The States Assembly, formally known as The Assembly of the Honorable Members of the States, is the Middle Chamber of the New Prussian Imperial Parliament. Those with a seat in the Assembly are called Assemblers.
Origin & History
The Assembly was created via Imperial Decree XXX. The Assembly and its Assemblers serve for one term which is six months, but may be re-elected several times. Imperial Decree XXXIV, which was issued on 22 October 2024 and will in part take effect on 1 March 2025, suspended all elected delegates from the House of Commons and the States Assembly. Now only Chief and Vice Chief Lord-Lieutenants of the states occupy the seats of the States Assembly, which increases the seats to 10.
Function
The main role of the Assembly is to create, scrutinize, propose, pass and reject bills. The Assembly can also scrutinize, pass and reject bills passed from the House of Commons and the Senate of Peers.
Procedure
A legislative Bill can be formally introduced by any member of the three legislative Chambers, as well as by the Emperor and the rulers of the states of New Prussia, although it is more commonly introduced by House of Commons. The Chairman reads the proposed Bill, is discussed and puts it up to voting. If a Bill, originating in the Senate, the Assembly or from the House, is passed by all three chambers, it is immediately sent to the Emperor's office for his Imperial Assent or veto. If a Bill fails, it is returned to the house it originated from. If a Bill gets rejected three times, it is to be shelved and may be brought up in a new session.
Membership
Assemblers are elected from the various states of the Empire using the Single Transferable Vote (STV) Method. All members, the Chairman, Vice Chairman, Deputy Vice Chairman, and Leader of the States Assembly serve the same of 6 month term.
Chairman
The Chairman is the presiding officer of the States Assembly, and is elected every term.
Vice Chairman and Deputy Vice Chairman
The Vice Chairman stands in for the Chairman when the they are not available. The Deputy Speaker is not always elected every term. If need be, the Deputy Vice Chairman may also be elected.
Leader of the States Assembly
The Leader of the States Assembly acts as the governments representative to the States Assembly and helps organize governmental business in the Assembly.
