The Royal Council is the executive body of the Kingdom of Lytera.

Constitutional role and history

Created by the Queen in 2017 after Lytera's return to activity, the Royal Council consisted of (fittingly) members of the Royal Family. In 2019, due to reforms, this inclusiveness was removed, and regular people can be either elected or appointed to the council by the Queen. In Lytera, political parties currently do not exist, though the Queen has expressed interest in allowing them to. There are arguments for and against the proposal, with the largest 'for' argument being the democratic nature of it, with against countering the lack of seats and population.

Due to its nature of creation, the council is heavily monarchist in nature, and the Queen has the power to veto any proposed bill, and can, in times of need, suspend the council. This can, in theory, be used to force through bills, though this has yet to happen. In practice therefore, Lytera is an absolute monarchy.

After the April 2020 Lyteran general election, the council became the executive branch of the nation with the formation of the Lyteran Parliament. After the Lyteran Parliament and Council became inactive, the Queen passed an edict suspending both. As such, until the July 2020 Lyteran general election, the council has no power, and will be reassigned positions based on how parties do in the election.

Culture

Introductions

Meetings are called by the Queen, usually to debate a proposed bill he's suggested, though there have been laws proposed by other council members. Only two members of the cabinet need to be present for a debate, and as such, laws are quite often decided by a few people instead of the whole council. The Speaker of the Council then proceeds to open the debate once all members have arrived.

Debating

Only one person is permitted to speak at any given time. Laws can be argued over, but insulting other council members is prohibited, and has led, in the past, to people being dismissed from the Court Hall. The speaker acts on the queen's behalf to manage meetings, though the queen has herself called for order during heated debates. Votes are cast once any amendments have been suggested, and once complete, the queen casts her own vote. This singular vote can overrule the entire councils decision, and has led to criticism in the past.
