Types of special administrative divisions
Free Cities
The free cities (Hellenic: Ἐλεύθεραι Πόληες, Eléfþerai Pólīes; sing. Ἐλευθέρα Πόλις, Elefþéra Pólis; Neoclassical Latin: VRBĒS LĪBERÆ; sing. VRBS LĪBERA; South Ruthenian: Вольні Ґорді, Voljni Gordi; sing. Вольнъ Ґордъ, Voljně Gordě; Græcian: TBD; sing. TBD) are semi-autonomous city-states, that administratively belong to Græcia.
The first free city of Græcia was established on 18 May 2023 AD, when the micronation declared a piece of legally owned property as an autonomous administrative division, within Græcia, as the Senate did not wish to add another borough to Atthicon. Each of the free cities is essentially a city-state with a small amount of autonomy granted by the central government. The head of each of the free cities is the Consul, who is always appointed by the government. The Governor of Græcia always retains the right to either approve, or disapprove a candidate.
Protectorates
The protectorates are special administrative divisions that are established either under the legal framework enacted by the League of Hellenistic Micronations, or a simple agreement between the protector and the protégé. Because of the transitional status of the protectorates, which are usually inactive micronations that after one year of being unclaimed and under protection, become integrated by the protector, they are always separated from the rest of the special administrative divisions.

Phlyeia
The Free City of Phlyeia was established on 24 May 2023 AD, becoming the second free city to be established by Græcia. The city is located in the regional unit of North Athens, Attica, within the municipality of Chalandrion. The region until then was known as the "Exarchate of Great Ionia", an administrative division of Imvrassia. Two days before its establishment, the Empire of Imvrassia gifted the inactive exarchate via imperial decree to Græcia, as a gesture of recognition of the good friendship between the two micronations.
Porto Leone
The Free City of Porto Leone was established on 18 May 2023 AD, becoming the first free city to be established by Græcia. The city is located in Piraeus, Attica, not far from the port. The officially claimed land was legally owned by the family of the Governor, until it was sold on that day. The people who bought it, a couple from Northern Epirus, were appointed as Consul and Vice-Consul by the Governor himself. The concept of the free city was adopted after a decision was reached at the Senate that Atthicon did not need more boroughs.
Simeonovgrad
The Free City of Simeonovgrad was established on 1 September 2023 AD, becoming the third free city to be established by Græcia. The city is located in Philippopolis, Bulgaria. It was known until then as the "Federal City of Nove Karduny", an administrative division of Lesia and Karduna. On the day of its establishment, Lesia and Karduna gifted the city via presidential decree to Græcia, as a gesture of recognition of Græcia's role in protecting Lesia and Karduna. The gift itself was a part of the Simeonovden Accord, signed on the same day of Simeonovgrad's integration in Græcia.
