The Government of Roscamistan, also known as the Federal Government, refers to the three branches of the supreme governing authority; the executive, legislature, and the judiciary of Roscamistan.
It was founded on 18 February 2021 after Roscamistan was founded, and has been around since. The branches of Government are headed respectively by the President of the Federation, the President of the National Congress, and the Chief Justice of the Supreme Court.
History
The Government of Roscamistan was founded on 18 February 2021, after Thomas Jacobs declared the independence of the state. The President was designated the chief executive that day, with the other branches formally established in the months and year after the declaration.
Government
The Government's primary duty is to govern the national affairs of the Roscami Federation, and to serve the people. The Government is composed of three primary organs, titled branches. The executive, legislature and judiciary are the branches of government, and each serve an important set of purposes.
Executive
The executive is composed of a primary organ, the Cabinet of Roscamistan, whose members are appointed by an elected President, and a civil service, composed of officers who execute the will of the cabinet in their respective ministries and agencies. The President serves as leader of the Cabinet, and its appointer. The President appoints the Cabinet after confirmation by the National Congress, itself elected by popular vote. The Vice-President serves as deputy and constitutional successor to the President, whilst the Prime Minister serves as the most-senior minister. Ministries are responsible to the President, and are headed by officers either titled Minister or for more senior officers, Secretaries of State.
Legislature
The legislature of the nation is the National Congress, a unicameral authority composed of 12 seats. 8 seats are assigned to proportional representation by list voting, whilst the four provinces get a seat each. These provincial representatives are elected by first past the post.
Judiciary
The Supreme Court of Roscamistan is the federal court of the nation, and at the top of the judiciary. The Chief Justice of Roscamistan serves as the presiding officer of the Supreme Court and the head of the judiciary. There are also courts at other levels of government, notably provincial Superior Courts, headed by Superior Judges.
Levels of government
The government of Roscamistan is federal and holds power over the nation, it has over time devolved power to the administrative divisions, creating multiple layers of government. These tiers are protected through legislation and the constitution.
Provincial government
Provincial governments are elected by the citizens of their province. The executive is handled by a Governor and his Executive Council, a Legislative Assembly and a Superior Court.
Regional government
Regional government are the authorities of the regions, the second-level administrative divisions. They are similar to the provinces but led by administrators and advisory councils. Formerly, in Oranmore, a semi-autonomous government under the President of Oranmore and the Regional Council governed
Municipal government
Municipalities are the lowest-level administrative divisions, and primarily used for national, provincial and regional capitals. Municipal government is governed by the province of which the municipality is in. Galway City is a combined provincial-municipal authority, with the Governor of Galway City as both a provincial governor and a municipal mayor.
Territorial government
As territories are not fully integrated into the nation, residents of territories are disenfranchised in most elections, though are not under national law unless explicitly specified. Territorial government depends upon each territory, some territories being directly under military administration and some under civilian control. Autonomy may also be given to territories.
