Jurisdictional divisions of Urabba Parks are federated administrative divisions in the Enactorate of Urabbaparcensia (formerly Urabba Parks Proprietary Limited), governed by divisional governments that constitute the second level of government between the corporate government and local governments, and include regions and territories. A jurisdictional division has jurisdiction over the affairs of Urabbaparcensia, including Urabbaparcensian sites, in its territory. Currently, Urabbaparcensia has one region, New Eurabba, which has as its territory Ward B of Carrathool Shire, a local government area of New South Wales. However, only the area forming part of Urabbaparcensia is relevant in determining the area of jurisdictional divisions.



Federal structure

The Constitution establishes a federal system of government. Under a federal system, powers are distributed between a central government and constituent governments. In Urabbaparcensia, that distribution is between Urabba Parks Pty Ltd and its regions and other jurisdictional divisions. Urabbaparcensia consists of one region, New Eurabba. Matters falling outside of a jurisdictional division are taken to be under the laws applicable to the corporate jurisdiction, the Demesne,

Regions

The Urabba Parks Proprietary Limited Constitution Statute 2021 did not specify any original regions of Urabbaparcensia.[Constitution 1] However, section 121 of the constitution as established by the statute, provides that the corporate parliament may admit new regions.[Constitution 2] This power was used to establish New Eurabba as a region in 2023, having previously been established as a territory. In addition, section 124 of the constitution provides for the formation of a new region from the territory of an existing region.[Constitution 3] Although the constitution suggests that regions are intended to have a high level of autonomy within a federal structure, the governance arrangements of New Eurabba allow for lawmaking and administration by the corporate parliament and government respectively, dispensing with the requirement for a separate New Eurabban regional government. There is however, provision for the appointment of a divisional manager to be the monarch's representative in the region.

Admission of original regions

Under item 1.5.1 of the table in clause 1 of Schedule 2 of the constitution, a new original region may be admitted or an existing region declared an original region with the consent of 95% of the separate represented members of each original region and 95% of the separate represented members overall.[Constitution 4] A represented member is a shareholder of Urabba Parks who may vote in elections of any of the houses of the corporate legislature.[Constitution 5]

Territories

Section 122 of the constitution provides the corporate parliament may make laws for the government in the government of parts of Urabba Parks Pty Ltd not forming part of a jurisdictional division and the governance of matters in which the legislature of the jurisdictional division does not have power to make laws.[Constitution 6]

Formation and governance of territories

The power under section 122 of the constitution has been used to create the New Eurabba with the enactment of the Flandrensian Ecological County of Urabba Act 2022 (now renamed the Flandrensian Ecological County of New Eurabba Act 2023) which was assented to on 29 August 2022[1] and came into force on 4 September 2022,[2] the 14th anniversary of the establishment of the Grand Duchy of Flandrensis. On the first anniversary of the formation of the territory (under the name Flandrensian Ecological County of Urabba), New Eurabba became a region under its current name.

Demesne

Under the Interpretation Act 2022, the Corporate Demesne of Urabba Parks includes all parts of of Urabba Street Reserve not falling within a jurisdictional division.[IA2022 1] Since the creation of the Flandrensian Ecological County of Urabba on 4 September 2022, no land falls within the Demesne. However, the Demesne is taken to be the corporate jurisdiction of Urabbaparcensia, and laws of the Demesne apply to areas not subject to the law of a jurisdictional division.
