HIM Sultan Bilal I, is the first and to date only Monarch of the Shorewellese Empire. He founded the nation on May 18, 2016, and has remained its monarch since then.

The reign of Bilal I has so far seen expansion for the Empire in terms of both size and population, in addition to Shorewell winning the Micronational Awards of 2016 in December of Most Improved Nation. Another notable aspect of his reign so far has been the writing of many pieces of legislation in both criminal and civil law, including the ongoing project of a Codex Bilaly.

The Sultan currently also serves as the Emir of Shehzadam. In addition to that, Bilal I is also an amateur historian, actor, poet, and micropantrologist, and is a Hafiz of the Holy Quran.
