Étienne Marie Boulin (Sabian: etiánn-marí karavái bulínn) is a Sabioveronese politician who was governor of Alios, the capital city of Sabia and Verona, from 2015 to 2019. He formerly served as Minister for the Environment in Léon Galieri's cabinet from April to October 2014, and as Secretary-General of Convergence and Amity (later known as Bakinn) before joining the National Artists' Guild in 2015.

He was Minister for the Economy and Local Affairs under the Kóvérsz and Bleuberrie governments. He has also served as legislator of the Courts of Sabia and Verona for the Municipality of Salisse.

Political career

Boulin's political career started as 2nd Vice-President of the Socialist Party of Napoléon Bleuberrie. He was chosen by Bleuberrie to serve in his first cabinet replacing Elianna Muumsen as Minister for Economy and Local Affairs. He held the position during Osez Kóvérsz's cabinet, and was succeeded by Ann Stefanović as Minister for Economy. During his term as Minister, the Bank of Sabia and Verona was expropriated and became part of the Ministry for Economy and Local affairs.

Boulin was elected Legislator for Salisse in June 1, 2013 and remained in office following the September 2013 emergency elections. He left the Socialist Party after the transition of Sabia and Verona into a province of the Federal Union of Juclandian Lands, and became member of Convergence and Amity, where he was chosen Secretary in 23 February, 2014.[1] Upon the election of Léon Galieri as Prime Minister, Boulin was chosen to be Minister for the Environment on the newly elected head of government's cabinet. His term ended in October 2014.

Alios

He was chosen to be the Governor of the newly founded Alios-Capital Region after its establishment in August 2015.[2] He was one of the proponents of the separation of Alios into two different entities, the autonomous City of Alios and a separate region which would be administered by its own Governor but still respond to the central government. This was made a reality on 26 November 2015, just a couple of months after the establishment of the Alios-Capital region, when the City of Alios (comprised of the Darmosari, Monesari, Kodesari and part of the Sejê-Kepren districts) were separated from the rest of the region, which would in turn become the region of Gonn.

At the 2016 regional election, Boulin was re-elected to serve a second term as governor of the Capital.[3] In June 2017 he left the National Artists' Guild to become an independent, amid a internal party crisis. His departure from the Guild was cited by party leader Snø Jens-Galieri as one of his reasons to resign as party leader on 29 June 2017.[4]

In 2017, Boulin ran unopposed for re-election as governor of Alios, and remained in office. The same situation took place in Gonn with Suipom Goyo. In 2018, Boulin was re-elected for a fourth term with nearly 58% of the vote.[5] Boulin refused to stand for a fifth term in 2019, and was succeeded by Democrat Andreina Rossini on 15 July 2019. [6]

Personal life

Boulin is related to the prominent Jens family, being cousin to the Jens brothers. He was born in the Venezuelan capital of Caracas, and moved to the West of the country in 2010. He formerly worked as Vice-CEO of Starlynn & Co. He is Agnostic. He studied political sciences at the University of Elinore and graduated in 2013.
