The Veche (Ukrainian: Віче) is the legislative and executive body of the Empire of Pavlov. Formed in 2017 following political reforms, the Zems’kyj Sobor replaced the bicameral Estates-General, to be later reformed in 2018 to the Veche.
History
The first legislative body of the Empire of Pavlov, the unicameral State Council, was established on 14 July 2016 following the ratification of a new constitution. Following its establishment, First Minister Count Frederik of Prerje-e-kokës formed the 1st cabinet of the State Council. Although the. On 4 December, the State Council was reformed into the bicameral Estates-General. The Pavlovian legislature was reformed again on the 4 February and became the Zems’kyj Sobor.[1] After the revival of Pavlov in 2018, the council was reformed to its current form and became the Veche [2]

The then State Council had 13 members, five of which were ministers (including the First Minister and eight of were are viceroys. The First Minister of the State Council was selected by the Emperor of Pavlov based on his ability to command confidence in the State Council. The four ministers were appointed by the Emperor of Pavlov upon nomination by the First Minister, while the eight viceroys were selected by the Emperor. All members of the State Council had the right to propose and vote on legislation. The Emperor had the right to motion legislation, however did not have the right to vote on motions.

As Zems'kyj Sobor
The Zemskyj Sobor had 6 members, the Chairman, two Secretaries, the Head of the Oprichnina, the Metropolitan of the Pavlovian Orthodox Church and the Mufti of Iskenderabat. The Chairman is selected by the Tsar based on his ability to command confidence in the Zemskyj Sobor. The other members are appointed by the Tsar upon nomination by the Chairman. All members have the right to propose and vote on legislation. The Tsar has the right to motion legislation, however does not have the right to vote on motions.
