House of Commons (New Prussia)
The House of Commons, formally known as The House of the Honorable Members of the Commons, is the Lower House of the New Prussian Imperial Parliament. Those with a seat in the House are called Members of the Commons (MC).
Origin & History
The House was created via the signing of the Constitution of the Empire of New Prussia and Imperial Decree XV. Due to the passing of the second Amendment to the New Prussian Constitution, the terms was reduced from three to two terms per year and the length of terms being increased from four to six months. Imperial Decree XXXIV, which was issued on 22 October 2024 and will in part take effect on 1 March 2025, suspended all elected delegates from the House of Commons and the States Assembly. Now only Lord-Lieutenants occupy the seats of the House of Commons, and the seats were reduced to 10.
Function
The main role of the House is to create, scrutinize, propose, pass and reject bills. The House can also scrutinize, pass and reject bills passed from the Senate of Peers.
Procedure
A legislative Bill can be formally introduced by any member of both legislative houses, as well as by the Emperor and the rulers of the states of New Prussia, although it is more commonly introduced by House of Commons. The Speaker reads the proposed Bill, is discussed and puts it up to voting. If a Bill, originating in the Senate or from the House of Commons, is passed by both the House and the Senate, it is immediately sent to the Emperor's office for his Imperial Assent or veto. If a Bill fails, it is returned to the house it originated from. If a Bill gets rejected three times, it is to be shelved and may be brought up in a new session. On rare occasions, the Senate may propose a Bill.
Membership
Members are elected from the various states of the Empire using the Single Transferable Vote (STV) Method. All members, the Chancellor and Vice Chancellor and the Speaker and Deputy Speaker serve the same of 6 month term.
Speaker
The Speaker is the presiding officer of the House of Commons. The Speaker is elected every term.
Deputy Speaker
The Deputy Speaker stands in for the Speaker when the speaker is not available. The Deputy Speaker is elected every term.
