The Codex Bilaly will upon completion be the civil code of the Shorewellese Empire, and aims to be a condensed adaptation of the 6th century Codex Justinianus, the 19th century Napoleonic Code, and the 21st century Codex Jonathanus. The Codex Bilaly is being written by its namesake, Sultan Bilal I, who started work on it on 14 November 2016. It will be comprised of edicts of former Roman Emperors along with another section devoted solely to the fundamental laws of the empire.
