supreme Court Justices; the number is set instead by Parliament. There have been as few as one, but since 2018 there have been two Justices, including one Chief Justice. All Justices are nominated by the President, confirmed by the Senate, and hold their offices under life tenure. Since Justices do not have to run or campaign for re-election, they are thought to be insulated from political pressure when deciding cases. Justices may remain in office until they resign, pass away, or are impeached and convicted by Parliament. The Court’s caseload is almost entirely appellate in nature, and the Court’s decisions cannot be appealed to any authority, as it is the final judicial arbiter in the Commonwealth of Dracul on matters of federal law. However, the Court may consider appeals from the highest state courts or from federal appellate courts. The Court also has original jurisdiction in cases involving ambassadors and other diplomats, and in cases between states. Although the Supreme Court may hear an appeal on any question of law provided it has jurisdiction, it usually does not hold trials. Instead, the Court’s task is to interpret the meaning of a law, to decide whether a law is relevant to a particular set of facts, or to rule on how a law should be applied. Lower courts are obligated to follow the precedent set by the Supreme Court when rendering decisions. In almost all instances, the Supreme Court does not hear appeals as a matter of right; instead, parties must petition the Court for a writ of certiorari. It is the Court’s custom and practice to “grant cert” if one of the two Justices decide that they should hear the case. These are typically cases that the Court considers sufficiently important to require their review; a common example is the occasion when two or more of the federal courts of appeals have ruled differently on the same question of federal law. If the Court grants certiorari, Justices accept legal briefs from the parties to the case, as well as from amicus curiae, or “friends of the court.” These can include industry trade groups, academics, or even the D.R. government itself. Before issuing a ruling, the Supreme Court usually hears oral arguments, where the various parties to the suit present their arguments and the Justices ask them questions. If the case involves the federal government, the Solicitor General of the Commonwealth of Dracul presents arguments on behalf of the Commonwealth of Dracul. The Justices then hold private conferences, make their decision, and (often after a period of several months) issue the Court’s opinion, along with any dissenting arguments that may have been written.
The Commonwealth of Dracul informally recognizes all micronations. If a micronation wishes to establish full recognition and a treaty of friendship, they must be willing to adhere to the requirements. Exceptions cannot and will not be made:
- The micronation must be in existence for at least 6 months and not have largely changed their style of government within the past 3 months of application.
- The micronation must have a social media account or detailed website, explaining your mission, government style, leaders, and population information.
- Dracul will not establish alliances with micronations who claim an entire state, city, or county. Your claims must be reasonable. Furthermore, you cannot claim a large population without the people’s knowledge (example: claiming the entire city of Houston’s population).
- If the micronation has insulted the Commonwealth of Dracul, its allies, or its people, it will be discovered during research and result in disqualification.
- The micronation must exist in real life: countries with fake history, population, or claims on virtual maps or imaginary worlds on the internet is not micronationalism.
- Dracul does not recognize micronation wars, as they are pointless and result in no actual positive change. Micronations that pretend to fight one another will not be approved nor considered for formal recognition. Micronations can have a military structure, but it must not be used to cause fear or bodily harm/death. Ceremonial purposes are suggested.
- If the micronation promotes genocidal government or philosophy styles, such as Marxism, Leninism, Nazism, Racism, Anti-Semitism, or LGBT hate/violence, recognition will be rejected.

The Department of Local Defense was created to provide a military style structure for those interested in serving in a micronation military branch. Dracul does not recognize micronation wars and will not provide aid, support, or participate in wars for any reason whatsoever. At this time, the Department of Local Defense is merely a ceremonial department, used during celebrations and photography.
While there have been incidents in the past, where Dracul's military was requested, an actual demonstration or gathering did not take place. Since then, Dracul's military has been used to provide better discipline, for those who wish to receive it. The "Rebel Skirmish" that took place in Dracul's infancy was simply a mock trial of micronation wars and was dismissed soon after its initiation. The Department of Defense is currently headed by Dennis Garza.

If Dracul was to actually possess an active military, The Army's mission would be to fight and win our Nation’s wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. We would do this by: Executing Title 10 and Title 32 Draculian Code directives, to include organizing, equipping, and training forces for the conduct of prompt and sustained combat operations on land. Accomplishing missions assigned by the President, Secretary of Defense and combatant commanders, and Transforming for the future. The Draculian army is commanded by Colonel Shaun O'Hare.
Although Dracul has a naval division, it has rarely ever been used, except in a few occasions, where transportation was needed, via maritime transport. The complex nature of 21st century life may make the demand for such a presence more obvious. Our wonderful Naval department is something to be aware of. Something to be thankful for. Something to be proud of. Dracul’s Navy is unique in that if it actually existed, it would conduct missions on all fronts: in the air, on land and at sea. Fulfilling a broad role that encompasses everything from combat to peacekeeping to humanitarian assistance – in theater, on bases and everywhere from the cockpits of cessnas to the control rooms of submarines. The Draculian Navy is commanded by Fleet Admiral Dan Klatz.
A mission for an existing Air Patrol would be to patrol Draculian Air Space and Land, by providing prompt, sustained air dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. We would do this by: Executing Title 10 and Title 32 Draculian Code directives, to include organizing, equipping, and training forces for the conduct of prompt and sustained combat operations in air. Accomplishing missions assigned by the President, Secretary of Defense and combatant commanders, and Transforming for the future. There is currently no commander for the Draculian air patrol.
