It outranks a major of the army and marines, a lieutenant commander of the navy, and a squadron leader of the air force. Its equivalent is a lieutenant colonel of the army, and marines, and a wind commander of the air force. It is outranked by a colonel of the army and marines, a captain of the navy, and a group captain of the air force.

The duties of a commander are to be second in command a base, school, or large warships.

Insignia of a commander on the peaked cap is a row of gold oak leaves on the peak. On the service hat, it is a thick gold strap. The cap badge is a senior naval officer cap badge. Three rows of buttons are worn on the tunic, as well as three regular gold bands around the cuff, with the top-most having a curl facing inward.
