The Emperor of the Kossian Empire was the head of state in Koss. The position of Emperor of Koss was hereditary and it was for a life-time. The only Emperor was His Imperial and Royal Highness Lucas Campos. The use of the Reformed Monarchy gave the Emperor a lot of more powers than a common constitutional and/or parliamentary monarchy, and the monarch enjoyed benefits and powers usually not given.

The last ruling house was the House of Mello. The Emperor was also the Grand Duke of Koss and the Archduke of Montriac, among other symbolic dynastic titles.
