In Pavlov, a Proconsul (Pavlovian: Проконсул Prokonsul) is a title given to governors of the Themes appointed by the Emperor of Pavlov. The role of the Proconsul consists of heading the administration of the theme and delivering reports on the Theme to the Imperial government as well as representing the Theme in the lower house of the Estates-General. The Themes of Hrejmanna and Ledjanoj Ostrov are the only Themes without a Proconsul, this is due to them being directly administered by the Imperial Government.

The office of Proconsul replaced that of Viceroy, an office granting a much greater level of autonomy to the holder. The change was made as part of the amendments to the Charter, which centralized the state.

History

The offices and powers of a viceroy were established following the ratification of the Charter of the Empire of Pavlov on 14 October 2016.

Nazir was granted the right to a viceroy following the proclamation of the Charter of the Empire of Pavlov on October 14, 2016. However, Nazir did not have a viceroy until November 5, 2016 when the Emperor appointed George Oprea. The first and last viceroy of Nazir was George Oprea.
