Silavere, also known as the Autonomous Province of Silavere, is a an autonomous province of the Kingdom of Salanda located in Germany, which holds an area of 0.104 ha as its territory. It was originally declared independent from Germany and was founded on 7 July 2022 as an independent Micronation, with the government being led by its founder and Emperor, German M.
Silavere is located within the mainland of Europe. It is a landlocked territory within the German State of North Rhine-Westphalia. At the moment it has no claims within other countries, as it would be impossible to control them. The Province contains of grassland and a private house, in which the government is located. Along Silavere there are six other Salandarian provinces, these are Suveste, Tuse Province, Ristabbita-Lahuda, Hearting Province, Fenzoulu and Federalia located in the Salandarian mainland the country of Spain. Together with the provinces, the Salanda Royalties make the rest of the kingdoms land. All its governmental documents, as well as all flags, coat of arms and national-athems are located separately from the Salanda National Archives within the Silaverian National Archives.
The current main government of the nation is the Third Government of the Kingdom of Salanda, also called the Tepoelan, which is currently ruled by the Solo Party and the Federalian Nationalistic Party. Its current national capital is located within the city of Suveste, in which the Tepoelan, the salandarian Prime Minister and the salandarian king, Reuben I of Salanda, are located. The current local government of Silavere is located within the territories capital Silavere, in which also the silaverian ceremonial Emperor German M. is located.
Silavere is a member of the Alliance of the Micronations, International Aerospace Community, as well as full member within the League of Independent Nations and at the Grand Unified Micronational.
Etymology
The name comes from the Silvanian and Salandarian translation of the word "forest", because the territory is surrounded with nature and the forest plays a big role in that.
History
Establishment of the First Government, a parliamentary republic
On July 7th, 2022, German M. declared his independence from Germany and began the build of a new government, as well as the structures for his nation.
At the same day the Federal Republic of Silva was declared with its current territory containing a 0.104 ha large private plot, located in the German state of North Rhine-Westphalia, it was a parliamentary federal republic with an direct democracy, in which he was appointed the first chancellor within a Social-Democratic Government.
The Creation of the Second Government

On 24th December the Emperor reformed the imperial Government into a more left-leaning democratic-socialistic Government, which was later changed back.
Formation of a parliament
On 17th January 2023 the Emperor German M. established a new independent national governmental-institution called the Silvanian Parliament to finally democratize the nation again.
Annexation into the Kingdom of Salanda
As over time the Silvanian Union and the Kingdom of Salanda had better ties and its founders became friends, the Silvanian Emperor German M. made the big decision to give up the national sovereignty and join the Kingdom of Salanda as an autonomous territory with its own local government. This treaty was signed ratified at the 21st March 2023 and completed the Silvanian annexation into Salanda. From this point onwards it was the Autonomous Territory of Silavere.
Reform into an Autonomous Province
After the passing of the Amendment to the Constitution of Salanda the territories, as well as the provinces were completely new sorted as it was still unclear how the territories and the province would be administrated. According to the amendment, all existing autonomous territorys will be transformed into autonomous provinces. The rest of the territorys would be reorganized into the ''Suveste Crown Territorys''. According to this amendment, autonomous provinces have the administarive power to manage their own law and government, medical assistance and the defence of the province. Along with this amendment, Silavere also has the power to manage its own governmental budget according to their ''Internal Budget Plan Reform'' and the ''Economic treaty of Salanda''''.
Politics and Government
Constitution
The Constitution of Silavere was firstly created on the 11th July 2022, 4 days after its declaration of independence and has been since dramatically improved. It was firstly created only as a MicroWiki page and has since then only been backed up as a file on a computer. The Constitution defines and ensures peace, happiness and equality throughout the nation. On December 24th 2022 the Emperor set a government reform which led to the creation of the Silvanian Union, so that the nation better represents the governments ideology. Even after the annexation into Salanda, the constitution stayed the same.
Executive/Monarchy

The Autonomous Province of Silavere is a Constitutional Monarchy with the Emperor German M. being the symbolic Emperor of the province. The Emperor holds merely a ceremonial role and has to share his entire power with the Silaverian Parliament. He represents the territory on his own along with Reuben I of Salanda, including all diplomatic relations with other Micronations, as well as the membership of Micronational organisations. The Emperor has been in power since the establishment of the nation regardless of executive title. The Emperor is one of the most important figures for the Silvanian people, as he was the founding pillar of the nation and supported it with no doubt. Silavere is regarded by its population as a progressive liberal province.
The current Government is the Tepoelan which is headed by the salandarian Prime Minister Samuel B after the 2023 Salanda general election, all local governmental proposals need the approving of the Silaverian Parliament in order to get into effect, as it ensures the democratic will of the Silaverian people.
Legislature

The legislative body of the Autonomous Province of Silvalere is the Silaverian Parliament for local representation and the Tepoelan on national level, which contains of politicians from political parties, elected by the Silvanian and Salandarian people. The parliament is responsible for the creation of laws within the Constitution of Silavere. The direct Elections for the seats within the Silaverian Parliament are hosted every two years in July along with the general election within the Kingdom of Salanda. The duty of the parliament is to serve as a democratically elected body within the local Government which can propose and vote about new laws.
The Tepoelan is a bicameral legislature and represents the legislative organ of the Kingdom of Salanda. It currently consists of eleven seats. Eight seats are hold by the ruling Solo Party and three seats are hold by the Federalian Nationalistic Party. These parties make up the Third Government of the Kingdom of Salanda. The rest of the seats are hold by the remaining minor parties, which are togehther in an opposition towards the ruling coalition. Three seats are currently hold by the Military Party of Salanda and the remaining one seat is held by the GLP Party. The GLP Party once had two seats within parliament but one of them was vacant, which triggered a by-election and led the Solo Party to win this seat. Along with these seat arrangement, one additional seat is preserved for the Speaker of the Chamber of Provincial Emissary which doesn't belong to any party. The Tepoelan comes together a few times a month to discuss and vote on proposed pieces of legislation, proposed by the People's Channel, which represents the lower chamer of the Tepoelan.
Judiciary

The Supreme Court of Salanda is the highest judicial body of the Autonomous Province of Silavere. It supervises the executive and legislative branch of the nation of Salanda, as well as its autonomous provinces. Its judges are choosen by a secret vote of the Salandarian people, which are then formally appointed by the monarch. Political Parties of Salanda
There are currently four political parties in the nation with seats in the Tepoelan in the upper chamber called the Chamber of Provincial Emissary. The Solo Party (SP), a predominantly right-wing nationalist party, with the majority of seats in the Chamber of Provincial Emissary. The Tuse National Party (TNP), a centre-wing party with minority interests and regionalism policies and the official opposition party. It became the official opposition party following the Solo Party’s May 2022 by-election victory and the Cleansden Party’s defeat in the Salanda 2022 May By-elections. The Federalist Party of Salanda (FP), a left-wing party focused on the ideological values of Federalism with one seat in the Parliament. The party gained one seat in the 2022 July By-election series following the expansion of the Tepoelan from five to eventually eleven seats. And the Federalian Nationalistic Party (FNP), a centre-left-nagionalistic-wing party major interest on nationalistic ideas on the region of Federalia. It was established in 2023 and debuted in the 2023 Salanda General Election (shown in the chart below) that took place on the 18-21 July 2023.

Organisations
On July 11th 2022 the nation applied for observer membership at the Alliance of the Micronations with the goal to establish more relations with other micro states and to become more recognized as a Micronation. On August 8th it got accepted as an observer within the organisation. And then on August 17th the nation got promoted to a full member state within the organisation.
On August 9th 2022 the nation applied for membership at the International Aerospace Community with the goal to get help in the exploration of outer space within the Silvanian National Space Agency. It got accepted as a (de facto) member on January 9th 2023.
On December 28th 2022 the nation became an observer within the League of Independent Nations with the same goal as in the Alliance of the Micronations. On January 17th 2023 the Emperor applied for provisional membership and got accepted on February 12th 2023.
On January 2nd 2023 the nation applied for observer membership at the Grand Unified Micronational Organisation with the goal to become more active within the Micronational community. It got accepted as an observer state 6 days afterwards on January 8th 2023 and applied for membership at March 4th 2023. The nation got accepted at March 19th 2023 as a provisional member state, which got revoked after the annexation into the Kingdom of Salanda. It got accepted back again on April 4th 2023, with the acception of Salanda into the GUM, with German M. as a second delegate for Salanda.
Foreign relations and policies
Till this moment the Autonomous Province of Silavere has some active relations according to the Foreign relations of Salanda. He appreciates and supports the Salandarian government as a big thanks for the helping of an internal problem.
As it's a full member within the Alliance of the Micronations and in the Grand Unified Micronational has the goal to establish more relations with other Micronations and remain in peace.
It is willing to establish relations with every other Micro- and Macronation that requests it, as long as the other nation is friendly towards Salanda and Silvalere
The Emperor serves as an official diplomat for the Kingdom of Salanda and works together with its Government in the creation of new law acts.
The Autonomous Province of Silavere recognizes both the State of Israel and the State of Palestine but only supports a peaceful two-state solution between them. It supports the independence of Kosovo from Serbia and officially recognizes the Republic of China (Taiwan) as the legitimate government of China.
Regarding the war in Ukraine it fully supports the Ukrainian People against the Russian aggressor.

Military
The Autonomous Province of Silavere will always believe in pacifism and will always prefer to solve issues with other nations diplomatically. This mean that it will never have a military or any armed forces, the only exception to this are police forces to make sure the province stays stable. The establishment of a standing force is strictly forbidden by the national constitution. Even though it has no active military it is protected by the salandarian STADAL and is a member of the Union Against Micronational War to support micronational peace.
Geography and Climate
The current province is located inside the European continent, specifically within western Germany in a semi-urban area. It is surrounded by forests and a city from Germany and stands on a somewhat hill. The country is a landlocked state and must rely on trade and economic treaties to help its economy grow.
The most important sight within Silvalere is the big meadow within the Territory.
Culture and Religion

The Autonomous Province of Silavere has no official province religion but is still tolerant towards all religions and will welcome everyone regardless of it.
The Silaverians mainly speak German, and it's the government's working language. But Silaverians still has accepted English and Hebrew as an official language alongside German.
Symbolism
The word Silavere can be translated to the word forest, which represents its natural environment. It's flag describes this even further, as it is a red flag with trees it. Just like the nations name, the trees on the flag represent the nations environment but with the combination of a red back background and a social-democratic symbol, which additionally represents the nations origin.
Sports
The national sport within Silavere is along with Salandas national sport Association football. There are several other sports which are popular among the citizens. Many Salandarians also like to watch and play a wide range of other sports such as rugby.
Other sports that are popular that Salandarian citizen like to play and watch are tennis and cricket.
Holidays

Economy
The official currency of Silavere is the Euro (€) as it's the easiest currency too handle for the government. Other official Salandarian currencies consists of the Salanda coin, the British Pound, the Israeli Shekel and as well as Microcredits.
At the moment the only economic output consists of the selling of services to other countries. The entire province relies on imports from its neighbor Germany, which is at the same time also its largest export partner. Both of them have to approve the latest proposed budget. The budget can be proposed by the Emperor or the Silaverian Parliament. So in perspective to the other Provinces of Salanda, Silavere retains a degree of autonomy within the economical sector and don't has to pay taxes to the central government.
Transport
At the moment the Silavere has no internal transport. Silavere uses the metric system for measurements and on speedometers, as its neighboring country Germany uses it too. For external travel it solely uses the German public infrastructure network but plans to invest into its private methods of infrastructure, like for example private car transport. Just like Germany it also drives on the right side of the road, as it makes transportation much easier and coordinated.
Education and Research
Inside the Autonomous Province of Silavere education is like within all of Salanda a basic right for every citizen and is important for every generation to increase the standard of living of all citizens. Especially subjects like history and politics are important for every citizen so they are able to understand their surrounding world. But also the official languages are at the top of most important subjects.
Technology

On the 9th August 2022 the Silvanian National Space Agency was founded by the Silvanian Emperor with the goal to explore outer space, to research the history of the universe and to predict its future with these researches. It is funded by the annual budget of the Silvanian Union. After the annexation it works together with the Salanda Space Agency.
Climate
The climate of Silavere is the exact same, as the climate of Germany. It has usually warm summers and cold winters, even if through climate change, that will maybe change in the future into hot summers and warm winters with very less or maybe even no snow, depending on how quickly humanity can stop climate or even at least slow down climate change.
The rest of Salanda's Territories consists of the climate of the United Kingdom, as well as that of Israel.
Future
The Autonomous Province of Silavere, is currently working on improvements on its own MicroWiki page, relations with other Micronations and micronational organisations. It plans to expand in population and economic power, as well as keeping a stable, free and democratic government.
The nation currently aims for the objectives of the United NationsSustainable Development Goals by the end of the year 2030, having set these objectives on 7th July 2022. These actions are needed to stop climate change and save the planet according to Emperor German M.

As the Autonomous Province of Silavere has no official newspapers, the media is managed by the Salandarian Times, which is the national newspaper within the Kingdom of Salanda. But it has been critised by the Tuse National Party, that it provokes nationalistic feelings into Salandarians. But still the newspaper is regarded as a good one and is read by many Salandarians. It still has tried to be critical of the Salandarian Monarchy and of the Government to improve its standards.
Honours and Awards
Within the Kingdom of Salanda awards are given to its citizens every Independence Day to those who have served the Kingdom well. The first order which was formally established was the Order of Salandarian Recognition and the highest order of the Kingdom is the Order of Salanda. At the moment different awards are being made for other type of accomplishments of salandarian citizens and non-citizens.
