The Parliament of the Kingdom of Northumbria is the lower chamber of Northumbria's bicameral legislature (the other chamber being the Witan). Its fourty-one members (referred to as 'Members of Parliament' or 'MPs') are all elected and represent a 'constituency' within Northumbria. There are no limits on how many consecutive terms an MP may serve, and the Parliament does not utilise a fixed-term election system; though traditionally elections are held twice a year, elections can be more common if a government loses a vote of no confidence.
The Parliament has a number of unique rules of procedure. Most notably, a session of Parliament is opened by ceremonially passing a bill condemning the government of Kiribati and expressing Northumbria's lack of recognition of Kiribati sovereignty. Any dissenters are dragged from their seats and ousted from the chamber for the duration of the sitting. As in the British Parliament, clapping is proscribed, the sole exception being upon the passing of the bill of condemnation, when clapping is tolerated.
